Public Works Committee - MINUTES - 10/26/1998 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD MONDAY, October 26, 1998 The meeting was called to order at 7:06 P.M. by Acting Chairman Nancy Salentine. Committee member Ald. Kathy Chiaverotti was present. Also present were Ald. Mark Slocomb, Acting Public Works Supt. Wayne Delikat, Mike Campbell (Ruekert & Mielke), Christopher Zoppa, Engineer/Building Inspection Director, Mayor David De Angelis and those per the attached list. Chairman Don Pionek was excused. The Recording Secretary noted that the meeting was posted in accordance with the Open Meeting Law on October 22, 1998. STATUS OF PROJECTS - The following items were reported on: New Library Project - Barricades and roadway signage has been put in place for the project to begin. Police Firing Range - Moving along with the project. 3 contractors are working on the project. This is a concern for Chris Zoppa. He will be paying special attention to this project. Salt Shed - Plans and specifications are being worked up by Chris Zoppa. He plans to have plans ready by next week. Muskego Theater - Discussion regarding Mrs. Thomas’s property which abuts the theater and the need for the property to have some protection from erosion in addition to the double erosion control panels. A mat was suggested for the additional erosion control on her property. Installation of the mat should occur before winter. Moorland Road-South Extension - Chris is working on flood plain locations. He has found poor soil quality on the southern portion. He is waiting for the developers to map out the wetlands. 1998 Road Program - Lions Park Drive has had their curbs replaced and the paving will begin on Thursday (weather permitting). UNFINISHED BUSINESS Discuss Urban/rural Drainage - Chris Zoppa is working on a cost comparison for drain ditches versus curbing. He will provide the pros and cons of each method as well as the long-term costs of maintenance of both alternatives. He believes that at this time, there is no financial advantage to continue with ditching in developed areas. Status of projects - Big Muskego Lake - Wayne reports that they will be installing more gravel in the overflow parking lot. Status of Reconstruction of STH 36/Jurisdictional Transfer - The Mayor attended a seminar on the topic of Jurisdictional Transfers. The revised Jurisdiction Transfer presented to the Committee is a compromise of both parties (Muskego and the DOT). The Mayor gave a brief overview of the changes to the document. Ald. Chiaverotti moved to recommend that the Jurisdiction Transfer be sent to Council. Seconded by Ald. Salentine. Carried by all. Further review of proposed turn lanes - Muskego Norway School - Mike Campbell talked with George Haines regarding the request of the City to obtain pertinent traffic data for this roadway. Mr. Haines informed Mike that any information they had was sent to the County regarding Racine Avenue. The School District also indicated that the shoulders on Kelsey and Crowbar will have to be widened. No Public Works Committee Minutes October 26, 1998 - Page 2 design work has been done. The Committee requests that the Mayor contact the School District to restate what needs to be done with Dr. Drury receiving a copy of any correspondence. Further review of Right-of-Way Maintenance Ordinance - Nothing to report - Please remove from agenda. Further discussion on recommendation to Council to adopt SEWRPC’s Regional Transportation System Plan for 2020 - This topic will be revisited next month. The Mayor reports that a presentation on this subject will occur at a future Committee of the Whole or Council meeting. Status of Public Works Committee procedures and policies - Due to the absence of Ald. Pionek, Ald. Salentine moved to defer this item until next months meeting. Seconded by Ald. Chiaverotti. Carried by all. Further review of Acceptance of Improvements (Road and Storm Sewer) Kimberly Estates - The hydrant elevation issue has been resolved to the satisfaction of the Public Utilities Committee. Ald. Chiaverotti moved to accept the Storm Sewer and Roads for the Kimberly Estates development. Seconded by Ald. Salentine. Carried by all. Further review of Soil Erosion Concern on Racine Avenue - Nothing available. Remove from agenda. Further review of drainage, grading and road plans - Avion Estates - R&M provided a copy of a memo sent on October 15, 1998 (attached) regarding their comments on the development with the areas that still require attention detailed. Storm water computations for the development were provided. Additionally, Chris Zoppa performed a storm detention analysis of the existing receiving wetland. The analysis shows that there is sufficient storage in the wetland for this development and others in the watershed. Due to high-water in the wetlands it is recommended that basements only be permitted to be constructed lower than elevations 813.8, if the ground is made up of tight clay soils. Additionally, no walk-out basements should be allowed. Ald. Chiaverotti moved to approve the Avion Estates revised plans with the conditions and restrictions specified in the October 15, 1998 correspondence from Mike Campbell, with a note being placed on the face of the plat stipulating that no walk-out basements are allowed. Seconded by Ald. Salentine. Carried by all. Discussion regarding item #5 on the letter for the culvert for the existing home. Tapered concrete end sections were put into place which is different from Public Works Policy that requires concrete end walls. Due to the fact that this is the only property which this is occurring on, Ald. Chiaverotti moved to approve the tapered concrete end sections. Seconded by Ald. Salentine. Carried by all. The Committee will discuss the use of head walls versus sloped embankments. Chris Zoppa will assist in the change in policy if necessary on this safety-related issue. Further review of Mary Thomas property - For additional information, see Status of Projects/Muskego Theater. Ald. Chiaverotti moved to require seed and mat stabilization of the Thomas property before winter. Seconded by Ald. Salentine. Carried by all. The Mayor’s office will forward a letter to Mary Thomas informing her of the Committee’s action. NEW BUSINESS Review plans for the Wiza property - Mr. Daniel Miske was present regarding this issue. He provided the Committee with 2 copies of the original drainage plan and any written correspondence pertaining to this legal