PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD MONDAY, June 26, 2000
Chairman Salentine called the meeting to order at 7:02 P.M. Committee members Ald. Kathy
Chiaverotti and Ald. Patrick Patterson were present. Also present were Public Works Supt. Wayne
Delikat, Sean McMullen Engineering/Building Inspection Director, Ald. Mark Slocomb, Lakes
Project Coordinator Tom Zagar and those per the attached sheet.
The meeting was posted in accordance with the Open Meeting Law on June 22, 2000.
Approval of Minutes of Meeting Held May 22, 2000 – Ald. Chiaverotti moved to approve the
minutes of the May 22, 2000 meeting. Seconded by Ald. Patterson. Carried by all.
STATUS OF PROJECTS - The following items were reported on:
Police Firing Range - Sean reports that the firing range should be operational within the next two
weeks. Ald. Slocomb mentioned that there will be some type of an open house when the range
does open.
Muskego Theater – Sean is working with the contractor and is having difficulty with the contractor
regarding the repayment structure. If this situation continues, Sean will secure the services of
another contractor to complete the work.
Woods Road Reconstruction – The 90% PS and E (plans, specifications and estimates) date is
set for October 1, 2000. At this time, the City is contending the need for a 50 foot turning radius on
Woods Road since no semi trucking is allowed on the road. This requirement is being imposed by
the County.
Freedom Square Pond - Sean is awaiting a decision on the TIF District.
LML Dam – Sean reports that the cracks are at 4 millimeters. Please remove this item from
subsequent agenda’s.
New Library Project - Grading to be done by the end of the week. There is a sewer pipe problem
where there appear to be “flat” spots in the sewer pipes which is causing some back-up problems
within the system. A camera will be sent into the pipe to show where the problem is residing.
Moorland Road South Extension – At the request of this Committee, Sean did a full presentation
to the Committee of the Whole last month. He will be doing another presentation for the August
COW meeting. At the August Public Works Meeting, Sean will have further information on Routes.
Tess Corners Pond Expansion/Drainage Issues/City of New Berlin (combined) – Sean received
the CDM report for the City of New Berlin. New Berlin is in favor of the creation of a regional storm
water basin on College (500 acre foot facility). Cost sharing for this project has not yet been fully
discussed.
UNFINISHED BUSINESS
Discuss Urban/Rural Drainage - Wayne reports that he and his staff have been working on cross
culverts. The ditching project will begin next week with the assistance of Payne & Dolan.
Additionally, on Lannon, several truck loads of material had to be removed due to the amounts of
asphalt that had been previously laid over the years.
Status of Public Works Committee Procedures and Policies – No changes to the document
were suggested by the Committee at this time. Agenda item for this topic for next month’s meeting:
Sump Pump Discharge.
NEW BUSINESS
Review Erosion Control Deposits - Howard Schneider was present to provide input on this
matter. Sean provided a memo which outlines a process where those that are building and
disturbing the soil would be required to place a deposit to ensure the maintenance of the erosion
control on their parcel(s). One/two family < than one acre would be required to deposit $500.00,
One/two family > than one acre, $600.00. Multi Family $750.00 and Commercial/business would
be required to put a deposit not less than $1,000 with the fee computed based on a combination of
disturbed acres, and amount of cubic yards, or square footage or linear footage as would be
determined by the City Engineer. The fees would be placed on deposit and could be drawn the by
the City if the property owner fails to maintain their erosion control. The amount on deposit must
remain at the stated amount and replaced if the City has had to withdraw funds to perform repairs.
Failure to comply would result in a stoppage of further inspections. Ald. Chiaverotti moved to
recommend to Council approval of the Erosion Control Deposit fee schedule as stated.
Seconded by Ald. Patterson. Carried by all.
Review Urban Forestry Strategic Plan and Management Plan – Tom Zagar provided a copy of
the plans to the Committee for review. A tree inventory was completed and found that the City is
lacking trees. 41 new trees have been planted this spring with 40-50 additional trees set to be
planted in the fall. Monies to purchase the trees were made available by applying for grants. Ald.
Chiaverotti moved to recommend to Council approval of the Urban Forestry Strategic Plan
and Management Plan. Seconded by Ald. Patterson. Carried by all.
Discuss Wetland Delineation Deposits – Sean stated that several problems have been occurring
with the electronic recording of the wetland delineations on the City’s GIS system. A deposit
schedule was presented where those required to obtain a wetland delineation would provide the
deposit and would not receive a refund of that money until the US Army Corps of Engineers or
SEWRPC had approved the delineation and the delineation was placed on the City’s GIS system.
Discussion regarding the number of abusers versus those that comply with the requirement. Ald.
Slocomb was concerned that another layer of processes was being developed for just a few
individuals. The Committee was not comfortable with this approach and requested further
information from Sean. Ald. Patterson moved to defer until next month’s meeting. Seconded
by Ald. Chiaverotti. Carried by all.
Review Retention Pond Maintenance Agreement - Quietwood Creek - Ken Servi was on
present to discuss this agenda item. Sean reported that a requirement of their Chapter 30 permit
is a storm water management plan and retention pond maintenance agreement to be on file with
the City. A minor issue regarding the City performing the drawdown duties and the manner in
which the City would be compensated for this service needs to be resolved. For the next 5 years,
the agreement will be under the Quietwood Creek Limited Liability Corporation, on year 6, that
agreement will be rewritten with the Homeowners Association assuming the responsibility. Cost to
perform the annual drawdown on the 5 ponds was discussed, with Ken Servi suggesting that he
provide 5 payments, up-front in the amount of $800.00 ($4,000 total) to cover the entire time
Quietwood Creek LLC would be responsible for the repayment of the drawdown service. Ald.
Patterson moved to accept a lump sum payment of $4,000 which covers 5 years of drawdown
service for the retention ponds in Quietwood Creek. An additional multiplier may be added at
th
the 6 year for cost of living adjustment and additional expenses as necessary to perform
the task. Seconded by Ald. Chiaverotti. Carried by all.
Review Parking Lot Extension - Muskego High School - Sean provided the Committee with
grading and storm water plans for this project. This lot will help reduce the number of students
parking on Racine, Janesville and Woods Road. A current practice field would be converted to a
parking lot. In order to handle the runoff from the parking lot, a 425 foot long berm would be
constructed. Land disturbance, erosion control and building permits all are yet to be obtained by

the High School. Ald. Patterson moved to approve the grading and storm water management
plan contingent upon DNR approval. Seconded by Ald. Chiaverotti. Carried by all.
ACCEPTANCE OF IMPROVEMENTS
Pasadena Cul de sac - Transfer of Ownership on this Cul de sac should have occurred some time
ago. Public Utilities has already approved all of the improvement for their portion of this project.
Ald. Chiaverotti moved to accept road improvements. Seconded by Ald. Patterson. Carried
by all.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None
BUILDING REPORT (note new title) - Sean reports that Champions Village Phase III is already
80% under contract and only 8 lots remain to be sold. Next year the City could experience over
200 new home starts. 150 for this year is extremely possible.
HIGHWAY SUPERINTENDENT'S REPORT - Wayne reports that the new truck is in. The
Menomonee Falls Auction requires a 12% commission so Wayne will be selling the old truck here
in the City.
ADJOURNMENT - Being no further business to discuss, Ald. Patterson moved to adjourn the
meeting at 9:04 P.M. Ald. Chiaverotti seconded. Carried by all.
