PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD THURSDAY, MAY 21, 1998
The meeting was called to order at 7:07 P.M. by Chairman Pionek. Committee members Ald. Kathy
Chiaverotti and Ald. Nancy Salentine were present. Also present were Ald. Mark Slocomb, Highway
Supt. John Loughney, Mike Campbell (Ruekert & Mielke), Mayor David De Angelis (7:13) and those
per the attached list.
Ald. Pionek noted that the meeting was posted in accordance with the Open Meeting Law on May
15, 1998.
STATUS OF PROJECTS - The following items were reported on:
Champions Village - Watermain to pump house being installed this week.
Muskego Regency - John Loughney and Sean McMullen of R&M performed a site visit to the area in
question. Photos were submitted of the area for the Committee review. Sunny Slope grading will be
correcting the problem at the end of the month. The Committee directs R&M to write a letter
reminding the resident of the need for the grading in order to improve the drainage and inhibit the
flow of water to the neighboring homes.
Muskego Theater - A new grading plan is being developed
Moorland Road-South Extension - Mike Campbell reports that this road is being shown as a County
road according to SEWRPC’s Regional Transportation system Plan for 2020.
New Library Project/Freedom Square Drainage - Letter was sent to Durant Architects by R&M
regarding the detention ponds capacity during a large storm event. Currently, the ponds will not be
able to handle the water with the addition of the Library drainage. Durant is working on viable
solutions to handle the water storage.
UNFINISHED BUSINESS
Discuss Urban/rural Drainage - John Loughney was requested to provide figures for the cost of ditch
maintenance and curb and gutter repair at a prior meeting. According to 1997 figures the cost of
curb and gutter including labor to install and tear out came to a total of $13,720. If this was hired
out, estimates were in the $22,000 range. Not included in the figures were machine time, trucking,
topsoil, seed, mulch, mulch material or fuel. Catch basin repairs in 1997 were estimated at $250.00
each. The total number catch basins repaired was unknown. John also indicated that he and his
crew are extremely busy. Additional labor and machinery should be considered at budget time.
Status of projects - Big Muskego Lake - With Lake Projects Coordinator Kristy Rogers accepting a
position elsewhere, John will be supervising the paving of the new launch.
Status of Reconstruction of STH 36 - The Mayor and John Loughney are creating a punch list to
submit to the DOT for jurisdiction transfer to occur. No resolution with Franklin to-date. A letter of
intent will be forthcoming from the DOT regarding the possible placement of a Park and Ride lot at

the corner of 36 and OO.
Further review of proposed turn lanes - Muskego Norway School - Traffic counts were performed by
the County. 4 pages of a 44 page report were received at the Police Department. John will be
requesting the full report. No field measurements were made regarding the size of the turn lanes
and the ability of buses to navigate those turns as of yet.
Further discussion on Salt/Storage Usage - John Loughney ordered 2,300 tons of clear salt with a
300 ton “cushion” order. Looking at salt storage structures and pricing of those units. Finance

Committee last evening made a motion to transfer the funding from 1998 for a new truck which is not
being delivered by the manufacturer until 1999 to partially finance the salt storage structure.
Further review of revised parking lot plans - Tess Corners School - Mike Campbell gave a brief
synopsis of the issue. R&M reviewed the issue and came up with 4 options to handle the flow of the
water (see attached memo). They have found that the drainage is very undersized for the amount of
water the system is attempting to handle. Dan Roeehrdez of Inspec, Inc., who is working on the
project also provided 2 other options to detain the flow of water. Option one was to channel all of
the water from the parking lot with a swail and berm into a small retaining pond. The cost estimate
for this option is $6,000-7,000. The additional option was the installation of a swail and moving the
water overland approximately 300 feet at the base of the playground. Ald. Salentine moved to
allow water coming from parking lot and playground to a swail into a berm and installing a
twelve inch pipe with plate (to restrict flow). Contingent upon review of Mike Campbell.
Seconded by Ald. Chiaverotti. Carried by all.
Further review of Right-of-Way Maintenance Ordinance - Due to the lack of review materials for the
new Committee members, Ald. Chiaverotti moved to defer this item until next month’s meeting.
Seconded by Ald. Salentine. Carried by all.
NEW BUSINESS
Recommendation to Council to adopt SEWRPC’s Regional Transportation system Plan for 2020 -
Mike Campbell reports that the plan shows the road systems, the jurisdiction transfers, sanitary and
water service. The new plan does not agree with the current use plan. Mike suggests that the
affected department heads review the new plan and compare it with the current use plan for errors
and omissions. Ald. Salentine directs Planning Department, Highway Superintendent and Utility
Superintended to review plan and make recommendations. Defer item until review is
completed. Seconded by Ald. Chiaverotti. Carried by all.
Review of redesign of intersection of Gold Drive and Steeplechase - No materials or representatives
were present or available for the meeting. Ald. Chiaverotti moved to defer item until materials are
furnished and directs John Loughney to compose a letter to Nienow Engineering (David
Andruck) to alert him to this situation. Seconded by Ald. Salentine. Carried by all.
Review of grading and drainage plans - Muskego Motor Car Company (Anton) - Due to a lack of
materials being submitted for review prior to the meeting, Ald. Salentine moved to defer this item
to the June 9, 1998 special meeting prior to the Common Council meeting. Seconded by Ald.
Chiaverotti. Carried by all.
Communication and Miscellaneous Business As Authorized By Law - The June 9, 1998 special
meeting will be held prior to the Common Council meeting at 6:00. The Library grading plan and
grading/drainage plans of Muskego Motor Car Co., will be discussed.
HIGHWAY SUPERINTENDENT’S REPORT - Nothing additional to report
ADJOURNMENT - Being no further business to discuss, Ald. Salentine moved to adjourn the
meeting at 8:55 P.M. Ald. Chiaverotti seconded, Carried by all.
