Public Works Committee - MINUTES - 1/24/2000 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD MONDAY, January 24, 2000 The meeting was called to order at 7:00 P.M. by Chairman Pionek. Committee members Ald. Kathy Chiaverotti and Ald. Nancy Salentine were present. Also present were Public Works Supt. Wayne Delikat, Interim Director Building/Inspector Al Biwer, and Sean McMullen (Ruekert Mielke). And those per the attached sheet. The meeting was posted in accordance with the Open Meeting Law on January 19, 2000. Review of Minutes of Meeting Held November 22, 1999 - The minutes were reviewed by the Committee and placed on file. STATUS OF PROJECTS - The following items were reported on: Police Firing Range - Sean reports that the money for the firing range from the FBI has not yet been received. Muskego Theater - R&M has sent another letter to the owner requesting that the silt fence be installed. A February 2, 2000 deadline has been set for the work to be completed. If the work is not done by that time, R&M will hire a contractor to complete the silt fence work. Additionally, the As Built for the storm sewer has not yet been received by R&M. Discussion regarding the necessity of a Public Works Policy for the receipt of the storm sewer As Builts. Ald. Salentine moved to require storm sewer As Builts for all developments, and projects in public Right-of-Way, excluding driveway culverts but including cross culverts. Seconded by Ald. Chiaverotti. Carried by all. (Item to be added to Public Works Committee Policy document.) Woods Road Reconstruction - Sean reports that a meeting is set this week for the status of the project. Working through the Historical Site situation with the Federal Government. New Library Project - Minor fire caused by a belt that slipped off of the Heating/Air Conditioning motor. Minor damage to the library. Moorland Road South Extension - Sean reports that the traffic study for the Durham and Woods Road intersection is completed. Sean has requested funding from State/Federal entities. Will know if funds will be available for this project by April 15, 2000. Tess Corners Pond Expansion - Sean reports that modeling is still occurring at this time. R&M has been working with CDM to complete this process. Once all of the numbers have been verified, the City of Muskego will set a meeting with the City of New Berlin regarding this project. UNFINISHED BUSINESS Public Works Committee Minutes Page 2 January 24, 2000 Discuss Urban/Rural Drainage - Wayne reports that on Woods Road ditch clearing is taking place to eliminate large amounts of debris that have collected (approximately a 15 acre parcel). Status of Public Works Committee Procedures and Policies - The Committee discussed the need of additional policies with respect to the sump drain clean-out locations. Several homeowners have essentially paved over the clean-outs due to the clean-out location. Ald. Salentine moved to require sump drain clean-out to be at the property lines extended. Seconded by Ald. Chiaverotti. Carried by all. (Item to be added to PWC Procedure and Policy document.) Review Information on Downspout Run-off - Al Biwer to work on final document form with Sean McMullen. Committee to review at next months meeting. Further Discussion of Bass Bay Basin 3000 - Ald. Pionek reports that no information is available at this time until a meeting date is set for all interested parties. Further Discussion on Meeting With City of New Berlin on Drainage Issues - Sean reports that the 7500 CFS flow calculation was a typographical error. 100 CFS is the correct number. Status of Drainage Tile Concern Mudd Lake - City of Franklin - Nothing new to report. Status of Leaf Collection - Wayne has been working on alternative methods for the disposal of the leaves that have been collected. He is currently working with a firm that works with Emerald Park Landfill to find alternatives. This year he mulched the leaves and mixed it with the earth from the Library project. Ald. Pionek mentioned that he received very positive feedback from those who did have the leaf pick-up as the test group. Wayne provided a report detailing the entire pilot program which included over 1,260 cubic yards of leaf material picked up, 8.76 miles of roads and 653 properties. Wayne also suggests that a drop-off site be provided for next year at the City Garage. The Committee was in favor of this service enhancement as well. Status of Drawdown - Little Muskego Lake - The Committee invited interested parties from Little Muskego Lake, Big Muskego Lake and the Lake District to discuss this issue. Mr. Leonard Pilak reviewed the 10 year drawdown data provided by Wayne. The last 4 years, the drawdown has occurred on October 15th. Mr. Pilak stated that shoreline damage has occurred with the lateness of the drawdown since the water can only move so fast. He feels that the drawdown should be done by the 15th of October. Mr. Roppuld, Chair of the LML Lake District indicated that the Lake District had passed a Resolution (Resolution 99-8) by the majority