PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD MONDAY, January 25, 1999
The meeting was called to order at 7:05 P.M. by Chairman Don Pionek. Committee members
Ald. Kathy Chiaverotti and Ald. Nancy Salentine were present. Also present were Ald. Mark
Slocomb, Public Works Supt. Wayne Delikat, Mike Campbell (Ruekert & Mielke), Christopher
Zoppa, Engineer/Building Inspection Director, Mayor David De Angelis and those per the attached
list.
The Recording Secretary noted that the meeting was posted in accordance with the Open
Meeting Law on January 21, 1999.
STATUS OF PROJECTS - The following items were reported on:
Police Firing Range - Mike Campbell had nothing to report.
Muskego Theater - Committee requests that the City Engineer send a letter to the engineering
firm of the theater, requesting pipe and catch basin design.
Deer Creek Subdivision - Please delete from subsequent agenda’s.
Muskego/Norway Middle School - Chris Zoppa in a memo reported that the design of the
intersection of Crowbar and Kelsey had been reviewed by his office and mutually resided by the
design firm. His office recommends approval of the plan unless the Committee requests further
changes. R&M has requested that the thickness of the asphalt be noted on the plan. 4 inches of
asphalt over 9 inches of stone will be requested by the City Engineer. Tapers of asphalt to the
curb and end sections of curb and gutter need to be defined. 4 foot tapers to be used versus 2
feet. The vision corner needs to be also shown on the plan. The Committee discussed the
donation of the Right-of-Way by the land owners and the request of the landowners to be granted
future consideration of deferral of road assessment upon dedication of ROW. Ald. Salentine
moved to approve the intersection design of Kelsey and Crowbar, contingent upon ROW
dedication and changes being made to plan with final staff approval. This Committee
waives any future roadway assessments to the School District. Seconded by Ald.
Chiaverotti. Carried by all.
New Library Project - Railing going up on wall.
Moorland Road-South Extension - The City Engineer provided a detailed proposed route for the
Moorland Road extension (Janesville Road to Woods Road). The location of the wetland was
provided along with floodways outlined. The 750 foot radius used for vehicles (smaller than the
WisDoT standard 1,000 foot radius) can be navigated by traffic traveling at 45 MPH. Chris had
two alignments outlined on the map (North alignment and South alignment). Either will pose
minimal impact on the adjoining wetlands and the DNR has already granted approval to go
through these areas. The proposed roadway from Durham to McShane needs to be placed on
the plan for reference. Chris reports that his vision of the route has been shared with several
developers interested in the area and found that his plan was workable for their development
needs. Ald. Chiaverotti questioned the cost to acquire the land for the new version of the plan,
what the phases of construction would be and the cost of the new design. The cost of the land
was unknown at this time. Acquisition may not be for several years. The property owners will
have their say on the two versions and then the Plan Commission will approve the recommended
version. The Committee questioned the next stage in this process. The Mayor suggested that at

a future Public Works meeting, the residents on Durham from Westcot to McShane be invited to
view the two alternatives. For next months meeting, Chris will have the Fire Chief review the
plans to determine if there are any fire/rescue issue with regard to these plans. Additionally, R&M
will share with the City Engineer their previously designed versions of the road extension.
1998 Road Program - According to the Mayor, all claims have been paid by Payne and Dolan’s
insurance carrier.
UNFINISHED BUSINESS
Discuss Urban/rural Drainage - Wayne had nothing to report.
Status of Public Works Committee procedures and policies - The Committee reviewed the 7
policies that they had determined from the last meeting (attached). Grading on lots with regard to
allowance for variance on swails were discussed. The use of tapers and the size of slopes were
left to the discretion of the City Engineer, utilizing best practices as outline in departmental
procedural manuals. Chris Zoppa requested that under item #7, the 6 inch measurement be

changed to 3/10 of a foot. Most developers work in 10 of feet rather than inches. Ald.
Salentine moved to approve the Public Works Committee Policies, changing 6 inches to

