Public Works Committee - MINUTES - 10/25/1999 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD MONDAY, October 25, 1999 The meeting was called to order at 7:03 P.M. by Chairman Pionek. Committee member Ald. Kathy Chiaverotti was present. Also present was Ald. Mark Slocomb, Public Works Supt. Wayne Delikat, Interim Director Building/Inspection Al Biwer, Sean McMullen (Ruekert Mielke), and those per the attached sheet. Ald. Nancy Salentine was excused. The meeting was posted in accordance with the Open Meeting Law on October 21, 1999. Review of Minutes of Meeting Held September 27, 1999 and October 12, 1999 - The minutes were reviewed by the Committee and placed on file. PERSONAL APPEARANCE - Mr. Leonard Pilak (BML Deputy Chairman, Lake Drawdown) Mr. Pilak was present to clarify the guidelines for drawdowns that occur in the fall. Wayne stated that th this year’s drawdown began on the 15 of October. Twelve (12) inches had been drawn down the first week and as of this week 16½ inches total on the Little Lake. At this time 1½ inches have been drawn th down on the Big Lake. Last year it was also started on the 15 of October. Discussion regarding the changing of the date to earlier in the month. Wayne has received numerous calls from hunters and fishermen complaining of the drawdown, with the fishermen and duck hunters requesting that the dam be shut immediately. Mr. Pilak reported that in years past, the drawdown occurred the first week of th October with completion of the drawn down process by the 15 of October. Mr. Pilak is requesting earlier drawdown dates and notification of the drawdowns so that he may be aware of it to anticipate any commentary he receives on the process. Wayne will check on the history of the drawdowns with the past 10 years of dates that the process has begun for next month’s meeting. Additionally, the Committee will invite a representative of the Little Muskego Lake District to discuss this issue with that individual as well. STATUS OF PROJECTS - The following items were reported on: Police Firing Range - The FBI has committed an additional $201,000 to build the rest of the firing range. By February/March the firing range will be operational with the building being completed in May/June. Ald. Slocomb questioned the berm that has major problems (cracks in the top of the berm caused by lack of compaction). Sean stated that Super Western has been contacted to repair the large cracks at the top of the berm. Muskego Theater - The owners have been advised that money will be taken from the Letter Of Credit in order to complete the pond restoration. No contractors had been available to complete the project, however Hein Contractors now may be available to finish this task. Sean will be contacting them in the morning to secure their services. Additionally, several other areas need to be completed and monies may also have to be used from the Letter Of Credit to accomplish all of them. Woods Road Reconstruction - Reconstruction is going well, however, Sean reports that 3 buildings have been designated “historic” along the entire route. The DOT and the Federal Register of Historic Preservation have been contacted and this will slow the process of the entire project. Unfortunately, one historic building is located in each phase of the construction. Additionally, the DNR has found 2 areas that have been deemed wetlands. A complete wetland delineation is being requested for Woods Road. This will cost $400-$1000.00. Due to these issues, construction may occur in 2001, not 2000 as was scheduled. New Library Project - Progress is being made to chip away at the backlog. Public Works Committee Minutes October 25, 1999 - Page 2 Moorland Road South Extension - Sean provided a copy of the route with a few minor adjustments to the original drawing. The intersection placement near Durham Drive and the extending of the two cul de sacs abutting the new Woods Road. Sean will be able to provide to the affected residents 11” x 17” copies of the area for their review within 1 week. Ald. Chiaverotti moved that R&M make the modifications to the route with the intersection and the dual cul de sacs near Woods Road. Seconded by Ald. Pionek. Carried by all. Discussion continued regarding what type of road section would be constructed? Would it be Rural or Urban? Which choice is made will impact the overall cost of the project. At this time no traffic counts or turning movement data have been collected. Sean reported that a continuous 20 hour traffic count/turning movement data collection would have to be performed in order to be valid with the DOT. Ald. Chiaverotti moved to direct R&M to provide a cost estimate for the calculation of the turning movements and assemble the traffic count data that is provided by the Police Department. Seconded by Ald. Pionek. Carried by all. Additionally, Sean recommends that a Legal Description be prepared and filed once the route is finalized. The Committee was in agreement with this suggestion. Tess Corners Pond Expansion - The survey crews have finished and the water group at R&M are working on alternatives. Currently 2-4 feet of sediment has been deposited since the initial construction. This represents 2.1-2.4 acre feet of storage. The original elevation will be recommend by R&M to be restored at the pond. At this time, 597 cubic yards of silt is being deposited into the pond annually. It is evident that this silt cannot be coming from anywhere else but New Berlin. UNFINISHED BUSINESS Discuss Urban/Rural Drainage - Wayne reports that ditching is being completed for this year. Status of Public Works Committee Procedures and Policies - With the absence of Ald. Salentine, the Committee chose to defer this topic. Ald. Chiaverotti provided a copy of the Policies and Procedures with her and Brian Turk’s proposed adjustments to the current document. This will be discussed with the full Committee at next month’s meeting. Review Information on Downspout and Sump Pump Material - Due to potential litigation, it was requested that this item be deferred until next month’s meeting. Further Discussion on elevation Plans for Durham Drive (Pizur) - Sean