Public Works Committee - MINUTES - 6/28/1999 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD MONDAY, June 28, 1999 The meeting was called to order at 7:11 P.M. by Acting Chairman Nancy Salentine. Committee member Ald. Kathy Chiaverotti was present. Also present were Ald. Mark Slocomb, Public Works Supt. Wayne Delikat, Sean McMullen (Ruekert Mielke), Ald. Dave Sanders and Lakes Project Coordinator Tom Zagar. Ald. Don Pionek was excused. The meeting was posted in accordance with the Open Meeting Law on June 25, 1999. Review of Minutes of Meeting Held May 24, 1999 - The minutes were reviewed by the Committee with the North Cape Farms Drainage (Pipke) paragraph being sent back to Committee for clarification by the Common Council. Sean discussed the 18 inch culvert with the 24 inch cross culvert that is going under North Cape Road. The discrepancy in the pipe sizes has to do with the storm events that the pipes are handling with the County sizing its pipe for a 25 year event and the City incorporating a 10 year event. The pipe will have an end section and a child proof grate. The 18 inch pipe is sufficient for the area as it is currently developed. Surface draining is available for overflow between parcels 1 and 2. A draining swail is included on the drainage easement between the 2 parcels where the water will go into a detention facility and finally the wetland. Additionally, Sean discussed the storm sewer at the crossing and the depth of the pipe being 1 foot below the subgrade. According to Wisconsin Department of Transportation regulations concrete pipes are the specified material to be used, not the plastic pipe that was approved by this Committee several months ago. The lack of depth of the pipe, once the surface is paved may cause the pipe to be crushed if heavy vehicles go over the area. Metropolitan Engineering was provided the specifications for installing the pipe. An inspection must occur prior to paving. Ald. Chiaverotti moved to direct R&M to ensure that the pipe is correctly installed and inspected prior to paving. Seconded by Ald. Salentine. Carried by all. STATUS OF PROJECTS - The following items were reported on: Firing Range - Sean reports that the bids are in for the targeting system and the mechanical ballistic range. Ald. Slocomb questioned the compaction of the berms. Sean stated that the slope is actually over-designed by approximately 1 foot and that a certain amount of compaction will occur. He will have the site surveyed in the next 6 months to give the berms time to settle properly. Muskego Theater - A Letter of Credit has been received for landscaping. Erosion control, ponds, trees and restoration are still issues that need to be addressed. The owner is working to correct these problems. If progress is not made, the City will intervene, submit the jobs out for bid and have the projects completed, deducting the costs from the Letter of Credit. Municipal Salt Shed - Wayne Delikat reported paving is completed. Remove from subsequent agenda’s. 1999 Road Program - Sean McMullen reported that more roads will be completed this week. Progress has slowed due to Waukesha County requesting Payne and Dolan to work on Janesville Road and College Avenue. These roads were not on Muskego’s 1999 Road Program docket. Additionally, Payne and Dolan is doing some ditching along with City workers to address the drainage issues. Public Works Committee Minutes June 28, 1999 - Page 2 New Library Project - The sanitary sewer will need to be reconfigured due to the location of fiber optic cables. Additionally, homes abutting the library site will be sent a letter from the Mayor stating that those individuals who have encroached on City land will need to move sheds and may loose trees once the decorative fencing is installed. Individuals will be given 15 days to move such structures. Moorland Road South Extension - Nothing new to report. Woods Road Reconstruction - Sean McMullen requests that this item become a New Business item next month. Discussion regarding the resetting of mailboxes. This process will not be covered by the DoT. Resetting the mailboxes could cost $50-150.00 per mailbox. R&M will estimate the cost to be $100.00. Question regarding who will pay for the reinstallation? Culverts will be replaced by the DoT at 80% of total cost. An inventory will need to be done by November for the reimbursement to occur. Usually, this total cost is borne by the residents along the roadway. Presenting the residents with a 20% portion of the total cost may be seen as a benefit. The use of concrete end walls will be written in the specifications. Striping and replacement of signs was also discussed. The State mandates that epoxy needs to be put down for the striping. Wayne does not have this type of equipment but believes that he may be able to use the Waukesha County equipment to perform this task. Additionally, the cost of the relocation of the signs will be paid at 80% by the DoT. Full replacement of lost or damaged signs is not