Public Works Committee - MINUTES - 2/25/2002 Approved PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 25, 2002 Chairman Nancy Salentine called the meeting to order at 7:03 PM. Present were committee members Ald. Butch Le Doux and Ald. Patrick Patterson, Public Works Supt. Wayne Delikat, Ald. Mark Slocomb, Engineering/Building Inspection Director Sean McMullen and those per the attached list. The meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES - Ald. Patterson moved to approve the minutes of the January 28, 2002 meeting. Seconded by Ald. Le Doux, motion carried 3-0. STATUS OF PROJECTS - Engineering/Building Inspection Director Sean McMullen updated the committee on the following projects: Woods Road Reconstruction – Nothing new to report. Tess Corners Pond Expansion – Engineering/Building Inspection Director Sean McMullen presented the design drawings for the proposed pond to be located in the City of New Berlin. He pointed out the two small settling bays to be located on either side of the primary environmental corridor and wetland. He advised that the Army Corps of Engineers were in favor of the project and that he is currently working with several DNR personnel on specific of the project. Freedom Square Pond – Engineering/Building Inspection Director Sean McMullen advised the committee that the offer to purchase for the Pelzmann/Kotnik property will be acted on at the February 26, 2002 Common Council meeting. SEWRPC is finalizing the required wetland delineation which should be available by the first week in March. Once it is received, Ruekert-Mielke will finish with final design. Sean advised that he is applying for a TRIM grant for this project which, if it is granted, will be a 70% reimbursement for this project. Janesville Road Reconstruction Project – Project is still on track. Looking at utility relocations/extensions from October 2003 to April of 2004, with start of construction in May of 2004 to May of 2005. Martin Drive Realignment/Bay Lane Signals – The missing appraisals were submitted to the City on January 29, 2002. Plans are being completed with one wetland issue being taken care of. Drainage Issues/City of New Berlin – Nothing new to report. Public Works Committee – February 25, 2002 Page 2 MMSD Storm water Regulations – The committee continued discussion on the problems that continue to occur as a result of the problems with Chapter 13 that are contrary to the City’s requirements. Drainage Problems (Vees) – Work will be done this Spring and this item will be taken off of future agendas. Janesville Road/Moorland Road Intersection/Moorland – Plans are completed and have been sent to the printer. The specifications consist of 104 pages and the plans consist of 160 pages. Ald. Le Doux requested that he be provided with plans that affect his district. A full set of plans will be available in the Engineering/Building Inspection office for review. Eventually, the plans will be available to be viewed electronically. Sean clarified that the Moorland Road to Woods Road (and realignment of section of Durham Road to McShane) and portion from McShane north of Janesville Road will be th bid the second week in February with a March 28 bid opening date. City’s portion is proposed to be $2,000,000. South Intersection/Durham Road Extension – The Committee Of The Whole, at their meeting of February 14, 2002, requested that a public informational meeting be held on th March 28, to show the proposed layouts for this extension and also have the cost estimates available for each layout. UNFINISHED BUSINESS Discuss Urban/Rural Drainage – Nothing new to report. Further review of amendments to 2010 Street System Plan – Engineering/Building Inspection Director Sean McMullen reviewed with the committee the corrected 2010 street systems plan map that would be acted on at the February 26, 2002, Common Council meeting. The committee noted the absence of Bay Lane and also questioned curved line off of Muskego Dam Road. Ald. Patterson moved to recommend Council adoption with the addition of Bay Lane and also the determination of the road off of Muskego Dam Road. Seconded by Ald. Le Doux, motion carried 3-0. Discussion on Road assessment policy (#MRD01-02) – Engineering/Building Inspection Director Sean McMullen reviewed the final version of the new road assessment policy that would be acted on at the February 26, 2002, Common Council meeting. This policy would only be for the Moorland Road Extension from Janesville Road to Woods Road and for relocation reconstruction of Durham Drive from Woods Road to “OO” and presently affects Towne Realty (Candlewood Creek Subdivision), the City of Muskego and the Boehm/Machiolek Limited Partnership property. The Gloria Bartz property is exempt because they have no road frontage. Ald. Le Doux moved to recommend Council adoption of the new road assessment policy. Seconded by Ald. Patterson, motion carried 3-0. Public Works Committee – February 25, 2002 Page 3 NEW BUSINESS Discuss drainage concern – East Drive/Island Drive – Letters were sent to the affected property owners on East Drive and Island Drive and several property owners were in attendance, as listed on attached sheet. Roseann Tolfa spoke to the committee and read a statement as well as presented a map of the area depicting the drainage concerns. These submittals will be attached to the official minutes of this meeting. Engineering/Building Inspection Director Sean McMullen explained to the residents that it appeared that the only way to effectively take care of this problem is to install a storm sewer system that would take it to the 25-50 year storm event. After a lengthy discussion during which Mrs. Tolfa referenced an