Public Works Committee - MINUTES - 8/23/1999 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD MONDAY, August 23, 1999 The meeting was called to order at 7:04 P.M. by Chairman Pionek. Committee members Ald. Kathy Chiaverotti and Ald. Nancy Salentine were present. Also present was Mayor David De Angelis, Ald. Mark Slocomb, Public Works Supt. Wayne Delikat, Interim Director Building/Inspection Al Biwer, Planning Director Brian Turk, Lakes Project Coordinator Tom Zagar, Mike Campbell (Ruekert Mielke), and those per the attached sheet. The meeting was posted in accordance with the Open Meeting Law on August 18, 1999. Review of Minutes of Meeting Held July 26, 1999 - The minutes were reviewed by the Committee and placed on file. STATUS OF PROJECTS - The following items were reported on: Firing Range - Mike reports that the project is scheduled for re-bid the first part of September. Muskego Theater - The owners are working with Brian Turk and Sean to complete the restoration process that has been ruined. Additionally a letter detailing the punch list items that still need to be completed was provided to the Committee. Ald. Chiaverotti will discuss with Sean of R&M and will forward information on progress to the Committee. Additionally, discussion regarding whether the culvert pipe that was installed at an incorrect elevation has been removed and replaced. Woods Road Reconstruction - Survey and design work underway. New Library Project - The Mayor reports that construction is approximately 2 weeks behind schedule due to lack of masons for brick work. Encroachment issues with the residents still need to be addressed. Moorland Road South Extension - Nothing new to report. Tess Corners Pond Expansion - The scope of services engineering fee estimate ($17,815) breakdown was provided per last month’s meeting request. The Mayor stated that Waukesha may require additional water storage options for their upcoming road projects and may be able to help assist in the financing of this project. It will be difficult to determine the exact size of the pond until the profile of Janesville Road is determined. This project should be planned for the year 2000 and included in the budget. Ald. Salentine moved to include the Tess Corners Pond Expansion in the year 2000 budget as a line item. Seconded by Ald. Chiaverotti. Carried by all. 1999 Road Program - Crew is finishing Rogers Drive by the end of the week, weather permitting. This is the final road for this year’s program. UNFINISHED BUSINESS Discuss Urban/Rural Drainage - Wayne reports that at the intersection of Highview Drive and OO an individual hit a 10 inch clay drain tile. According to current Ordinance, the drain tile needs to be re-routed. Additionally, the adjoining property owner indicated that since this drain tile was broken their sump pump has quit running. This drain tile appears to be a non-working system and the individual does not understand why he had to reconnect to a non-functioning system. Wayne stated that this is in order to comply with the Ordinance and as a protection measure to his neighbors. Resident may plead case with the Board of Appeals. Wayne also reports that two ditches in the Fountainwood Subdivision that were recently installed with sod placed in the bottom of the ditch have water running so fast that the sod is not staying in place. The residents stated that they do not want concrete inverts installed. Ald. Slocomb reported that Public Works Committee Minutes August 23, 1999 - Page 2 Mr. Sorenson on Acker Drive has an adjoining culvert that is not handling the water in the ditch and is flooding his yard. The culvert, which was installed by his neighbor needs to be reset. Wayne will perform the task and alert the resident who installed the pipe. Ald. Slocomb congratulated Wayne and his department for the fine ditch work that has been done as well as the maintenance of those ditches. Final Review of Proposed Storm Water Ordinance - The final document was provided for the Committee for final review. Ald. Chiaverotti questioned how the 100 year in and 2 year out number was arrived at for flow rate. Mike Campbell reported that this number was determined through efforts of the Storm Water Committee to minimize flooding downstream. The difference in a 2 year out versus 10 year out flow was estimated by Mike to be as much as 50% during peaks. The Mayor questioned how this Ordinance will affect the watershed. Ald. Slocomb stated that its effect is unknown at this time until something is developed that must comply with the Ordinance. Additionally, improvement of the channel between Big and Little Muskego Lakes needs to be performed to improve the flow. The Mayor believes that some State funding may be available for this project. Ald. Chiaverotti questioned the curb and gutter versus ditch preference. Ald. Slocomb stated that utilization of ditches is a benefit for water quality standards by slowing the release of the water due to the friction within the ditch. Nutrients are also absorbed into the ground as opposed to use of concrete pipe which, by nature of the product, has no absorption qualities. Ald. Salentine commended the members of the Stormwater Committee on their efforts with respect to this Ordinance. Ald. Pionek told the Committee that the next step is to develop a manual to guide developers on ditches, curbs, storm sewers, pond design, etc...The Mayor questioned the “Fee in Lieu of” provision within the Ordinance. Ald. Slocomb stated that this is based on the flat surface run-off percentage of the entire area to be developed not just one parcel within a development. Discussion was held by the Committee on the ability of the developer to request variances to the Ordinance using the Public Works Committee as the determining entity as opposed to the Zoning Board of Appeals. Brian clarified the exceptions portion with regard to appeal/exception particulars. Mike Campbell and Sean will work on the exact language to clearly spell this out. Ald. Salentine moved to recommend to Council approval of the Storm Water Ordinance. Seconded by Ald. Chiaverotti. Carried by all. Further Review of Public Works Department Fee Schedule - Wayne indicated that the wages were included in the 2000 fee schedule. Review Information on Downspout and Sump Pump Material - Due to the lack of time, this item was not discussed. Will be discussed at next month’s meeting. Further Review of Flooding on Crowbar - Mike Campbell provided a map detailing where the individual built his home essentially in a hollow. There is ¼ foot of slope in 1,000 feet. Ditching would be a major undertaking as well as financially taxing. R&M recommend flood-proofing the home with the use of berms around the home. This is a large lot (5-6 acres) and could easily accommodate the