included but will be covered at 100% by the contractors. Champions Village Phase II - 2 revisions with changes to the plat with a grading plan was submitted. Underground utilities to begin 7/14/99. UNFINISHED BUSINESS Discuss Urban/Rural Drainage - Wayne reports that extremely wet conditions have existed as of late. The Lakeview Highlands development currently is still owned by New Berlin Grading. A call to Ken Kroeger alerted him to the problem in the detention pond. New Berlin Grading will be out to dig out the detention pond to correct the drainage problem. Mr. Fred Washa is in need of swail work. Due to the excessive amount of water, this work has yet to be completed. Mr. Dennis Blawat has serious drainage problems. Wayne and Sean have visited with the resident and will survey the site to provide a solution. Ald. Salentine questioned Wayne about the pipe at Sunset and Racine Avenue. Currently, too much water is going into that one pipe from too many areas. According to Wayne the only way to correct the problem would be for the City to purchase property easements. Status of Public Works Committee procedures and policies - Due to the absence of Ald. Pionek, Ald. Chiaverotti moved to defer until next months meeting. Seconded by Ald. Salentine. Carried by all. Further discussion of testing lakes for salt - Due to the absence of Ald. Pionek, Ald. Chiaverotti moved to defer until next months meeting. Seconded by Ald. Salentine. Carried by all. The Committee requests the report regarding the proposed method and timeline for testing the various lakes in the area be included into next months meeting packet. Storm Water Ordinance - As of today, the Storm Water Committee approved the final draft which was amended to include the Attorney and Committee comments/edits. The Attorney will Public Works Committee Minutes June 28, 1999 - Page 3 be contacted again regarding the use of the word “disapproval” regarding the failure by the City of Muskego to inform the permit applicant of a decision within 30 business days of a required submittal shall be deemed to mean “disapproval” of the submittal. The Storm Water Committee is in favor of changing the word to approval. Ald. Chiaverotti recommended for approval the Storm Water Ordinance by Council contingent upon Attorney review of section 34.07(3)(e) and inclusion of Storm Water Committee edits. Seconded by Ald. Salentine. Carried by all. A brief discussion of the ownership/maintenance of retention facilities in developments. Ald. Slocomb stated that it would be the duty of the homeowner’s association or other development group to maintain the facility. Further review of Public Works Department Fee Schedule - Wayne Delikat provided the Committee with a proposed fee schedule. Labor and overhead calculations still need to be performed for 1999/2000 budget figures. Wayne expects to have something for next months meeting. All new fee schedules will be will be approved by Council prior to the year 2000 for all departments. Review information on Downspout and Sump Pump Material - Due to the absence of Ald. Pionek. Ald. Chiaverotti moved to defer until next months meeting. Seconded by Ald. Salentine. Carried by all. Sean did report that there is a sump pump issue on River Oaks where a 15 inch drain pipe is discharging into Overlook Bay which is backing up into an individuals house. The City is currently allowing this individual to temporally discharge his water over the back of his property and into the wetland until Wayne’s staff will be able to clean out the ditch and shorten the culvert. Discussion of Erosion Control Enforcement - With the absence of the current Erosion Control Inspector, Sean questioned who would handle this task. The individual is not able to return to his duties until a month at the least. Who can handle this task? A replacement may have to be sought. Ald. Chiaverotti moved to defer until next months meeting. Seconded by Ald. Salentine. Carried by all. NEW BUSINESS Review information on storm water management research dealing with City of New Berlin - Sean reports that the storm water plan for New Berlin is dumping water at a rate much higher than it should be (100 in 90 out). Options for correction include increasing the Tess Corners pond to gain some relief until New Berlin begins to retain their own water. Cost estimates are forthcoming from R&M. The Mayor of Muskego is requested by this Committee to personally contact the Mayor of New Berlin to obtain a copy of their storm water management plan. Attempts by other individuals to acquire this document have been met with resistance. Sean also clarified that R&M did not do New Berlin’s storm water plan, but merely assisted with some minor design elements of the total plan. Review conceptual plans/Quietwood Creek (Carity) - Bill Carity and his associates were present to discuss the proposed Quietwood Creek subdivision. Discussion by the Committee regarding a portion of the design where a 70 foot radius is used (150 foot radius is required). This