Public Works Committee - MINUTES - 6/11/1999 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO MINUTES OF SPECIAL MEETING HELD FRIDAY, JUNE 11, 1999 (unapproved) The meeting was called to order at 1:08 p.m. by Chairman Pionek. Also present were Committee Members Ald. Chiaverotti and Ald. Salentine, Mayor De Angelis, Sean McMullen (Ruekert & Mielke) and those per the attached sheet. The deputy clerk stated that the meeting was noticed in accordance with the Open Meeting Law. UNFINISHED BUSINESS 1. Further review of grading and storm sewer plans - Champions Village Phase II. Sean McMullen presented the following items that needed to be addressed: 1. The sump pump discharge clean out typical section needs to be shown on the plans. 2. The proposed grading plan shows a swale diverting runoff onto private property, which is not allowed. 3. The curb and gutter typical section should be amended to reflect the new City of Muskego standard. Mr. Jeff Barczak was present representing the current project engineer. He indicated that the original plans were prepared in 1995 by National Survey. Since then, National Survey has passed on the project to several engineers. Mr. Barczak stated that he believes the plans were previously reviewed and approved by the City in 1995. He does not have a problem updating the plans to meet the City’s current standards; however, he is uncertain about changing the design prepared by the previous engineer. As to the drainage issue which involves Lots 171, 172, 173, 158, 160 and 161 of the development, Mr. Barczak stated that the water drains to adjacent property already due to existing conditions. He suggested easing the slopes of the swale back and is open to other ideas. As to the discussion regarding the City’s previous review and approval of the plans, Chairman Pionek noted that he believes what was reviewed was “proposed” and was not part of the original approval. Mr. Barczak noted that the sanitary sewer for the entire project has been reviewed and approved. Mayor De Angelis agreed that all the sanitary sewer has been approved. However, problems do need to be addressed to move this forward. Chairman Pionek stated the City may allow the amount of drainage currently going to adjacent property but will not allow more which will occur when development takes place. He stated that Sean McMullen suggests extending a piece of storm sewer. Mr. McMullen expanded on the details of what could be done. Mr. Pucillo agreed that what was proposed would reviewed. Chairman Pionek also noted that better overland flow getting to the pond is desired and could be addressed at the same time. Mr. Barczak stated that was not a problem. He asked if the City wanted the field inlet at the back? Chairman Pionek suggested that Wayne Delikat (Public Works Superintendent) be contacted to determine his preference. The Mayor stated that a note would be placed on the plat (as appears on previous plats) regarding ownership and maintenance of the easement. Mr. McMullen noted that he is not looking for the entire plan to be resubmitted; the existing plan can be redlined to denote the necessary revisions. Ald. Chiaverotti moved to approve the grading and storm sewer plans for Champions Village Phase II subject to review and Special Public Works Committee Meeting June 11, 1999 - Page 2 approval by Sean McMullen to determine that the concerns outlined by him have been addressed. Ald. Salentine seconded; motion carried unanimously. 2. Further review of E. J. Salentine property/drainage, Tess Corners Drive ROW Sean McMullen noted that drainage concerns have been addressed. With the revisions now made, Mr. McMullen has no objections to the storm water management or grading plan for the site. Chairman Pionek asked about the action taken by the Plan Commission and letter that the Public Works Committee wrote regarding the green space. The Mayor noted that the Plan Commission public hearing and meeting regarding this item have been rescheduled for Thursday, June 17, 1999. Sean McMullen discussed information he obtained that the existing right of way acquired in the entire Tess Corners Road corridor is 100’. Chairman Pionek stated nothing should be done right now. The Mayor asked if the right-of-way (on Tess Corners) should be evaluated now and the procedure to possibly vacate portions be initiated. The Mayor stated he will discuss with Mr. Bolte. Ald. Salentine moved to approve grading and drainage plan for E. J. Salentine and leave intersection and green space alone at this time. Ald. Chiaverotti seconded; motion carried unanimously. Mayor De Angelis and Sean McMullen were excused. REVIEW MINUTES OF MEETING HELD MAY 24, 1999 The Committee determined that the paragraph on page 5 entitled “Review of stormwater drainage plans for E. J. Salentine” should read as follows: Mr. Link and Mr. E. J. Salentine appeared before the committee at the request of Sean McMullen and Wayne Delikat to receive clarification from the committee prior to final drainage plans being submitted on Mr. Salentine’s property. Mr. Link pointed out that there will be new pavement in the existing grass area and that anything draining to the back will be draining into the pond. The front of the property all drains into the existing storm sewer on Janesville Road. It was noted that the property is just under five acres. The committee determined that Mr. Salentine’s engineering firm should take into consideration for their final computation, anything that will be going into the pond. Sean feels that there may be a need to increase the size of the existing pond. The engineer should show drainage pattern from north so we are assured that pond will not be negatively affected. The committee did indicate a need for future review of Tess Corners Road to establish a new road ROW. After further review of the plans submitted, the Public Works committee determined that they would send a letter to the Plan Commission advising that the site approval is being reworked as a public safety issue. Mr. Link advised that they are targeting July 1, 1999 as the starting date for the project and that they will be appearing before the Plan Commission on June 15, 1999, for final approval. As the Public Works Committee’s next scheduled meeting is Monday, June 28, 1999, the committee agreed to holding a special meeting (preferably on Friday to accommodate Ald. Salentine) to review the plans once they have been submitted to the City and have been reviewed by Ruekert & Mielke. Ald. Salentine moved to defer until plans are submitted and reviewed. Seconded by Ald. Chiaverotti, motion carried 3-0. Chairman Pionek briefly discussed the safety issue at the intersection which requires large trucks to use the pavement area of the Salentine property when turning left on Tess Corners from Janesville Road. That is why the committee does not believe green spacing the area is practical. ADJOURNMENT Being no further business to discuss, Ald. Chiaverotti moved to adjourn at 1:57 p.m. Ald. Salentine seconded; motion carried.