easement on her property, it was determined that the neighbors would meet, as an independent group, and discuss just what they would all be willing to do to resolve this drainage problem and then to appear at the March 28, 2002 meeting, as a unit, to discuss resolution. In the meantime, the engineering department will shoot the grades on the property and do some further research as to possible easement on the Tolfa property. Ald. Salentine moved to defer to the March 28, 2002 meeting. Seconded by Ald. Le Doux, motion carried 3-0. Discuss traffic control for Moorland/Durham Road Construction – Engineering/Building Inspection Director Sean McMullen discussed with the committee his proposal for traffic control for the proposed road construction so that the City doesn’t run into the multitude of problems experienced during the Woods Road Reconstruction project. Sean advised that he did not anticipate a problem from Janesville to Woods Road, but Durham Drive (from McShane to Woods Road) he does anticipate problems and he is recommending that the road be posted “closed to through traffic” with a 25 mph speed limit. After further discussion, Ald. Le Doux moved to send a recommendation to the Public Services Committee for “closed to through traffic – authorized vehicles only” signs be installed on Durham Drive, from McShane to Woods Road, and that all affected homeowners be given stickers that can be put on their cars given them authorization to ingress and egress to their homes during the road construction project, as well as appropriate detour signs posted, and road posted for temporary 25 mph. Seconded by Ald. Patterson, motion carried 3-0. Review quotes for 2002 Patrol Truck/Flail Mower – Engineering/Building Inspection Director Sean McMullen presented the committee with the specifications and costs for the 2002 purchase of the patrol truck and the flail mower. The flail mower, with trade-in is $6,230.00. the patrol truck bids equaled $98,276 or $101,274 depending on the vendor used for the box, sander and plow. At this time, Sean is recommending that the quote from Tractor Loader Sales for the flail mower in the amount of $6,230.00 be accepted, and the quote from Brake and Equipment and International Truck be accepted for a total of $101,2274.00. Both Sean and Public Works Superintendent Wayne Delikat felt that the quote from Casper Equipment didn’t meet the specifications written for this truck. Ald. Patterson moved to approve above purchases for the truck in the amount of $101,264.00 and the Flail Mower in the amount of $6,230.00. Seconded by Ald. Le Doux, motion carried 3-0. Public Works Committee – February 25, 2002 Page 4 Review preliminary plans for Muskego High School Expansion – Mr. Tony Zanon (Jahnke & Jahnke) and Bob Vajgrt, a representative from the architectural firm for the School District and representatives from the School District were present to discuss preliminary plans for the proposed expansion. Engineering/Building Inspector Sean McMullen explained to the committee why he wanted these preliminary plans to be reviewed with the committee before proceeding with submittal of preliminary plans. The following three items were given to the committee for their consideration: Mr. Zanon is requesting approval to waive the drafting standards requiring use of concrete storm sewer. He would like to substitute with plastic piping. Sean explained the difference and what might be the problems, if any, in the future noting that this is considered private property and any future problems would not be the City’s, but the School District’s. Sean stated that he would not have an objection to the plastic piping as long as it is STR 35 or CL 900 piping. Mr. Zanon stated that there would be a substantial cost savings in material and labor. Ald. Patterson moved to approve waiting the concrete storm sewer requirement as long as STR35 or CL 900 piping is used with everything else following the City’s standard requirements. Seconded by Ald. Le Doux, motion carried 3-0. Mr. Zanon explained that grading of the entire site has been required to be placed on the site plans. The plan shows existing site as well as proposed areas and do meet the City’s stormwater management requirements. The calculations will now be sent to MMSD for their approval. Based on ultimate layout, storm sewer plans will be for the entire site and, as long as entire site does not change, the School District is requesting one main approval for all of the phases with the understanding that anything contrary to the plans would require another approval for the stormwater management plan. Ald. Le Doux questioned if the School District was working at all with Parks & Recreation Director Craig Anderson regarding ball fields and Mr. George Haynes from the School District stated that all plans have been reviewed by Mr. Anderson. Ald. Le Doux moved to approve the preliminary layout, subject to any final adjustments, and that it would not be necessary to show any future plans unless there is a change that would require a revised stormwater management plan. Seconded by Ald. Patterson. Ald. Slocomb questioned when semi-final plans will be available. Mr. Zanon explained that plans will be available to all aldermen probably the first week of March. Motion carried 3-0. Discuss storm water plans – St. Leonard’s Parish – Allan R. Birschbach and Amy Kinosian appeared before the committee to discuss storm water plans for the expansion of the parish grounds. Engineering/Building Inspection Director Sean McMullen explained that the revised stormwater plans have met all the City’s requirements but not the new requirements of MMSD as the City only looks at additional hard surface areas.