3/10 of a foot on item #7. Seconded by Ald. Chiaverotti. Carried by all.
Further discussion of building permit process - Muskego Industrial Park - Ald. Salentine requested
that this item be placed back on the agenda. Currently the City does not possess a revised
grading plan for the Industrial Park. The City does not routinely request one. Ald. Salentine
requests that this practice be changed in conjunction with Policy #1 of the Public Works
Committee Procedure and Policy document. This grading plan has not been submitted or revised
for a least 20 years. Under the new Policy, grading and erosion control plans would be required
to come to this Committee for review and approval for Industrial sites. Additionally, Subdivisions,
Certified Survey Maps of 5 acres or more with a disturbed area of 50% or more, Commercial
sites, and Business sites.
Further review of drainage, grading, road plans (culvert ends) Avion Estates - Chairman Pionek
placed this item back on the agenda for individual consideration requesting clarification of culvert
ends. At the October 26, 1998 meeting, tapered concrete end sections were approved for the
culvert for the existing home. This can’t be used if corrugated pipe is being used. The driveway
taper slope was determined to be 3 feet on each side and then begin to taper down. Wayne is
concerned that the pipe ends will collapse with the weight of the vehicles. Chris believes that with
the tapers, the pipes should not collapse. Wayne feels that the concrete ends walls are easier to
maintain and more ascetically pleasing. Chris stated that safety factors are the reason for his
suggestion in stopping the practice of installing concrete end walls. The Committee is concerned
that a lack of space may force the need to use concrete end walls. The Ordinance specifies that
the Highway Superintendent shall determine the option used. Ald. Chiaverotti made a motion
for Avion Estates road plans stating that concrete end walls are to be used rather than
tapered concrete end sections. Seconded by Ald. Salentine. Carried by all.
Further review of drainage concern - Aiuppa property - Ald. Pionek placed this item back on the
agenda due to his absence at the meeting where this issue was discussed and approved. At the
October 26, 1998 meeting Mr. Aiuppa was present to request that he be allowed to tie into the
detention pond at Kimberly Estates. Mr. Aiuppa is requesting that he be allowed to install a drain
tile on his property which will drain into the detention pond to hand the discharge of the sump
pump currently discharging continually on his property. Wayne and Chris did a site visit and

determined that Mr. Aiuppa could handle the problem as he had requested. Paragraph that was
stricken from the record may be placed into the minutes.
Kelsey and Crowbar intersection - final design approval - See Status of Projects.
Street Excavation Permit - Chris Zoppa provided a sample copy of the document he wishes to
incorporate into his department. The Committee added “Cable Service” to the “Type of Service to
be Installed” category and asked Chris to removed both County and State Highway. Ald.
Chiaverotti moved to accept the new form and recommends immediate implementation of
the form. Seconded by Ald. Salentine. Carried by all..
NEW BUSINESS
Review bids for construction of salt shed - Chris provided a memo explaining the options available
and costs associated with three different salt shed designs. Only one firm provided a bid for the
three options. Option “A” accommodates 2,000 tons of salt with additional cost for Public Works
to place asphalt floor and base at an estimated total cost of $138,012. Option “B” includes
money for additional thrust walls along the sides to reinforce structure at an estimated total cost
of $156,212. Option “C” is a Hi Gabrel Truss Salt Shed (similar in design to the City of Franklin)
plus an asphalt floor and base plus $25,000 for a future erosion resistant lift at an estimated cost
of $198,800. A full set of plans and specifications will be submitted to approval from the City and
the State. The Committee discussed the merits of each plan. Ald. Salentine moved to accept
Plan “C”, minus the $25,000 for the cost of the conveyor bringing the total cost estimated
cost of the project to $173,800. Seconded by Ald. Chiaverotti. Carried by all.
Review of City Engineers recommendation for mountable curb design- In a memo, Chris provided
yet another type of roll back curb that will aid in the reduction of motorists “bottoming out”
approaching their driveways. When compared with the current City standard, this version is one
inch lower (3 inches vs. 4 inches). R&M provided examples of communities in the area that are
using similar (though not exact) versions of what Chris is suggesting (New Berlin, Germantown,
Franklin and Brookfield). Discussion on the availability of castings for the 3 inch curbs. Chris
indicated that he can obtain them from Neenah.
Review of proposed Cook-Kingston Drainage corrections - This item was brought to the
Committee by Ald. Salentine. The water flow was discussed by the Committee. Chris Zoppa had
performed a site visit and found that the entire site is a collection of grades with alterations that
have been done over the years that have changed the drainage of the area. The residents in the
area would like to add more fill in the low points on their land. Questions as to where the water
would go and who would pay for the enhancement once it is decided on the best course of action.
Due to the constituent being unable to attend this meeting due to a family conflict, Ald. Salentine
moved to defer until next months meeting. Seconded by Ald. Chiaverotti. Carried by all.
Review of possible road sections for Woods Road - Chris Zoppa has talked with the Wisconsin
Department of Transportation and has found that a grant to improve the roadway on Woods Road
(approximately one million dollars) is forthcoming. The road is to be widened, for the entire length
of the road. Approximately 2 feet wider in all spots increasing the road 11-12 feet in width. The
grant money does not include curb and gutter. With traffic counts performed the traffic
projections for this road indicate that a two lane road will be sufficient into the next generation.
Discussion regarding the options provided by Chris and the availability of space for bike paths on
the road. A separated bike path can be requested in a separate grant but it is not included in this
road grant. Proposed costs run from $150.00 per foot for an Urban section to $125.50 per foot

