PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO (Corrected and Approved)
MINUTES OF MEETING HELD MONDAY, April 26, 1999
The meeting was called to order at 7:04 P.M. by Chairman Don Pionek. Committee members
Ald. Nancy Salentine and Ald. Cathy Chiaverotti were present. Also present were Ald. Mark
Slocomb, Public Works Supt. Wayne Delikat, Mike Campbell (Ruekert Mielke) and Ald. Butch
LeDoux.
The meeting was posted in accordance with the Open Meeting Law on April 22, 1999.
Discussion of February 22, 1999 Minutes - Ald. Nancy Salentine requested that clarification
regarding the February 22, 1999 minutes regarding the amount of salt used in lieu of the
salt/sand mixture previously employed by the Public Works Department. The 1,400 tons of salt
used this year was less than the percentage (tons) of salt used in the salt/sand mixture in years
past.
Review of Minutes of Meeting Held March 22, 1999 - The minutes were reviewed by the
Committee and were placed on file.
STATUS OF PROJECTS - The following items were reported on:
Firing Range - Mike reports that the top soil has been put down. Favorable weather conditions
are needed for the seed to be spread. Two request for bids for the project have gone out
(Equipment and Building). The bids will be opened soon. R&M will be available to provide
inspection service on the building if the City requests it.
Muskego Theater - The as built of the storm sewer at the entrance of the theater still has not
been submitted. A full occupancy permit was granted to the theater. This permit granting was
in direct opposition of what this Committee agreed upon at previous meetings. The Committee
determined that no further permits would be issued until the storm sewer plan was submitted.
The Committee discussed methods that would ensure that this type of mix-up does not occur in
the future, including the Recording Secretary informing those affected by the decisions of this
Committee with the pertinent portion of the minutes as it applies to their department and staff.
Additionally, it was discussed about which other departments may be important members of this
Committee. (corrected by Committee on 5/24/99) “Ald. Salentine moved to recommend to
Council that a representative of the Buildng/Inspection Department attend all of the Public
Works Committee meetings. Seconded by Ald. Chiaverotti. Carried by all.
Municipal Salt Shed - Wayne reports that the progress is ahead of schedule. Weather
permitting, the building will be completed by next week.
New Library Project - Problems exist with the elevation and the location of the library. The
Committee questioned who is ultimately responsible for the inspection and checking of these
critical areas. The Committee requests that a more regulated method of checking the various
aspects of this project be implemented immediately and suggests that the architect provide this
service.
Woods Road Reconstruction - The paperwork has been drawn up for the project. R&M has
been working with Wayne to revise the Concept Definition Plan. Kathryn and Mystic Drive had
curves designed in the initial plan, Wayne has had those removed. The new Concept Definition
Plan will be presented to the State with the curve changes.

UNFINISHED BUSINESS
Discuss Urban/Rural Drainage - Mike Campbell reports that he met with the DNR today to
discuss the Linne Lac Dam. The rebuilding of the Dam has gone to a consulting firm for design.
The new dam will change the flood plain, therefore it will have an impact on residents in
Muskego near the dam. It was also determined that the data provided by FEMA which gave
flow calculations was in error. The DNR will be providing R&M with maps and design plans.
The flow of silt when the gate of the dam is opened is a major concern with R&M. R&M has
been providing suggestions to minimize the movement of the silt. Mike reported that New Berlin
is working on their own Storm Water Management Plan.
Additionally, Ald. Pionek discussed the pond near College Ave., on Tess Corners Drive. The
pond is full of water flowing down from New Berlin. Evidently, there was a previous agreement
between Muskego and New Berlin that New Berlin was to install their own basin to alleviate the
pressure on the pond. This has not been accomplished. Mike was instructed by this Committee
to review old meeting notes to see if any type of written agreement or motion is documented in
their records. Ald. Slocomb discussed this issue with the Mayor. The Mayor suggested a
special, joint meeting between New Berlin and Muskego to discuss this issue. Ald. Pionek does
not feel that a joint meeting will create the pressure necessary for New Berlin to be inspired to
honor past commitments. The Committee directs the Mayor to coordinate a joint meeting
between New Berlin’s Public Works Committee and Mayor. Muskego’s Public Works
Committee, Mayor, Mike Campbell (R&M) and a DNR representative. Mike will be providing
this Committee with back-up information regarding infiltration numbers and the DNR
representatives name. The Committee indicated that if this meeting does not meet the success
goal anticipated for a spirit of cooperation, other avenues to obtain compliance will be explored.
Status of Public Works Committee procedures and policies - Curb Design - Ald. Pionek
discussed the various alternatives to mountable curb design available. The Committee, along
with Wayne decided that the best choice would be the 3 inch high design in lieu of the 4 inch
high model. The Committee believes that this will reduce the amount of complaints from
residents who have a difficult time negotiating the curb with their low-rise autos. Ald.
Chiaverotti moved to approve the standard curb design with 3 inch height at the top of the
gutter, 30 inches in depth, 9 ½ inches at the flange and 11 ½ inch in thickness at the back
of the curve. Seconded by Ald. Salentine. Carried by all. This will be added to the current
Public Works Committee Policy document.
Plastic Pipe - Ald. Pionek is in favor of making the use of this new product for storm sewer a
policy for this Committee. Ald. Slocomb questioned if this material has been used in heavy clay
soils found in this area and what impact using in road ways would have on the strength of the
material. Ald. Pionek stated that the beds that the pipes are placed in have the proper under
material (gravel/sand etc.) to support and protect the pipes. Ald. Chiaverotti requested that the
Committee wait to make a final decision on this policy until such a time that a new City Engineer
is hired to buy into or provide definitive data that refutes the past City Engineer’s claim of
product performance. Wayne is unsure of the product and can see the potential for additional
problems that this material may cause, thereby increase work for his staff. Wayne suggested
that if a developer were to use the plastic pipe a maintenance agreement would be requested
for a period of time (5 years) where if the product failed, the developer would be ultimately
responsible for the replacement or repair should the need arise. By majority, the Committee left
this issue open until a new City Engineer is in place.
Apron End Walls - Currently the discretion is left to the Public Works Superintendent. Ald.
Chiaverotti moved to leave apron end walls to the discretion of the Public Works
Superintendent based on topography and site conditions. Seconded by Ald. Salentine.
Carried by All. This will be added to the Policy document.

