Public Works Committee - MINUTES - 2/26/2001 PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO Approved MINUTES OF FEBRUARY 26, 2001 MEETING Chairman Nancy Salentine called the meeting to order at 7:00 P.M. Committee members Ald. Kathy Chiaverotti and Ald. Patrick Patterson were present. Also present were Public Works Supt. Wayne Delikat, Sean McMullen Engineering/Building Inspection Director, Ald. Mark Slocomb and those per the attached list. The meeting was posted in accordance with the Open Meeting Law on February 20, 2001. Approval of Minutes of Meetings Held January 29, 2001 –Ald. Patterson moved to approve the minutes of the meeting held January 29, 20001. Seconded by Ald. Chiaverotti. Carried by all. To facilitate those in attendance, Chairman Salentine elected to take the following items out of order. Review Sarah Estates Maintenance Agreements – Linda Wegenke appeared before the committee to discuss the Sarah Estates Maintenance Agreement. Ald. Chiaverotti moved to approve and send to the Finance Committee for signatures. Ald. Patterson seconded. Motion carried 3-0. STATUS OF PROJECTS – Sean McMullen reported on the following items: New Library Project – Sean McMullen and Wayne Delikat are working on the drainage issue which will be addressed in the spring by placing 6”-8” drain tile. Sean will notify Ald. Le Doux, who is working with residents. Woods Road Reconstruction – This project is scheduled to be bid on March 20, 2001. Department of Transportation will allow the low bidder to begin ditch work, clearing and grubbing the first week of April. Road construction will begin the end of May. Freedom Square Ponds – Sean advised that there are different alternatives being looked at by the engineering firm of Ruekert & Mielke, as a result of a recent ruling by the Corps of Engineers giving control of wetlands back to local agencies. Sean will be meeting with Jim Knolls Us Army Corps of Engineers, Gloria McCrutchen and Jeff Scheer of DNR and Dan Reed of SEWRPC to discuss this issue. The meeting date has not been determined. Martin Drive Realignment – Discussed under New Business #5. Janesville Road Reconstruction Project – The City has received maps from Waukesha County of the reconstruction of Janesville Road. Sean informed the committee there would be an Informational Meeting held by the Mayor’s Task Force on March 14, 2001, in the Library to discuss the upcoming project. There will also be a meeting to discuss water mains on March 22, 2001, at city hall. Moorland Road South Extension - Sean reported that the RFP’s (Request for Proposals) for the extension of Moorland road-south are due back by March 15, 2001, no later than 2:00 PM. Public Works Committee Meeting February 26, 2001 - Page 2 Tess Corners Pond Expansion – Sean advised that Mike Campbell would be giving his report to Sean this week. Sean also noted that he should be giving New Berlin the 6630 Agreement for April. Drainage Issues/City of New Berlin – refer to above item, Tess Corners Pond Expansion. Muskego Creek Watercourse Project – Sean stated he is waiting to discuss this item until after a closed session Common Council meeting on February 27, 2001. UNFINISHED BUSINESS: Discuss Urban/Rural Drainage –Public Works Superintendent Wayne Delikat advised that the City has begun steaming out frozen culverts. Status of Public Works Committee Procedures and Policies –None Discuss Ownership of Drainage Easement – Holly Patch Court (Lake Forest Subdivision) Ald. Chiaverotti gave the committee the names and addresses of the two property owners the city is requesting permanent limited easement from to access the ditch for storm water management. Lot #82 Chuck and Lori Borga at W199 S7753 Holly Patch Ct and Lot #83, Tom and Karen Bellart at 199 S7765 Holly Patch Ct.. Ald. Chiaverotti stated the Borgas are willing to sign the document and the Bellarts are still considering the issue. Ald. Chiaverotti moved to defer item until next month’s meeting in order for the property owners to reach a decision. Seconded by Ald. Patterson, motion carried 3-0. NEW BUSINESS: Discuss soil disturbance permit moratorium on wetlands – Sean explained to the committee problems may occur if there is not a moratorium placed on wetlands. Because the Army Corps of Engineers lost the lawsuit there is nothing controlling the use of wetlands and the possibility exists that they could be destroyed. Ald. Patterson moved to defer to allow Sean time to receive more information from the Army Corps of Engineers. Ald. Chiaverotti seconded, motion carried 3-0. Review bids for patrol truck – Sean reviewed bid for patrol truck with the committee. He noted that the plow quoted is poly mold (plastic). He is requesting a bid for a steel plow and recommends the following optional equipment, seven year warranty on Cummins N 14 ($1045.50), five year warranty on Allison HD 4060 Transmission ($1428.00), Horton fan clutch ($451.00) Sean stated that with the steel plow and the options the price should be under $230,000. Ald. Patterson moved to send to Finance with additions. Ald. Chiaverotti seconded, motion carried 3-0. Review new traffic study for Martin Drive realignment – Sean reviewed traffic study with the committee. He pointed out that the intersection of Janesville and Bay Lane meet all warrants for a traffic signal. Sean explained the C-MACQ grant pays up to 90% of all eligible major roadway construction that would eliminate vehicle trips down a road. Traffic lights are included in the C-MAQ Public Works Committee Meeting February 26, 2001 - Page 3 funding. The committee discussed several alternatives to Martin Drive realignment. Ald. Patterson moved to give Engineer/Building Inspection Director Sean McMullen authorization to submit traffic study to Waukesha County and to submit application for C- MAQ funding. ACCEPTANCE OF IMPROVEMENTS – None COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – None SUBDIVIDER'S EXHIBITS – None ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None HIGHWAY SUPERINTENDENT’S REPORT – Public Works Superintendent Wayne Delikat advised he is in good shape with salt for the roads. He reported having 30,000 tons to begin and there is 1,000 tons left. ADJOURNMENT – There being no further business to discuss, Ald. Chiaverotti moved to adjourn at 8:22 PM. Seconded by Ald.
