PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD THURSDAY, June 22, 1998
The meeting was called to order at 7:11 P.M. by Chairman Pionek. Committee members Ald. Kathy
Chiaverotti and Ald. Nancy Salentine were present. Also present were Ald. Mark Slocomb, Public
Works Supt. John Loughney, Mike Campbell (Ruekert & Mielke), Mayor David De Angelis (8:30) and
those per the attached list.
Ald. Pionek noted that the meeting was posted in accordance with the Open Meeting Law on June
19, 1998.
STATUS OF PROJECTS - The following items were reported on:
Candlewood Creek Subdivision - Remove from subsequent agendas.
Victoria Villas - Remove from subsequent agendas.
Muskego Regency - On 5/26/98 a letter was sent to Wimmer Brothers regarding drainage issues.
Sunnyslope Grading has performed the work necessary to remove standing water to the
complaintives satisfaction.
New Library Project/Freedom Square Drainage - Mike Campbell of R&M provided a copy of a memo
date June 22, 1998 (attached) that indicated that the culvert size on the Aurora Health Center and
the detention pond on the site will compensate for the detention shortfall on the Library site.
Different year storm event calculations were used on each property (different policies were in force
at the inception of each project). Due to the additional capacity at Aurora the detention needs of
both sites would almost be a wash. Future development in the vicinity was discussed and the
enlargement of detention areas to compensate for that future growth. The Mayor also indicated that
the Library project is currently on schedule.
UNFINISHED BUSINESS
Discuss Urban/rural Drainage - Ald. Salentine reports that on Woods/County Brook subdivision a
culvert with a steep grade (difficult to maintain) has been found to be wet at all times. Ald. Salentine
will provide additional data and will place on agenda.
Status of projects - Big Muskego Lake - The parking lot will be paved this week (weather permitting).
The island and lake restoration dedication will take place this Saturday (6/27/98) at 10:00 A.M. at the
Boxhorn Gun Club.
Status of Reconstruction of STH 36 - The Mayor and John Loughney met with the State regarding
jurisdictional transfer. The slurry backfill requirement has been dropped by the State in their ROW.
1,500 feet of ditching will occur on the south side of the road and complete ditching on the north side
of the road at a cost to the city of $10,000. The transfer will occur shortly. A tentative agreement
has been obtained with Franklin regarding the City of Muskego to handle the salting and plowing of
OO/HWY 36 with Franklin maintaining Ryan Road.
Further review of proposed turn lanes - Muskego Norway School - Traffic counts performed by the
County have not been received. John Loughney will send a letter to Dr. Drury regarding the field
measurements that are yet to be completed.
Further review of Right-of- Way Maintenance Ordinance - No discussion took place.
Further discussion on recommendation to Council to adopt SEWRPC’s Regional Transportation
System Plan for 2020 - Copies of the plan were requested by the Mayor, they have not been
received.

Further review of redesign of intersection of Gold Drive and Steeplechase - The pavement on the as-
built did not match that of the adjacent pavement. Mr. Jason Galeener (representative of the
company performing the work) is requesting a 5 x 50 taper for the curb allowance similar to Lake
Point. R&M has recommended the approval, contingent upon corrections being made. Ald.
Salentine moved to approve the R&M recommendation of the revised plans with 5 x 50 tapers.
Ald. Chiaverotti seconded. Carried by all.
Further review of grading and drainage plans - Muskego Motor Car Company (Anton) - Corrected
plans were submitted and reviewed by R&M and Ald. Pionek. All areas requiring corrections were
revised. Erosion control plan will be submitted to Tom Chiconas for approval. Recommendation by
the Committee for installation of barriers to inhibit the cars from rolling into the pond. Ald. Salentine
moved to approve the grading and paving plan for Muskego Motor Car Company based upon
City Engineer recommendation. Seconded by Ald. Chiaverotti. Carried by all. Retention pond
was discussed and decided not necessary because detention pond would not completely empty out
for 12 hours and then travel through ditches and two wetlands before entering Linnie Lac.
