PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO
MINUTES OF SPECIAL MEETING HELD TUESDAY, SEPTEMBER 12, 2000

Chairman Salentine called the meeting to order at 6:35 p.m. Committee members
Chiaverotti and Patterson were also present as well as Ald. Slocomb, Le Doux and
Wichgers, Engineering and Building Inspection Director Sean McMullen, and those on
the attached sign-in sheet.
It was noted that the meeting was noticed in accordance with the Open Meeting Law.
NEW BUSINESS
Discuss installation of 90 degree intersection – Lions Park/Oak Grove
Ald. Patterson moved to approve and give Mr. McMullen authorization to prepare the
plans. Ald. Chiaverotti seconded; motion carried.
Discuss Bay Lane/Martin Drive Configuration
At the September Public Services Committee meeting, Mr. McMullen was directed to
review the alignment of Martin Drive with Bay Lane as an alternative. He cited several
problems with that proposal including wetlands and a purged water table within the
area. Mr. McMullen stated that the intersection of Martin Drive and Janesville Road
needs to be reconfigured and the best strategy is to align it with the Martin Drive
extension (formerly Lakes Parkway). A plan of the area was displayed.
Mr. McMullen stated the issue of signaling could be postponed and further study done.
He noted the City would work with Waukesha County to determine the best location for
a traffic light. Input from Chief Johnson and the Police Department will also be
obtained. Mr. McMullen stated the study would take approximately four months to
complete. Ald. Chiaverotti stated she favors the study being done and the signaling
being postponed until more information is compiled. The Committee members and Mr.
McMullen explained that Janesville Road is under the County’s jurisdiction and
determinations regarding issues such as speed limits and green turn arrows are made
by the County.
Mr. McMullen explained the design of the existing intersection noting Waukesha
County needs the City to reconfigure it. The intersection is dangerous and the
reconfiguration at a 90° angle will be safer and suit the flow of traffic better.
Chairman Salentine asked Mr. Karl Jeske of Linda Court for his input as a
representative of the Gurnsey Meadows Subdivision. Mr. Jeske thanked Mr. McMullen
and the Committee for further review of the issue and postponing placement of the
signal. He requested results of the traffic studies and encouraged City officials to talk
to school administrators and the school bus company prior to making any final
determinations. He also asked about wetland mitigation. Mr. McMullen stated the only
entity that can do wetland mitigation is the DOT. He assured Mr. Jeske that the traffic
information would be provided to him.

In response to concerns expressed by several residents in the audience, Chairman
Salentine stated the Committee called this special meeting to hear and address the
concerns of the people. Ald. Patterson noted it is the City’s intent to address the issues
to keep its streets safe.
Ms. Lisa Pruszka stated she has a deaf child and is concerned with the increase in
traffic that will result. Chairman Salentine indicated an advisory sign could be placed in
the subdivision. Mr. McMullen stated if signaling at the intersection is warranted, a stop
light would be installed with turning bays.
Ms. Gretchen Sindic asked if the City could cul de sac Daisy Drive. Mr. McMullen was
not sure if doing so would comply with Fire Department regulations to accommodate
their large equipment; he will check.
Ald. Chiaverotti moved to do continue with the reconfiguration of the Martin
Drive/Janesville Road intersection, to remove the lights from the intersection at this
time, and to do a traffic study for the Janesville Road area from Lannon Drive to Tess
Corners Drive. Ald. Patterson seconded; motion carried.
Ald. Chiaverotti moved to adjourn at 7:15 p.m. Ald. Patterson seconded; motion
carried.