berms. Additionally, the individual has a walk-out basement that R&M suggests be closed off by the resident to stop any further water damage in the basement area. Ald. Chiaverotti directs R&M to compose a letter to the resident providing the following options to correct his flooding problem. The building of berms, consider closing off the walk-out basement, and extension of the well pipe for safety. Seconded by Ald. Salentine. Carried by all. New Berlin/Muskego Public Works Meeting - Salt Usage - The Mayor provided a memo detailing the amount of salt used by the City of New Berlin for 1998. According to the report, 2,250 tons of pure salt were used as well as 3,281 tons of a salt/sand mixture. According to New Berlin Public Works Committee Minutes August 23, 1999 - Page 3 personnel, a 4 to 1 salt/sand mixture is used. Wayne will also find out how many miles of road the City of New Berlin has. Further Discussion on Freedom Square Pond - alterations/funding - Nothing new to report Further Discussion on Elevation Plans for Durham Drive (Pizur) - At this time, no confirmation on if permits were obtained to fill in land. Sean McMullen will provide to the Committee at next month’s meeting. Additionally, R&M is to draft a plan with elevations and property lines detailed. These were not provided at this evening’s meeting. NEW BUSINESS Discuss Drainage Concern on Durham Drive - Mark Pizur - See Unfinished Business Discuss Little Muskego Lake Association’s Concern With Increased Flows From New Berlin - Howard Schneider and Ald. Chiaverotti placed this item on the agenda. Howard provided a SECCHI Disc reading report (determines water clarity) which was taken in the deepest part of the lake. In April 1998, 15 feet of clarity existed in the water, at the same time this year only 4 feet of clarity was reported. The Association has determined that this has been caused by the increase flow of water upstream. The Association applauds the work of this Committee so far but desires more dialog with the City of New Berlin to deal with this very real problem. Ald. Chiaverotti also thought that at one time, the theater was also contributing to this problem due to their slow response in getting the retention pond built and elevations on their land being corrected. Tom Zagar sated that dredging will occur on Gold Drive to help alleviate some of the problem, however the majority of the problem resides with New Berlin. At this time, the Mayor stated that the only thing New Berlin has done in response to this issue is provide a copy of their Stormwater Plan, at which time was not an Ordinance; that has now changed. Mike Campbell stated that no ponds or major quality resolutions are contained within their Plan from his initial review of it. The Mayor stated that the next step is to meet again with New Berlin and detail where they need to modify their Plan with regard to its impact on Muskego. Mike Campbell suggests that New Berlin purchase some of the existing vacant land now available for a regional pond. Howard Schneider suggests a joint effort between Muskego, New Berlin and the State to fund this type of project. Ald. Chiaverotti moved to direct the Mayor to set up a joint meeting with New Berlin after the New Berlin Stormwater Plan and Ordinance is thoroughly reviewed with key points addressed provided to New Berlin prior to meeting. Mike Campbell will review both documents and prepare synopsis of areas to be addressed. Seconded by Ald. Salentine. Carried by all. Review Rausch Parcel Floodplain Amendment - In a memo received from Sean McMullen requesting an amendment to the floodplain along Wood Road at the Rausch parcel, 6 items need to be completed prior to the amendment being considered. The City of Muskego’s portion is at item #5 in the process. At this time Brian Turk recommends deferral until this point in the process is reached. Ald. Chiaverotti moved to defer this item. Seconded by Ald. Salentine. Carried by all. Additionally, Wayne Salentine and Reno Berg were present to request reimbursement of the $45. 00 fee for requesting the amendment. The Committee indicated that the fees may rise for an amendment, with that knowledge, Mr. Salentine and Mr. Berg determined that the $45.00 fee already paid remain in place. Review Information on Metal Culvert Installation Requirements - The Committee has not had time to fully review all materials provided as well as gather all relevant information on this topic. The Committee will assemble all data both pros and cons to this type of culvert design. Discussion continued regarding the merits of both methods siting the Pipke Farm installation as a good pilot program to determine the feasibility and durability of the plastic pipe. Ald. Public Works Committee Minutes August 23, 1999 - Page 4 Salentine moved to request the televising of the Pipke Farm system as soon as pavement is in and then again at the time of 80% occupancy of the subdivision. Seconded by Ald. Chiaverotti. Carried by all. Review Quotes for Leaf Collection Machine - Wayne provided a quote he received from ODB. The cost of the equipment would be $13,400 plus the cost of 2 leaf boxes $4,400 and an additional $100.00 per foot for length over 8 feet. The Committee discussed at length the process in which to test this equipment and how residents in the test area would be notified that they were part of the test group. Wayne states that this will be labor intensive and expensive and is unsure of the necessity of the equipment. Discussion regarding the use of BFI and their leaf collection program which was done last year, gratis of BFI to compensate the City for an hydraulic oil spill. Discussion regarding the availability of the bags that were to be used by the residents and the number of complaints received by the Public Services Committee members on the program as a whole. Ald. Chiaverotti is concerned that this project is being initiated without a cost benefits analysis before the purchase is made. Additional discussion regarding the resale of the equipment if the test is found to be too labor intensive or fails to perform as expected. Ald. Chiaverotti moved to approve the purchase of the leaf vacuum collection unit and related equipment, not to exceed $20,000 to be used on a trial basis and performance to be re-evaluated in the spring. Seconded by Ald. Salentine. Carried by all. Review Storm Water Plans for new Middle School- A letter was received from Sean to the Committee regarding the storm water maintenance plan and inspection performed at the Middle School. Due to Sean’s absence this evening to discuss the findings of the Middle Schools efforts, Ald. Pionek will discuss with Sean tomorrow. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None HIGHWAY SUPERINTENDENT’S REPORT - Wayne is waiting for fuel tanks to be filled.
