Public Works Committee- MINUTES - 3/26/2001 PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO MINUTES OF MARCH 26, 2001 MEETING Chairman Nancy Salentine called the meeting to order at 7:00 P.M. Committee members Ald. Rick Petfalski and Ald. Patrick Patterson were present. Also present were Public Works Supt. Wayne Delikat, Sean McMullen Engineering/Building Inspection Director, Ald. Mark Slocomb and those per the attached list. The meeting was posted in accordance with the Open Meeting Law. Approval of Minutes of Meetings Held February 26, 2001 –Ald. Patterson moved to approve the minutes of the meeting held February 26, 20001. Seconded by Ald. Petfalski. Carried by all. STATUS OF PROJECTS – Sean McMullen reported on the following items: New Library Project – Sean reported they are waiting for the frost to come out of the ground before they can begin any drain tile work. He also reported three additional landscaping proposals were sent out last week for restoration work. He should be receiving those back within two weeks. Woods Road Reconstruction – Sean reported bids opened Tuesday In Madison. The low bidder was Sunnyslope Grading. This will be a 1.68 million dollar project, which is $70-100,000 less than original estimate. A pre-construction meeting will be scheduled next week and construction can st begin within 2-3 weeks. Substantial completion deadline is August 31. Final completion deadline th for restoration is November 15. Payne and Dolan will not be doing the paving. Stark Asphalt out of Bulter came in $40-45,000 less than Payne and Dolan. Freedom Square Ponds – Sean reported that the Army Corp. of Engineers will be coming within the next two to three weeks to look at Pond Four and taking a small tour of the city and also looking at Little Muskego and Big Muskego Lakes. The Army Corp of Engineers is considering taking this project over under the Flood Mitigation Project. The Army Corp will do the design, construction management, and possibly the construction. This is not a free project. The City will have to pay the Army Corp’s overhead, labor, and fuel. The cost will still be 80-90% cheaper. Martin Drive Realignment – Sean reported after meeting with representatives from Waukesha County that Bay Lane will be signaled as part of the Martin Drive realignment. Sean advised that Waukesha County will be doing the design for the Martin Drive realignment which will save the City $18-20,000. Janesville Road Reconstruction Project – The Public Informational meeting was held for Janesville Road reconstruction and the water main extension. As it looks now Waukesha County will be going with a Combination Section with a full 20 foot wide raised median. A TWLTL will go through Tess Corners to save the older historical buildings. Moorland Road South Extension – Sean handed out to the Committee a Composite Rating for the Moorland Road South Extension. Ayres and Associates rated the highest with the lowest bid. Ald. Petfalski moved to send the recommendation of Ayers and Associates to the Finance Committee. Seconded by Ald. Patterson. Motion carried. Public Works Committee Meeting March 26, 2001 - Page 2 Tess Corners Pond Expansion – Sean reported he is waiting on Jeff Chase from the City of New Berlin to get back to him on the 6630 agreement. Sean advised the propsal is from $68-70,000 plus an additional 20,000 for hydro-geological study for the recharge areas of Well #4. New Berlin would also have to agree to the hydro-geological study for Well #9. Sean stated there is a chance that the Army Corp of Engineers will be looking at this project also. Drainage Issues/City of New Berlin – refer to above item, Tess Corners Pond Expansion. Muskego Creek Watercourse Project – Sean reported the City has closed on the McIntosh property. The first of May a raising order will be issued to remove the existing building. The shed may be inherited back to the City and can be moved. To facilitate those in attendance, Chairman Salentine elected to take the following items out of order. UNFINISHED BUSINESS: Discuss Ownership of Drainage Easement – Holly Patch Court (Lake Forest Subdivision) . Chuck and Lori Borga at W199 S7753 Holly Patch Ct Lot #82 and Tom and Karen Bellart at W199 S7765 Holly Patch Ct, Lot #83 were present to discuss the city’s request for permanent limited easement to access the ditch for storm water management. Ald. Petfalski moved to defer item until next month’s meeting in order for Sean McMullen and Wayne Delikat to look at the property. Seconded by Ald. Patterson, motion carried 3-0. Discuss Urban/Rural Drainage –Public Works Superintendent Wayne Delikat reported a bridge will be put in to replace a concrete tile in the Fountain Wood Pool. Status of Public Works Committee Procedures and Policies –None Discuss soil disturbance permit moratorium on wetlands – Sean requested this item be removed from the agenda. The US Army Corp of Engineers has changed their application process for all wetland filling to be reviewed and approved. They will be looking to see if any type of farm drainage, natural drainage or flood plain connects the wetland to US Waters. NEW BUSINESS: Review grading, stormwater and street plans for Reserve/Champions Village – The committee reviewed the grading, stromwater and street plans. Ald. Patterson moved to recommend approval. Seconded by Ald. Petfalski, motion carried. Review bids for patrol truck – Sean reviewed bid for patrol truck with the committee. Ald. Petfalski moved to send recommendation to purchase the International truck with the Heil dump body and the Brake and Equipment Swenson spreader at a cost of $92,362.00 to Finance. Ald. Patterson seconded, motion carried 3-0. ACCEPTANCE OF IMPROVEMENTS – None Public Works Committee Meeting March 26, 2001 - Page 3 COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – Ald. Salentine asked if the Parkland site has been inspected. Sean stated it has not been inspected due to frost on the ground. SUBDIVIDER'S EXHIBITS – None ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None HIGHWAY SUPERINTENDENT’S REPORT – Public Works Superintendent Wayne Delikat advised his department is interested in volunteering to help clean out the Carp from Big Muskego Lake this spring. He feels he would need two guys and two trucks on a Saturday. Ald. Salentine will bring this to the Lake District Meeting. ADJOURNMENT – There being no further business to discuss, Ald.