NEW BUSINESS
Review grading/drainage plans - Wiza Industries - A request for this Committee to grant approval of
the installation of two sump pumps on the Wiza Industries property. Attorneys for Wiza Industries
and Accurate Cad Cam Inc., were present to voice their positions on the project. Litigation is
currently taking place between Wiza Industries and Accurate Cad Cam Inc., concerning the amount
of water being discharged (allegedly without proper City approval) into the ditch in front of the
Accurate Cad Cam property. Due to the lack of a grading plan being submitted and no original
grading plan for a comparison, Ald. Salentine moved to defer this item until proper plans are
submitted. Seconded by Ald. Chiaverotti. Carried by all. Mr. Hunt (owner of Accurate Cad Cam)
discussed what he claims is his diminished property value due to the amount of damage the water is
causing him on his property. R&M to obtain copies of the master grading plan. Ald. Pionek will
discuss with Matt Sadowski to determine origin dates for the permits.
Determine curb and access requirements (Lowe property Tax Key #2229.992.006) - Mr. Wayne
Salentine (agent) and Mr. and Mrs. Lowe were present to discuss their unique situation. They are
requesting to install a road or two driveways to access their four lots. Only two of the lots will be built
on, the two in the front of the property are considered part of the setback. The land will have to be
“undedicated” in order to become a private road. The developer is requesting similar consideration
as the Graves property. The developer is willing to prepare a deed restriction to assure the
Committee that the land will not be further divided. The City standard is that all streets require curb
and gutter, in order to seek relief from installing curb and gutter, the drive will have to become a
private road, maintained by the abutting landowners. The consensus of the Committee was that a
private road, with rural cross section with a 24 foot wide asphalt paved surface would be acceptable,
based on approval of this new concept by the Plan Commission to the members of this Committee.
John Loughney voiced his opposition to private roads in general. Additionally, the ROW would have
to be vacated for private use, and an ingress and egress easement would have to be added to the
plat.
Discuss grading and drainage concerns - Mary Thomas property - Due to Ms. Thomas’s permit
expiring on 7/31/98, the Committee invited her to this meeting to voice their concerns regarding the
lack of activity on the site and the time left on the permit. The Committee is concerned that she will
not have the grading performed and restoration complete in time. Ms. Thomas indicates that she will
follow the plan, as submitted. Ms. Thomas was directed to obtain an extension to her permit, until
the theater grading plan was approved and then submit a revised grading plan.

Review grading and drainage plans for residential lot - Badertscher - Stricken from the agenda.
Under present policy, this is not a Public Works issue.
Review revised grading and drainage plans - Muskego Theater - The revised plans with corrections
were to be submitted to gain approval. The projects engineer failed to meet the cut off date. Ald.
Salentine moved to defer the item until next month. Seconded by Ald. Chiaverotti. Carried by
all.
Review all policies under the direction of the Public Works Committee - Chairman Pionek provided
copies of policies pertaining to Public Works Committee. No formal written policy has been
developed. Ald. Pionek would like to see one created for use and dissemination. The Mayor will
assign his intern the task of researching all past minutes to locate any/all Public Works Committees
past polices.
Discuss printing Undesirable Weed List along with Obnoxious Weed List - Ald. Chiaverotti, on behalf
of a constituent (Betty Czarapata) is requesting that a listing of undesirable weeds be published for
public education. John Loughney will coordinate the placement of the ad in the Legal Notices
portion of the local press. Betty Czarapata will pen the notice and forward to John Loughney for
placement. Ald. Salentine moved to approve the placement of an Undesirable Weed List in the
Legal Notices portion of the paper at a cost not to exceed $10.00. Seconded by Ald.
Chiaverotti. Carried by all.
Communication and Miscellaneous Business As Authorized By Law - None
HIGHWAY SUPERINTENDENT’S REPORT - Still working on brush pick up from the past storm.
Tess Corners Drive is having crack-fill performed in preparation to the surface coat being applied.
Culvert replacement is also occurring.
ADJOURNMENT - Being no further business to discuss, Ald. Salentine moved to adjourn the
meeting at 10:50 P.M. Ald. Chiaverotti seconded, Carried by all.
