SPECIAL PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO
MINUTES OF MEETING HELD FRIDAY, SEPTEMBER 17, 1999
The meeting was called to order at 1:35 P.M. by Chairman Pionek. Committee member
Ald. Kathy Chiaverotti was present. Ald. Salentine was excused. Also present were
Public Works Supt. Wayne Delikat, Interim Director Building/Inspection Al Biwer,
Planning Director Brian Turk, and Sean McMullen (Ruekert Mielke).
The meeting was posted in accordance with the Open Meeting Law on September 16,
1999.
UNFINISHED BUSINESS
Final review of proposed Stormwater Ordinance - Ald. Chiaverotti questioned this
item being on agenda as Ordinance has been approved at Council. Chairman Pionek
advised that he put it on the agenda and requested clarification of development buying
into regional ponds. Brian Turk explained the intent of the ordinance as follows:
Regional ponds must be previously designed and constructed for development runoff to
be directed to. If pond has been designed but not yet constructed, the developer could
construct the portion needed to handle their development or address their stormwater
management on their property. The Developer must have the legal authority to direct
the water to the pond; you cannot direct water to someone’s property against their
wishes. Developers cannot buy into undesigned ponds.
Review information on Residential Downspout and Sump Pump run-off (deferred
6/28/99) - Chairman Pionek suggested that the committee begin reviewing this item
since it has been deferred several times. Al Biwer will supply committee members with
his recommendation prior to next meeting for review.
NEW BUSINESS
Review of revised construction plans, Woods Road Senior Center - Sean
McMullen (Ruekert & Mielke) reported that all items of concern have been addressed
by developer with the exception of some detail needing to be added on the plan. Sean
also reported that the plan falls short per SLAMM analysis by small percentage. The
solids reduction is 74% overall vs. the suggested 80%. Sean explained that this did not
appear to be a substantial problem when considering the grassy areas that will be
traveled prior to reaching the wetland. Ald. Chiaverotti moved to accept the plan as
submitted contingent upon R&M approval after final detail has been added. Seconded
by Chairman Pionek, motion carried.
Discuss drawdown date for Little Muskego Lake - Public Works Superintendent
Delikat requested that the date be left somewhat flexible at his discretion. He felt that it

would be between the dates of October 1 and October 15. Chairman Pionek moved
to request Cathie Anderson to send letters to LMLD, LMLA, BML, Wind Lake and the
Deputy Commissioner’s informing them of the anticipated week for drawdown.
Seconded by Ald. Chiaverotti, motion carried. Supt. Delikat will place notice in local
paper.
Discuss Bass Bay Basin 3000 - Chairman Pionek suggests a regional pond for the
Carity, Boehm and Towne Realty property. Ald. Chiaverotti suggested that this item be
taken up at next month’s meeting as no maps or other information have been supplied.
Full committee will also be present at that time. Ald. Chiaverotti moved to defer.
Seconded by Ald. Pionek, motion carried.
Review Tess Corners Drainage Study - Sean McMullen requested clarification on
what the committee desired. Ald. Chiaverotti moved to move forward with the study
using funds from current budget (Urban & Rural Drainage). Seconded by Ald. Pionek,
motion carried 2-0.
ADJOURNMENT - Being no further business to discuss, Ald. Chiaverotti moved to
adjourn the meeting at 2:15 P.M. Chairman Pionek seconded. Carried by all.