Further discussion of testing lakes for salt - Wayne provided a copy of a map of Little Muskego
Lake that detailed all of the locations of the pipes that discharge into the lake. Due to Tom
Zagar not being able to attend, the Committee will hold a special meeting to establish the testing
criteria when Tom will be available.
Storm Water Ordinance - Tom Zagar is working with the City Attorney to include language in the
Ordinance that will be acceptable to all parties.
Further review of Public Works Department Fee Schedule - Wayne provided a copy of the
current fee document last revised in 1997. Wayne reports that the current fee schedule is
holding its own but would like to see the costs revised for the year 2000. Wayne will create a
new fee schedule with suggested fees for the Committee to review for next months meeting.
NEW BUSINESS
Review bids for 1999 Road Program - R&M provided a written recommendation for the 1999
Road Program. Payne and Dolan, Inc., and Paving Mix and Construction both submitted bids
($378,714 and $392,649.50 respectively). R&M recommends that Payne and Dolan be
awarded the bid. Ald. Salentine moved to accept the low bid of $378,714 including
alternates. Seconded by Ald. Chiaverotti. Carried by all.
Review bids for mower - Wayne provided several written bids as well as photos of the
equipment in question. Based on the Alamo Grass King to be used even in wet conditions with
the off-set blades, Wayne is requesting that the Committee accept the bid for this piece of
equipment. He had budgeted $7,500 for the mower and is receiving a $500.00 trade in for the
old unit. The cost of the Alamo GK60 mower 62” is $6,750. Ald. Chiaverotti moved to accept
the bid from Tractor Loader Sales, Inc., for the Alamo Grass King 60 mower with 62”
mower at a cost of $6,750. Seconded by Ald. Salentine. Carried by all.
Review bids for laser equipment - Kelbe Brothers provided the lowest bid. The other higher
(much higher) bids provided options that Wayne’s Department does not need. The laser would
“eliminate” one person when doing a survey. The person required to hold the leveling rod would
not be needed with this equipment. The Committee indicated that there appeared to be no
warranty information or agreement with the bids submitted. The Committee requests that
Wayne provide the information, if any to the Committee at next month’s meeting. Ald.
Chiaverotti moved to accept the bid provided by Kelbe Brothers Equipment Co., Inc., in the
amount of $6,665 contingent upon Wayne Delikat obtaining a warranty that is acceptable
to him. Seconded by Ald. Salentine. Carried by all.
Review bids for generator - R&M provided Wayne with a written recommendation for a new
generator for the garage. This will replace the electric portable generator with a diesel model.
Two firms provided bids (Cummins Great Lakes $21,168 - 13 week delivery and Morely-
Murphy/Total Energy Systems $27,425.00 - 14 week delivery). The DPW garage electric
service modification bids were greater than $10,000 so R&M will proceed to prepare bidding
documents and administer a public bid for the service modifications. Ald. Salentine moved to
accept the bid from Cummins Great Lakes at $21,168 and direct R&M to put out to bid the
electric service modifications. Seconded by Ald. Chiaverotti. Carried by all.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - A map
created by R&M with the paving that is to occur this year and in previous years was presented to

the Committee members. There are some marking errors on the map but still provides a good
amount of data regarding what roads will be experiencing work this season.
Ald. Chiaverotti brought the topic of erosion control enforcement to the table. The Committee
questioned the legality of a City employee going onto another individuals property to maintain
erosion control devices. The City Attorney will have to be questioned on this matter. This
Committee would like to see “aggressive” enforcement of the Ordinance. Discussion regarding
making erosion control part of a debit bond program where funds could be withheld for non-
compliance. Owners and contractors would be obligated to sign the document acknowledging
their understanding of the penalties for failing to maintain erosion control. Please place Erosion
Control Enforcement on next months agenda.
HIGHWAY SUPERINTENDENT’S REPORT - None
