Public Works Committee - MINUTES - 4/24/2000 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD MONDAY, April 24, 2000 Acting Chairman Salentine called the meeting to order at 7:00 P.M. Committee member Ald. Kathy Chiaverotti was present. Also present were Public Works Supt. Wayne Delikat, Interim Director Building/Inspector Al Biwer, Ald. Mark Slocomb, and Sean McMullen (Ruekert Mielke). And those per the attached sheet. The meeting was posted in accordance with the Open Meeting Law on April 19, 2000. Review of Minutes of Meeting Held March 27, 2000 — The Committee reviewed the minutes and had them placed on file. STATUS OF PROJECTS - The following items were reported on: Police Firing Range - Sean reports that the project is moving along very quickly and he expects the range to be fully operational by June 15, 2000. The issue of soil cracking on top of the berms will be discussed at a meeting with a soils engineer next week to find some solution to this problem. Muskego Theater — Sean reports that the Letter of Credit had expired on April 4, 2000. Sean is currently working with Attorney Molter in order to determine the next step in order to have the City complete the work that is needed to be done on the property. At this time, if Sean were to go onto the property, he could be arrested for trespassing. The City may have to execute a court order to gain entry onto the property to complete the project. Woods Road Reconstruction — Sean has met with one of the historical property owners. They will be signing the DOE document (stating that this work will not affect the historical site). He also plans to obtain all of the temporary limited easements by June. LML Dam — Sean reports that the cracks are receding. Monitoring of the cracks continues. Previously the cracks were 14 millimeters wide; currently they are 6 millimeters. Optimum size would be 4 millimeters. Wayne Delikat also stated that the lake is full. New Library Project - The restoration is going well and the light poles have been replaced. Moorland Road South Extension — A meeting on this project is slated to be held next week. Tess Corners Pond Expansion — Sean will be meeting with the consultant for Waukesha County to determine Waukesha County's portion in cost-sharing this endeavor. Sean will have more information after the meeting has occurred. Drainage Issues/City of New Berlin — No response from the written correspondence to-date from New Berlin. The Committee of the Whole will determine the next course of action. UNFINISHED BUSINESS Discuss Urban/Rural Drainage - Wayne reports that little ditching work has been done due to the staff time assisting in the move at City Hall. Plans are in place for this summer to repave Kelsey Drive which is in very bad shape as well as the Glenbrook subdivision to name a few. Wayne will be compiling numbers to determine the amount of transfer of funds in order for his department to get caught up on the resurfacing projects that still remain to be done. Ald. Chiaverotti received a Public Works Committee Minutes Page 2 April 24, 2000 telephone call from the Gaffney property stating that the ditching that was done previously still has some problems. Wayne will investigate. Status of Public Works Committee Procedures and Policies — Ald. Chiaverotti moved to defer this item until next month's meeting. Seconded by Ald. Salentine. Carried by all. NEW BUSINESS Discussion on Timing of Bike Path Installation (Plan Office) - At the request of Brian Turk, Sean proposed a new process that will make the installation of bike paths more efficient and in the long run more cost-effective. The Quietwood Creek subdivision would be the first developer to test the new process. Sean recommends that the City have the developer escrow the funds to install the 8- foot wide bike path and have the path installed at the time of the surface course of pavement. Ken Servi (representative from Quietwood Creek) is in favor of this new procedure and believes that it will provide a much more uniform look to the path and less restoration by the Public Works Department in the future. Ken questioned the driveways that are installed prior to the bike path and those elevations causing a problem? Sean stated that the grades are set for each parcel and matching into those driveways will not be an issue. Ald. Chiaverotti moved to escrow money in a Letter of Credit for bike path installation to be used at the time of the installation of the surface course of asphalt. Seconded by Ald. Salentine. Carried by all. Ald. Slocomb questioned if the cost of installing the bike path at the 3-year or 90% build-out is increased in the Letter of Credit during the 3-year period to compensate for price increases? Sean reported that in fact, he does have a ascending scale that he uses which does take into consideration increases for goods and services. Review Bids for 2000 Road Program — Sean provided a memo which contained his recommendation for the 2000 Road Program. Payne & Dolan, Inc. provided a base bid of $589,759.50 and Paving Mix and Construction provided a base bid of $649,348.50. At this time, only $350,000 has been budgeted however, over $200,000 has been placed in the budget for the Loomis Drive reconstruction project. According to Sean's calculations, the road will be the same elevation. Ald. Slocomb was concerned that the Public Works staff hours are not included in the cost breakdown. Monies can be made available to, if necessary have Payne & Dolan provide the labor. Sean will obtain those costs for the Committee to review. Ald. Chiaverotti moved to accept the low bid from Payne & Dolan for the 2000 Road Program at a base bid of $589,759.50. Seconded by Ald. Salentine. Carried by all. Sean will be providing a listing of all the portions of roadways that are to be resurfaced for the Alderman's use. Discuss Stormsewer Oversizing — Sean needs to look into this issue in order to get the wording changed to state that all storm sewers of a particular size within a development are to be paid by the developer, unless the sewers are to be sized larger in order to handle additional capacity from an area outside the development. The Committee directed Sean to rework the wording. Discuss Wiza Stormsewer — Mr. Larry Wehrheim was on hand to answer any questions regarding this change in the discharge from this property. At this time, Mr. Wiza will be changing his original plan from a 12-inch storm collector drain discharge to now go over land with no buried pipes. The water would discharge to the wetlands at the rear of his property and will not impact any adjacent properties. Ald. Slocomb questioned the impact of this change on the wetlands during a 100-year event. Sean indicated that at this time, the only adverse affect of water backing up will be on the Wiza property with the excess water flooding the field and going into the loading dock area. Roof drainage can be approved due to this being an industrial lot over 5 acres in size. Ald. Chiaverotti moved to allow roof drainage to the east toward the Wiza property pond. Public Works Committee Minutes Page 3 April 24, 2000 Removal of the existing 12-inch pipe discharging on Mercury Drive will occur simultaneously. Seconded by Ald. Salentine. Carried by all. ACCEPTANCE OF IMPROVEMENTS — Please place "Lakeview Highlands North" on next month's agenda. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - Ald. Salentine reminded the viewing audience of the potential lack of cable broadcast of next month's meeting as well as the new venue for the meetings until the City Hall remodeling project is complete. DEPUTY BUILDING DIRECTOR'S REPORT — Al stated that Tom Chiconas has been doing some erosion control checking and will be requesting from Tom a release from his physician in order for him to do some site inspections (providing it is on a flat surface). If no release can be obtained, Al will be looking for some labor assistance for this duty. The Committee is also in favor of Tom Zagar (Lakes Project Coordinator) to become Certified due to his current position as well as his ability to possibly perform some inspections. HIGHWAY SUPERINTENDENT'S REPORT - Wayne reports that Woods Road will be paved this week. Detour signs are ready to go. ADJOURNMENT - Being no further business to discuss, Ald.
