Public Works Committee- MINUTES - 5/21/2001 PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO Approved MINUTES OF MAY 21, 2001 MEETING . Chairman Nancy Salentine called the meeting to order at 7:03P.M. Committee members Ald. Butch Le Doux and Ald. Patrick Patterson were present. Also present were Public Works Supt. Wayne Delikat, Sean McMullen Engineering/Building Inspection Director, and those per the attached list. The meeting was posted in accordance with the Open Meeting Law. Approval of Minutes of Meetings Held April 23, 2001 –Ald. Patterson moved to approve the minutes of the meeting held April 23, 2001. Seconded by Ald. LeDoux. Carried by all. To facilitate those in attendance, Chairman Salentine elected to take the following items out of order. Review request to apply second lift of asphalt – North Cape Farms – Joanne Pipke was present to request approval to apply a second lift of asphalt to the North Cape Farms. Director McMullen stated a curb and gutter walkthrough, existing asphalt walkthrough and videotape on the test plastic pipes will be necessary before work can be done. Director McMullen stated the approximate cost for 300ft of storm sewer videotaping at .60/ft will be $100.00-$120.00 and a bill will be sent after the work is completed. Ald. LeDoux moved to approve second lift of asphalt for the North Cape Farms. Ald. Patterson seconded, motion carried 3-0. Review application for guest house on private drive, which already serves four homes - Mike LaFratta was present to request a variance from constructing a roadway to City standards for building a fifth home (guest house) with a separate driveway off a private drive. The property already has deed restrictions and cannot be divided. After discussion, Ald. Patterson moved to approved the application for a guest house on private drive without constructing the roadway to City standards. Ald. LeDoux seconded, motion carried 3-0. STATUS OF PROJECTS – Director Sean McMullen reported on the following items: New Library Project – Director McMullen reported Tom Kramer will be fixing the water problems within the next few weeks. Supt. Wayne Delikat stated they will be running drain tile to the street. Woods Road Reconstruction – Sean reported that the Preconstruction meeting was held on May 15, 2001. Construction will begin June 5, 2001 and completed September 1, 2001. Work will be done in three phases. Legal ads are being placed in the Sun with maps showing the construction routes. Freedom Square Ponds – Sean reported he is waiting for the Army Corp of Engineers wetland delineation report to come back. Martin Drive realignment/Bay Lane Signals – Ruekert & Mielke and Ayers and Associates tied with their proposals. Ayers projected the work to be completed by February 15, 2003 and Ruekert and Mielke projected the work to be completed by January 2003. There was a cost difference of Public Works Committee Meeting May 21, 2001 - Page 2 $1300 with Ayers being less but Ruekert & Mielke added more to their proposal that the City needed. Janesville Road Reconstruction Project – Nothing new to report until Kohl’s submits applications. Moorland Road South Extension – Director McMullen reported that a four lane section will be built on Moorland North and Moorland South. The amount of traffic from Kohl’s will affect the alignment of Janesville Road. Moorland Road North Intersection costs will be split three ways between Kohl’s/Jewel Osco, City of Muskego and Waukesha County. Water mains will be installed prior to permits. Tess Corners Pond Expansion North of College – The Intergovernmental Cooperative Agreement has not been signed. Mayor De Angelis met with Mayor Wysocki who is very interested. Director McMullen reported on the following grants: - TRM Grant Nonpoint funding application has been sent in. - The Watershed Management Grant application has also been sent in and the City of Muskego qualifies for up to one million in funding. - City of Muskego applied for $750,000 for Land Acquisition Funding, which should pay for 90-95% of total land and 1.3 Million to cover 70-80% of Construction Costs. Drainage Issues/City of New Berlin – Covered above. Muskego Creek Watercourse Project – The City will be closing on the Somogji property on May 31, 2001. Demolition off all three properties will begin July 15, 2001. MMSD Stormwater Regulations – Nothing new at this time. Currently the City of Muskego is not affected by the changes MMSD has made. There may be additional changes at the next MMSD meeting, which the committee may need to review. UNFINISHED BUSINESS: Discuss Urban/Rural Drainage – Supt. Wayne Delikat reported problems with wet ditches. Status of Public Works Committee Procedures and Policies – Staff is working on locating the Procedures and Policies file on the Network and will place it in the Public Works or Engineering folder. The committee members will be given a hard copy after it is updated with the Wetland rd Preservation item from the April 23, 2001 meeting. NEW BUSINESS: Deer Creek/Addn. #1 – Status of Pavement & Storm Sewer – Director McMullen asked the committee for permission to send a letter to the developer requesting storm sewers be cleaned out, asphalt repaired, and street lights installed. They will be given 30 days to submit a schedule st with work being completed by August 31, 2001, or the City will do the work and pull the letter of credit. Ald. Patterson moved to grant Director McMullen permission to send letter. Ald. LeDoux seconded, motion carried 3-0. Public Works Committee Meeting May 21, 2001 - Page 3 Review of Revocable Occupancy Permit – Lori Main, Derby Court – Director McMullen reviewed with the committee the revocable occupancy permit. The permit with specific conditions will allow an encroachment to the easement within 10 feet. If work needs to be done the property owner will have 30 days to remove the structure and after the work is completed the structure may or may not be replaced. Jeffery and Laurie Main of S68 W18991 Derby Court agree with the conditions of the revocable occupancy permit. Ald. LeDoux moved to approve revocable occupancy permit with conditions for Jeffery and Laurie Main at S68 W18991 Derby Court. Seconded by Ald. Patterson, motion carried 3-0. ACCEPTANCE OF IMPROVEMENTS – None COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – None SUBDIVIDER'S EXHIBITS – None ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None HIGHWAY SUPERINTENDENT’S REPORT – Supt. Wayne Delikat reported they have begun ordering salt for next winter. ADJOURNMENT – There being no further business to discuss, Ald. Patterson moved to adjourn at 7:46 PM. Seconded by Ald.