provided a copy of the ditch line. There is ¾ of a foot of fall between properties to the ditch. A concrete culvert plus a 4 foot wide ditch through all of the properties could be an alternative. However, he suggests that a farm tile through the properties to Tess Corners Creek (906 feet total in length) be installed (a 12 inch plastic pipe). This could be a more economical option to fix the drainage of a relatively flat area of land. Cost of the remedy and who would pay for it has yet to be determined. Ald. Chiaverotti moved to direct R&M to discuss the options with the affected property owners and provide the costs associated with each option. Seconded by Ald. Pionek. Carried by all. Ald. Le Doux will also be contacted to participate in the meetings with the property owners due to these individuals falling within the boundaries of his District. Further Discussion of Bass Bay Basin 3000 - Ald. Pionek presented a letter from Mr. Doering (Towne Realty) regarding their level of interest in the regional basin. Towne Realty would like to be included in future discussion with the development of this pond. The Mayor will set up a meeting between all of the interested developers. Mr. Carity has indicated that they are not interested in participation at this late stage of their development. Further Discussion on Meeting With City of New Berlin on Drainage Issues - R&M was directed to research what New Berlin is currently doing regarding storm water management. Sean and Mike Campbell met with New Berlin and obtained their Water Reclamation Site locations. New Berlin Public Works Committee Minutes October 25, 1999 - Page 3 claimed that these sites will provide the necessary silt relief for Muskego. No storage or water quality has been addressed with any of the sites on the map provided to protect Tess Corners Pond. New Berlin and their engineering firm stated that there is no problem in the Tess Corners area. A statement that R&M does not agree with. The improvements provided by New Berlin with the sites will consist of a total of 11 acre feet of detention. Several years ago, Muskego determined that 500 acres of detention feet would be necessary to provide the necessary amount of detention to protect the Tess Corners pond. The Mayor will be meeting with the Mayor of New Berlin in order to address the urgency of this issue. The Committee requests that this issue be placed on the next Committee of the Whole meeting. The Committee also requested at last months meeting clarification on 7500 CFS flow calculation. Status of Drainage Tile Concern Mudd Lake - City of Franklin - Nothing new to report until January/February when a hard freeze should occur. Status of Leaf Collection - Ald. Pionek received several calls regarding the vague nature of the letter residents in the leaf collection test site received. At this time, Wayne reports that the equipment that th was promised on the 15 of October, now will be 2-3 weeks late. Wayne also stated that Waukesha has spent $82,000 getting rid of the leaf material that they collect. Wayne also suggests that the City Garage be opened in order to provide residents with a way to dispose of their leaf material in bulk on a Saturday from 7:00 - 12:00 noon. Status of Drawdown - Little Muskego Lake - See Personal Appearance (above) NEW BUSINESS Discuss Fee Schedule for 2002 to 2007 - Road Openings Along Wood Road - With this project receiving 1 million dollars of State and Federal money to complete, substantial fees may be charged back to the City based upon the cost of the portion of the road that is disturbed by a road cut. Contractors are being told that all utilities must be run and restored prior to April 1, 2000. At this time $3,576 is charged for a road cut. Sean has suggested that this fee be increased to $10,000 in order to defray the cost of the State Inspectors’ fees. $10,000 may not be enough to cover the costs. The Committee suggests that the $3,576.00 remain in place for lateral road cuts, plus any costs that may be charged back to the City by the State or Federal agencies. Sean will obtain the City Attorney opinion on the matter and will forward his recommendation to the Finance Committee for adoption. Review Driveway/Asphalt Complaint - Maple Court - Due to the illness of the affected resident, this item was deferred until next month’s meeting. Review of Superintendent’s Letter Regarding Storm Sewer Concern - Rosewood Subdivision - This item was deferred for discussion at next month’s meeting. ACCEPTANCE OF IMPROVEMENTS Park Estates - Sean reports that all utilities have been accepted and the final course of pavement has been installed. Ald. Chiaverotti moved to accept improvements of Park Estates. Seconded by Ald. Pionek. Carried by all. Plum Creek Addition #1 - Portion of the Letter of Credit has been used for tree planting, the rest of the improvements have been done to the satisfaction of R&M. Ald. Chiaverotti moved to accept improvements of Plum Creek Addition #1. Seconded by Ald. Pionek. Carried by all. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - Ald. Slocomb reports that at the EPI Landfill they are hauling clay at a rate of 8-10,000 ton per day. At this time, Highway 45 has approximately ¼ inch of clay imbedded into the highway. A sweeper has been used Public Works Committee Minutes October 25, 1999 - Page 4 and a rotary steel broom is also being utilized to help remove the clay. A road sprayer is also being sought to push the clay off of the roadway. Additionally, the North-bound portion of Highway 45 has a segment of asphalt that has given way. He has contacted the DOT to remedy the situation. Repairs are in the works. DEPUTY BUILDING DIRECTOR’S REPORT - Al provided the Committee with the particulars of one Citation that was issued on 10/18/99. Attached. HIGHWAY SUPERINTENDENT’S REPORT - Wayne reports that a new roof has been put on the salt shed. The bore samples still need to be performed before he can close down the fuel tanks. The salt shed is now full. ADJOURNMENT - Being no further business to discuss, Ald. Chiaverotti moved to adjourn the meeting at 9:03 P.M. Ald. Pionek seconded. Carried by all.