smaller radius was used to enhance the overall appearance of the homes along this area. The removal or shortening up of the island are viable options to increase the size of the radius. The Committee is in favor of Mr. Carity visiting with the Fire Inspector to discuss this safety-related issue to gather his thoughts and options on how to handle this portion of the development. If Public Works Committee Minutes June 28, 1999 - Page 4 Carity obtains a workable solution from the Fire Inspector, Sean will have no problems with the solution and he will work out the other details of the plan with their engineering firm. Mr. Carity provided an overview of the conceptual plan for the Committee. Ald. Salentine questioned what area would be developed first. At this time, it has not been determined. Sanitary sewer availability and Woods Road reconstruction are all issues that require consideration. Ald. Slocomb questioned the use of several small ponds around the development and questioned how deep they would be and if they would be “wet” ponds. Mr. Carity stated that they were in fact wet ponds where approximately 5 feet of water will be “stored”, however, during a drought that level may drop. Ald. Slocomb reminded Mr. Carity that aeration of the ponds may be necessary. Review bids for sale of used equipment - The Committee reviewed a copy of the bidders and prices for used equipment. Ald. Chiaverotti moved to approve the high bidders. Seconded by Ald. Salentine. Carried by all. Discuss leaf collection - Due to the lack of information available, Ald. Chiaverotti moved to defer until next months meeting. Seconded by Ald. Salentine. Carried by all. Wayne did report that BFI would be willing to work with the City if the City is interested. Flooding on Crowbar - Mr. and Mrs. Klahn and several residents were present to discuss the flooding issue on Crowbar. Ald. Sanders was also on hand to discuss the problem. Sean performed elevations on the site 3 times this year. The residents provided photos of the damage that the water is causing. Sean stated that there is a release of a 19 ½ acre wetland into their property as well as a small irrigation channel draining into the wetland. The home is also situated over 3 feet below the level of the street. The options for dealing with this situation were discussed by the Committee. In order to create a channel to divert some of the water, an easement would be needed from an individuals farm in the Town of Vernon. The resident has not been receptive to this idea as of yet. An individual from the Town of Vernon will intercede on behalf of the City and these residents to see if they may be able to sway the property owner to allow the water to be diverted through his property and onto Payne and Dolan’s property (Payne and Dolan have agreed to receive the water). Sean reports that 1,000 feet will need to be excavated to get an 8 inch fall. That equates to approximately 6-7,000 yards of dirt. 3 options were provided by R&M, each using the 25 year event calculation. Option 1, is a three foot high berm to divert water away from walk out basement door. Approximate cost is $500.00. Option 2, discussed above, is a drainage swail at a cost of approximately $49,000. Option 3 is a storm water force main system using a 25 year event could cost $180,500. Using the 100 year event criteria, the project cost would rise to $765,000. Sean explained that this year the City of Muskego has already experienced a 75 and 150 year event. Sean needs to finish up the survey work as soon as permission is granted from the property owner in Vernon. Once that has been obtained, it will only take approximately half-a-day to finish the work. The Committee questioned how this project will be paid for? Ald. Slocomb questioned how the City could be liable for the home being place in essentially a kettle and substantially below the grade of the road? Ald. Chiaverotti moved to defer until next months meeting due to additional survey data being required as well as property owner cooperation in the Town of Vernon. Seconded by Ald. Salentine. Public Works Committee Minutes June 28, 1999 - Page 5 COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None HIGHWAY SUPERINTENDENT’S REPORT - Wayne requested that the Committee provide an opportunity for Mr. Reno Berg and Mr. Wayne Salentine to discuss their issue regarding drainage problems in Park Estates. Due to the development being only 87% complete (90% completion before paving can occur is what is outlined in the plan), paving cannot commence in the development. Due to the lip between the curb and gutter and the roadway, the water is not properly draining into the retention pond. The gentlemen are looking for some type of waiver to allow them to at least contract for the paving work before the 90% completion level is reached. They will wait until September to begin paving but need some type of acknowledgment that they could contract with a paver now. The Committee agreed with the solution presented.