of members that stipulates that the drawdown begin, no earlier than October 15 and drawdown 20 to 22 inches in total depth. Mr. Bob Bueckers questioned if the 20-22" depth was essentially "carved in stone". Wayne indicated that in fact they could not drawdown further than 24 inches but, could drawdown less. Sean McMullen indicated that the amount of drawdown is necessary in order to reduce the damage to the dam. In 1996 only 1 foot of drawdown Public Works Committee Minutes Page 3 January 24, 2000 occurred and consequently $15,000 worth of damage occurred to the dam. Mr. Roppuld will approach the Lake District and request that their Resolution be amended to allow for an October 1st date (depending on when that date falls within the week/weekend) with completion by October 15th. Their annual meeting is the first Wednesday in September. Mr. Ron Ford was also present to voice his concerns along with those of his neighbors who live near Jewel Crest Dam to Idle Isle (approximately 2 block area). The amount of drawdown is adversely affecting these individuals. The amount of water has been lowered so much that they do not have immediate access to the lake. He is looking for some type of compromise that would reduce the amount of drawdown (18 inches was his suggestion). Additionally, there is a dredging project in the area that will commence shortly that may aid in the water-related problems. Wayne will be providing drawdown depth amounts to the Committee as far back as the records go. NEW BUSINESS Review Draft Ordinance Regarding Requirements for Water Discharge - Chapter 16.20 (Sump Pump) - Sean provided a draft copy of the Ordinance with the proposed changes. The Committee determined that the drainage easements need either on the Certified Survey Map or Plat. Additionally, after Public Works Committee approves the easement, the individual/developer will have 30 days to record the easement. Also the addition of language that covers drainage into wetlands or retention area in the “Exception" portion (#5) of the Ordinance. Sean will make all suggested changes and will provide document to the Committee for final review/approval at next month's meeting. Review Request for Reimbursement - Stormwater Damage (Pierzchalski) - The Committee requests that this item have an "Action Request Form" properly filled out prior to future Committee action on this request. Due to the property owner not being able to make the meeting as well as Ald. Sanders, Ald. Salentine moved to defer until next month's meeting, requesting that an “Action Request Form" be included with the request. Seconded by Ald. Chiaverotti. Carried by all. Establish Policy for Paving of Private Roads and Driveways - At the January 12, 2000 Committee of the Whole meeting a question regarding the paving of private roads was discussed. Sean stated that the current procedure includes a letter going to the affected residents 60-90 days prior to paving work. Payne and Dolan has in the past, paved residents private roads at their request as long as payment for the paving is provided. Payne and Dolan has developed a matrix that calculates the price (much cheaper than an individual contracting the work themselves) charge. Recently, a large paving job was done, billed to the City, that was not paid by the property owner (over $600.00). This amount has now been placed on the Property Tax bill. Sean will discuss the situation with Laura Mecha to ensure that this is not a routine occurrence. Sean will also develop language in the bidding documents that will request the bidders to provide this service to residents wishing to have portions of their driveway aapron/approach) re-paved at a set price. Sean will include this "service" on the letters sent to the property owners along with the procedure they will need to follow in order to take advantage of this opportunity. Public Works Committee Minutes Page 4 January 24, 2000 ACCEPTANCE OF IMPROVEMENTS - None COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None DEPUTY BUILDING DIRECTOR'S REPORT - Tom Chiconas is currently back for 2 hours per day, usually in the afternoons. Tom Zagar may be able to perform inspections as soon as he receives his certification. Al reports that with the good weather, his department has performed 45-50 inspections per day since the last week of December through the first 3 weeks of January. Ald. Chiaverotti reported an abandoned house where Crowbar and Henneberry meet (west of Hillendale). Al reports that the land is currently up for land division and the structure will be removed in the next 30 days. HIGHWAY SUPERINTENDENT'S REPORT - Wayne reports that all of the salt from the old shed has been used however a huge amount of salt/sand mixture is still being housed outside under a tarp which needs to be replaced if the salt/sand is to remain there at a great cost. Wayne suggests that the City attempt to sell the salt/sand mixture to possibly New Berlin. ADJOURNMENT - Being no further business to discuss, Ald. Salentine moved to adjourn the meeting at 8:55 P.M.
