Public Works Committee - MINUTES - 5/18/1999 SPECIAL PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO MINUTES OF MEETING HELD TUESDAY, May 18, 1999 JOINT MEETING - CITY OF MUSKEGO AND CITY OF NEW BERLIN The meeting was held at Muskego City Hall, Muskego Room (lower level of City Hall) and called to order at 3:08 P.M. by Chairman Don Pionek. Present for the City of Muskego were committee members Ald. Nancy Salentine and Ald. Kathy Chiaverotti, Council President Mark Slocomb, Public Works Superintendent Wayne Delikat, Mike Campbell (Ruekert Mielke) and Mayor David L. De Angelis. Present for the City of New Berlin were Public Works Director Hamid Hashemizadeh, City Engineer Jeff Chase, John Graber and Rick Stainbrook from the Engineering Department, Public Works Committee Members Mayor James E. Gatzke, Ald. Ted Wysocki, Ald. Patzer, and Ald. Chiovatero, and recording secretary Karrie Schmittinger. The meeting was posted in accordance with the Open Meeting Law on May 13, 1999. Chairman Pionek welcomed the delegation from the City of New Berlin and explained that the nature of the meeting was to address the concerns of the City of Muskego as to water coming into the City from the City of New Berlin. At this point, Chairman Pionek turned the meeting over to the City’s Engineering Consultant, Mike Campbell from Ruekert & Mielke. Mr. Campbell displayed maps of the affected watersheds (Tess Corners Watershed, Linnie Lac Watershed) and provided a handout which he explained in detail. A 1976 Report For The Storm Drainage Study For That Branch Of the Root River Through Section 2 for the City of Muskego which stated that “the solution to the flooding problems that have existed in the past in the Glenbrook Subdivision area and in the area just North or STH 24 (Janesville Road) and West of Tess Corners Drive is primarily dependent on the storm drainage contributing to this area from upstream in New Berlin. At this time this watershed from New Berlin is almost completely undeveloped. Therefore, at such time when this area begins to develop, this development should be so regulated by the Municipality to provide for an area or areas of storm water detention”. The report went on to say that “this detention should allow a maximum flow of approximately 168 cfs through the existing 9 ft. wide x 6 ft. deep box culvert under College Avenue just West of Tess Corners Drive for a 100 year frequency rainfall”. That flow was what a downstream drainage system in the City of Muskego could handle without flooding. It was also the flow used to size the detention pond at Janesville Road. Also submitted was a Federal Emergency Management Agency report (community number 550486) of a Flood Insurance Study for the City of Muskego, dated June 1, 1982. The report explained that “rainfall excess was computed from accumulated rainfall using an SCS runoff equation which equates runoff as a function of soil type, antecedant moisture conditions and land use”. It stated that “The storage capacity of the Lake Linnie Lac and Little Muskego Lake were also evaluated using the Modified Puls routing technique and the Corps of Engineers HEC-1 computer program of peak discharges contributed from the sub-basins directly north of the City. The discharges computed reflect the present land use within Special Public Works Committee Minutes - Joint Meeting City of Muskego and City of New Berlin May 18, 1999 - Page 2 the basins. Future development without regard to changes in the runoff characteristics of the basins could substantially increase these flows.” Existing discharges of a Q100 of 620 cfs and a Q10 of 320 cfs are given for the Tess Corners Creek of 400 ft. upstream of Janesville Road. A letter from Frank Ruekert, Jr., P.E.(Ruekert & Mielke), dated November 12, 1992, to Ms. Lynn Torgerson, DNR, explained that the FEMA report was submitted to the City of Muskego and the City of New Berlin and that a joint meeting of the two Common Councils was held and both agreed that New Berlin would require retention ponds to be constructed in future developments. The final handout was a report from Applied Technologies, dated May 15, 1997, which was a hydraulic analysis for the culvert sizing at CTH HH (College Avenue) over Tess Corners Creek for determining discharge. Applied Technologies used an existing flow of 480 cfs to size the new College Avenue box culvert. Mr. Campbell ended by stating that the City of New Berlin is considering adopting an ordinance which will contain presettlement figures and also brought up a suggestion of using the City of New Berlin’s original detention pond as a regional pond for about 50 or 60 acres, as it is basically all floodplains. Public Works Superintendent Wayne Delikat explained that it is flooding downstream and that the present detention pond in Tess Corners fills up faster than it ever has. In the past it has held the water back because it was originally oversized, but it can’t handle the excess stormwater that is coming downstream; it is also causing flooding in the Fountainwood Subdivision area. It was agreed by both communities that storms over the past two years have produced excess rains. Public Works Director Hamid Hashemizadeh from the City of New Berlin was requested to supply a copy of the draft report of the storm water management plan prepared by CDM to the City of Muskego. New Berlin was questioned as to new development on the southern part of their City and what stormwater amenities were installed. A discussion followed on the recent development in the City of New Berlin and new detention areas. New Berlin’s City Engineer, Jeff Chase, explained the new procedure that is in place with the City of New Berlin wherein new developers have to provide an impact statement to the City assuring that there is no adverse impact as to increased stormwater. Mr. Chase also stated that there has not been any new development in Section 35. Section 36 is mainly Karrington Woods and that development is about 55% occupied. Chairman Pionek stated that the City of Muskego is concerned with Sections 34, 35 and 36 with the excess water flowing into the City of Muskego. Ald. Salentine questioned the drain tiles that have been installed on both sides of the Salzman property on Moorland Road Extension. A discussion was held regarding the design for the Linnie Lac Dam. The City of Muskego has not seen formal dredging or dam plans and has voiced their opinion to Mr. Special Public Works Committee Minutes - Joint Meeting City of Muskego and City of New Berlin May 18, 1999 - Page 3 K.onstantine Margovsky of the DNR that the dam be sized so that there is no change in the water flow to Muskego. The City of New Berlin indicated that they have been left out of the loop. Mike Campbell read a letter that the City of Muskego and the City of New Berlin received, dated May 5, 1999, wherein Mr. Margovsky indicated that the DNR has examined and preliminary approved the hydraulic and hydrologic analyses, including the dam failure analysis for the dam and that both communities had 30 days from the date of the letter in which to review the data and submit any objections to the study. Mr. Margovsky stated that if additional information is not supplied to the DNR that the study will be approved assuming that all structure in question fall within the floodplain limits. Both the City of Muskego and City of New Berlin representatives indicated that they will be writing letters to the DNR encouraging an extension in order to procure more documentation. City of Muskego and City of New Berlin will both research their records to come up with minutes of meeting that happened back in the 1970’s regarding the studies provided at this meeting to determine what was agreed to at that meeting. Jeff Chase showed pictures of detention areas connected to the new theater on Tans Drive & Racine Avenue that showed very brown water and the City of Muskego agreed and explained that they were working with the developer to secure proper stormwater management. Ald. Chiaverotti questioned Mr. Hashemizadeh as to what substance they used to deice their roads. Mr. Hashemizadeh indicated that they use pure salt on main roads and other roads are treated with a mixture of four to one, sand and salt. Mr. Hashemizadeh was requested to provide the City with exact usage for 1998 for the City of Muskego to use as a comparison. Ald. Salentine moved to adjourn meeting at 4:24 PM. Seconded by Ald.