matter. Mr. Wiza was not present this evening and has not submitted any revised plans. Ald. Chiaverotti moved to defer until next months meeting. Seconded by Ald. Salentine. Carried by all. Mr. Miske was advised to call City Hall to determine if Mr. Wiza will be Public Works Committee Minutes October 26, 1998 - Page 3 present of if revised plans have been submitted by Mr. Wiza at a future Public Works Committee meeting. Acceptance of Improvements - Willow Wood Addition #1 - Ald. Chiaverotti moved to approve the improvements contingent upon Erosion Control Officer approval. Seconded by Ald. Salentine. Carried by all. Review drainage concern - Aiuppa property - Mr. Aiuppa was present to request that he be allowed to tie into the detention pond at Kimberly Estates. The pond was designed to handle the water from the subdivision. Discussion on if this additional discharge would cause a problem. Chris Zoppa indicated that the amount of the water was not at a level that would cause concern. Mr. Aiuppa is requesting that he be allowed to install a drain tile on his property which will drain into the detention pond to handle the discharge of the sump pump that discharges clear water onto his property continually. Mr. Aiuppa will pay for the installation and the 4 inch drain pipe, but is unsure how deep to place the tile and how/who should install the tile. Ald. Chiaverotti moved to approve the installation of the drain tile, contingent upon City Engineer and Public Works Superintendent review and approval. Seconded by Ald. Salentine. Carried by all. Review request for garage and driveway access from Lakewood Drive (Bluegrass) - Mr. Ron Hintzke from Lemel Homes was present on behalf of the property owner. The owner has indicated that he has limited access on Lakewood Drive. Would like to flip the garage to the west side of the house and have the driveway access onto Lembezder Drive. If they were to use the existing access all of the vegetation would be lost. Discussion on minimum set-backs and differences in the two roads. Safety was an issue with the Highway Supt., and the Aldermen. Bluegrass has a posted speed limit of 25 MPH, while Lembezder has a 35 MPH speed limit. Access into and out of the property was questioned. The Committee agreed that the property owner purchased the land knowing the challenges the land posed. Ald. Chiaverotti moved to deny request for driveway access. Seconded by Ald. Salentine. Carried by all. Review request for reimbursement of road cutting - Adrian Drive - Mr. Zlensky was present to request a refund of $2,384 for his cost to cut into Adrian Drive. When Mr. Zlensky requested the permit, City Hall informed him that the permits cost was $576.00. The permit form had $576.00 clearly printed on the form as well. In a call placed to John Loughney by Mr. Zlensky it was discovered that the cost of the road cut (due to the newness of the road - less than one-year-old paving) would be $3,000. Mr. Zlensky disputes this cost due to his and City Hall personnel’s lack of knowledge of the price increase. Additionally, the forms still have the $576.00 price on them. Jobs are bid using this information. Corrections should be made and those that use these prices as a guide should be made aware of the pricing change. Additionally, the permit was given to Mr. Zlensky without the Highway Supt., signature of approval of the road cut. The process will need to be reviewed for possible changes in the procedure. Ald. Chiaverotti moved to refund $2,384 to Mr. Zlensky. The money to come from permit fees already paid to the City. Seconded by Ald. Salentine. Carried by all. Review quotes for new trucks - Wayne provided a comprehensive report on the request for truck quotes. 3 requests were sent out, 2 proposals were received. The half-ton regular cab Silverado pickup was priced at $17,147.87 (Lynch Chevrolet) and $17,399.00 (Koeffler Chevrolet). The Dual- wheeled 2 wheel drive dump truck $23,020.40 w/Heil dump, $23,862.40 w/Crysteel dump (Lynch Chevrolet) and $23,137.00 (w/Heil dump), $23,979.00 w/Crysteel dump (Koeffler Chevrolet). Ald. Chiaverotti moved to approve Lynch Chevrolet as the provider of these vehicles for 1999. Seconded by Ald. Salentine. Carried by all. Public Works Committee Minutes October 26, 1998 - Page 4 Review quotes for calcium chloride units - Wayne contacted New Berlin, Menomonee Falls and Brookfield to benchmark their calcium chloride equipment provider. All three use products from Commerce Industrial Chemicals, Inc. Pre-wetting systems are needed (tanks for chloride distribution which are attached to the truck). Based on the City’s needs and the lack of other providers of these units, Ald. Chiaverotti moved to approve the purchase of two pre-wetting systems at a cost of $1,400 each. Money to come from Contingency Fund if no money from inter-department transfer is available. Seconded by Ald. Salentine. Carried by all. Additionally a product storage tank is necessary to house the chloride at the garage. Ald. Chiaverotti moved to approve the purchase of one 5,000 gallon poly tank. Money to come from Contingency Fund if no money from inter-department transfer is available. Seconded by Ald. Salentine. Carried by all. The ordering of the calcium chloride was discussed. If Wayne places the order today, he would have the product in two weeks. Due to the potential need for the product quickly, Ald. Chiaverotti directs Wayne to order the calcium chloride at 31 cents per gallon. The funding for the purchase to come from the Salt/Sand account. Seconded by Ald. Salentine. Carried by all. Review drainage problem - Cook Drive & Kingston Drive - Chris Zoppa, Ald. Slocomb and Wayne have visited the site. Diggers Hotline will have to be called to find the buried utilities. Chris and Tom will be shooting some cross sections. Chris will be looking at three potential options to correct the drainage, after the survey is completed. Ald. Chiaverotti moved to defer until next months meeting. Seconded by Ald. Salentine. Carried by all. Little Muskego Lake 1999 Drawdown (Council Meeting of 10/13/98) - The Council requested clarification on this item. The Committee would like to move the date of review to set the next drawdown to August, 1999. The Committee felt that the October date was too late in the year to make this decision. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None HIGHWAY SUPERINTENDENT’S REPORT - Nothing to report. ADJOURNMENT - Being no further business to discuss, Ald.