for a Rural section. 5 total miles of road (29,000 total feet). Keeping with the two lanes, the
shoulders can be expanded to allow more rood. This plan does not intend to rip up entire
portions of Woods Road. Chris asks this Committee to prioritize their desires with respect to what
they would like done and in what order. These will be included in the Scope of Services
document which will be drawn up to secure bids. RFP’s from three firms will be required as a
minimum to obtain funding from the state.
North Cape Farms design approval - Both Bob Gassert and Alfred Pipke were present regarding
this item. Chris Zoppa provided, in memo form his recommendation for approval of this design
plan. Plans form storm water management are being requested by the City of Franklin. Chris
indicated that the 100 year storm will not raise the level of the ponds by any appreciable amount.
The Committee questioned a low point on the plan between lots 15 and 16. Discussion regarding
the developers requesting grading changes when they (the developers) perceive that a lot grade
is too low in comparison to the adjacent lots. This has, in the past caused drainage problems and
could do so in the future. Sump pumps on the East side of the street can discharge out the back
of the homes. Mike Campbell discussed the ability of some of the lots to be made into walk-out
basements. According to plan, only lots 8, 9, 10 and 11 are able to have this type of home built
on it. On the final plat and grading plan, these four lots will be designated as the only ones within
the subdivision to allow walk-out basements. Discussion on the approved use of PVC ribbed and
double-walled 48” storm sewer pipe. Chris Zoppa reports that he has personally been involved in
the installation of miles of this type of material. The DOT has also approved the use of this
material. Ald. Salentine moved to approve the North Cape Farms subdivision. Seconded by
Ald. Chiaverotti. Carried by all.
Review and approve site grading plan, Holtz-Arrowood property - Chris Zoppa reviewed the plan.
It can work and it is 2 feet above the flood plain. Ald. Pionek questioned the lack of contours,
elevations by Muskego canal, wet land designation, flood plane level and marking of placement of
gravel exits. Ald. Chiaverotti moved to deny request for approval of plan until missing
elements are designated. Seconded by Ald. Salentine. Carried by all.
Acceptance of improvements for bicycle path for Irgins Development - Matt Sadowski submitted
a memo requesting acceptance of the improvements. R&M have reviewed the request and are
recommending acceptance of the bike path. Ald. Salentine moved to accept the
improvements as submitted by Irgins Development. Seconded by Ald. Chiaverotti. Carried
by all.
1998-1999 Salt usage - Ald. Pionek placed this item on the agenda, questioning Wayne on the
amount of salt being used (7-800 tons), use of salt (primarily on hills and main roads - none in
subdivisions) and amount of salt on order (200 more tons). Wayne explained how the salt
spreader is set with little or no spin. The car traffic is used to spread the salt over the roadway. If
need presents itself, Wayne may, to increase traction on steep hills and areas prone to ice-up use
sand to provide a better grip for the motorist.
Discussion of Testing Lakes for Salt - Committee questioned the frequency and locations of salt
testing in the area lakes. With the use of clear salt on the roads, it is necessary to determine the
impact, if any on the surrounding lakes. The Committee asks Tom Zagar to provide in written
format, the protocol involved in testing the water for salt, who completes the task, the locations
and the frequency.

HIGHWAY SUPERINTENDENT’S REPORT - Wayne reports that the two new trucks are on the
way. One at the end of this month and the second in February. Also, a gentlemen was flooded
this week from the school project. Berms will be constructed to prevent this from occurring again.
Resident has been extremely understanding.
