PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO
MINUTES OF OCTOBER 23, 2000 MEETING

Chairman Nancy Salentine called the meeting to order at 7:03 P.M. Committee members, Ald.
Kathy Chiaverotti and Ald. Patrick Patterson (arrived at 7:05 PM) were present. Also present were
Public Works Supt. Wayne Delikat, Sean McMullen Engineering/Building Inspection Director, and
Ald. David Sanders.
The meeting was posted in accordance with the Open Meeting Law on October 18, 2000.
Approval of Minutes of Meetings Held September 25, 2000 and October 2, 2000 – Ald.
Patterson moved to approve the minutes of the September 25, 2000 meeting and the
minutes of the Special meeting held October 2, 2000. Seconded by Ald. Chiaverotti.
Carried by all.
STATUS OF PROJECTS – Sean McMullen reported on the following items:
New Library Project – Sean McMullen and Ald. Le Doux are working with affected neighbors on
flooding issues.
Woods Road Reconstruction – Bids will be opened the week of March 20, 2001 with the
proposed scheduled start of construction to be the first week of June 2001, with a proposed
November 15, 2001 completion date. Sean advised that he and Mayor De Angelis would be
meeting on October 24 with residents next to Quietwood Creek Subdivision who don’t want an
open ditch on Woods Road to try to come to some resolution.
Freedom Square Ponds – Sean reported that now that the TIF plan for TID #8 has been
approved by Council, the City could begin looking at the different alternatives to complete this
project.
Martin Drive Realignment – Sean reported that he had just received the traffic counts from Chief
Johnson today and did not have an opportunity to work with the numbers. He is also waiting for
additional information from the County and until he receives this information, he is unable to
complete the study. He hopes to have the study completed in approximately six (6) to eight (8)
weeks.
Moorland Road South Extension – Resolution #217-2000, A Relocation Order Pursuant
To Resolution Approving Acquiring Property for Additional Right-of-Way for Moorland Road
Extension and Acquisition of Land for a Community Center, will be acted upon at the Common
Council meeting of October 24, 2000.
Tess Corners Pond Expansion – Sean has been working with Mike Campbell, Ruekert & Mielke,
on new specifications. Ruekert & Mielke are finishing compiling information on the final culvert size
and retrofits needed.
Drainage Issues/City of New Berlin – Sean reported that he has left repeated messages with the
City of New Berlin’s engineer, Jeff Chase, but has not received any response. As a result, no
progress is being made. Ald. Chiaverotti suggested that another meeting be

scheduled between the two communities to show that the City of Muskego is serious to find a
solution to the multiple drainage issues. Ald. Salentine requested that the City Clerk-Treasurer put
this item on the next Committee Of The Whole agenda to determine if the Council is receptive to
scheduling another joint meeting with the City of New Berlin on the drainage issues on the east
side of the City.
Somigji Property Acquisition – Sean reported that he has met with the City’s relocation expert on
the commercial/residential property on Pioneer Drive. They have physically toured the commercial
property last week and Sean will be scheduling a meeting with Mr. Somigji to go through the
residential property with the relocation expert in the next week. Sean mentioned that initially this
property would not have qualified for Brownfield Initiatives funding, but that he has been made
aware that they have monies available and that he will now apply to see if they might pay for a
portion of required restoration; he knows they will not pay for any demolition.
UNFINISHED BUSINESS
Discuss Urban/Rural Drainage – Wayne Delikat reported that crews are working on storm
sewers and ditching. Striping of roads about completed. Leaf pickup in designated residential

areas should start on the 30 of October. The area to be picked up is Kingston Drive around to
Gold Drive.
Status of Public Works Committee Procedures and Policies – Nothing new to add.
Further Discuss Wetland Delineation Deposit – Item was deferred.
NEW BUSINESS:
Discuss Ownership of Drainage Easement – Holly Patch Court (Lake Forest Subdivision)
/Detention Pond Elevations – Holly Patch Court (Lake Forest Subdivision)
Sean reported that information that he had received was incorrect and requested that the item be
deferred until the November meeting. Ald. Chiaverotti moved to defer. Seconded by Ald.
Patterson, motion carried.
Review plowing of private road at end of Mystic Drive – Ald.Sanders appeared before the
committee and supplied the attached sketch which hi-lighted Bass Bay Lane, at the end of Mystic
Drive. A previous resident on the Lane did all of the snow plowing and he has since passed away.
The new residents are now requesting the City to take over the plowing for this lane. Supt. Delikat
explained that the policy of the City is that when there are more than two (2) houses on a gravel
road, the City will plow. He indicated that the City’s policy is that private roads, connecting four (4)
or more properties are to be built to City standards. The fear that Supt. Delikat has is that if the
City were to plow Bass Bay Lane, it would be going against all city policies, as well as this particular
lane has a thin coat of asphalt that could be damaged by City trucks and, more importantly, there is
no area where the City trucks can turn around.
Ald. Sanders questioned if the committee would be receptive to plowing Bass Bay Lane if the
residents would sign an agreement to hold the City harmless for any damage incurred. Ald.
Patterson commented that he did not feel comfortable setting up the City as a private contractor.
Ald. Patterson moved to deny request and to stay with City’s policy of only plowing city streets and

gravel roads that have two or more homes on the road. Seconded by Ald. Chiaverotti, motion
carried.
Review bids for patrol truck - Supt. Delikat provided the committee with two bids received for the
1986 Ford truck that the City is selling, as follows:
Muskego Concrete Construction $10,000.00
Schaefer Snowplowing & Grading $15,310.00
Ald. Patterson moved to accept the bid from Schaefer Snowplowing & Grading in the amount of $15, 310.00.
Seconded by Ald. Chiaverotti, motion carried. The committee commended Supt. Delikat on the excellent
condition of the truck.
Review Stormwater plan priorities (5 year capital plan) – Sean McMullen requested deferral of
recommendation of priorities as he had just been provided the list and after considerable
discussion, the committee felt that more review was needed. Sean indicated that one of the items
that he would like to add would be Tess Corners Creek, south of Woods Road. Sean also noted
that he would have to go through and upgrade all of the costs as the figures on the submittal
reflected 1995 costs. He felt projects must be prioritized first as to flooding areas and second as to
water quality issues. Ald. Chiaverotti moved to defer in order to obtain more realistic numbers, to
add additional areas, and to reprioritize according to need as a result of flooding issues and water
quality issues. Seconded by Ald. Patterson, motion carried.
ACCEPTANCE OF IMPROVEMENTS – None.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW –
None.
ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None.
HIGHWAY SUPERINTENDENT’S REPORT – Supt. Delikat reported that the department has
hired a firm to grind up the large pile of wood at the Municipal Garage and that they will have a lot
of bark chips that will be available for residents to pickup starting May 1, 2001. He also mentioned
that he is hoping to hire the firm to come back in Spring to grind up the leaves into a very fine
compost material that could also be given away to residents.
