Public Works Committee - MINUTES - 4/27/1998 PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, April 27, 1998 The meeting was called to order at 7:03 P.M. by Acting Chairman Pionek. Committee member Ald. Donna Woodard was present. Also present were, Ald. Mark Slocomb, Highway Supt., John Loughney, Mike Campbell (Ruekert & Mielke), Mayor David De Angelis (7:30) and those per the attached list. Ald. Pionek noted that the meeting was posted in accordance with the Open Meeting Law on April 23, 1998. STATUS OF PROJECTS - The following item were reported on: New Library Project - Gregg Baum of Durant Architects and John McCarthy of Graef, Anhalt & Schloemer provided revised grading plans and drainage alternatives to be considered. R&M had prepared a letter to the project leaders outlining all of the areas that still required attention. Many of the items will be addressed in the construction phase of the project. Cross culvert costs were discussed and sources for funding were considered. Two reports from Rust & Smith are to be reviewed by R&M within the week for the water retention data they contain for possible solutions to the drainage issues this project has. Ald. Woodard moved to defer until alternate plans are revised, at that time, a special meeting will occur to facilitate forward progress on the project. Seconded by Ald. Pionek. Carried by all. Muskego Regency - Ald. Salentine informed the Committee that a potential water problem is occurring on property abutting the Muskego Regency. John Loughney and Mike Campbell will perform a site visit to assess. UNFINISHED BUSINESS Discuss Urban/rural Drainage - John Loughney mentioned the poor shape the ditches are in. Ald. Slocomb discussed the Groveway French drain mentioning that he had received a call stating that water may not be draining correctly. Ald. Slocomb also indicated that Boxhorn Road dewatering well is also having drainage problems. John Loughney and Ald. Slocomb to visit both areas. Status of projects - Big Muskego Lake - A project to enhance the approach off of Durham Drive to the launch has been halted due to a lack of right-of-way on the roadway. Status of Reconstruction of STH 36 - John Loughney indicated that drainage problems exist along the roadway. The ditch, going to Big Muskego Lake will be cleaned out. The Mayor received a telephone call from the DOT regarding the requirements the City of Muskego will need before the transfer will take place. The DOT also is requesting those requirements in writing. Further review of proposed turn lanes - Muskego Norway School - Traffic counts are being performed this week. Status of Letter to DOT regarding mowing charges - Muskego Dam Road - John Loughney received a letter acknowledging that the DOT may not have followed the Weed Ordinance of the City of Muskego. No monetary reimbursement for the mowing charges was included in the letter. Public Works Committee Minutes April 27, 1998 - Page 2 NEW BUSINESS Review Right-of-Way Maintenance Ordinance - The Mayor supplied the Recommended ROW Ordinance. Muskego and 31 other cities participated in the recommendation process for the Ordinance. Until the Committee members have sufficient time to review the materials, Ald. Woodard moved to defer until next months meeting. Seconded by Ald. Pionek. Carried by all. Salt Storage/Usage - John Loughney presented his findings on alternatives to storing salt. His question is to build a storage facility for the salt for today’s needs or for future usage considerations? John would require 2,800 tons of clear salt for next year. Two samples of storage facilities are the domed model which can hold 3,800 tons of salt at a cost of $115,000 and the rectangular type of building (Franklin uses to store their salt) which can hold 4,280 tons at a cost of $163,000. The pros and cons of each model were presented. After John has compared the pricing of the structures, Ald. Pionek will calculate the cost of a concrete block building once the size of the structure is established. John provided costs for the various methods of snow/ice control. 1,500 tons of a sand/salt mixture will cost $60,000. 2,800 tons of salt alone, $84,000. Calcium Chloride $2,400 and Chloride dispenser, $7,000 (used when extreme cold temperatures are present). State salt bid is due on May 30, 1998. Prior to that, John will get measurements for rectangular shaped storage structure to obtain and compare pricing. Review grading plans - Adrian Drive Turn Around - R&M received revised plans that addressed the majority of concerns a few remain to be attended to. Ald. Woodard moved to approve the temporary cul-de-sac on Adrian Drive, contingent upon items remaining to be addressed, per the April 6, 1998 R&M letter (attached). Seconded by Ald. Pionek. Carried by all. Review 1998 Road Program Bids - R&M has received bids for the 1998 Muskego Road Program. Payne and Dolan, Inc. supplied a bid of $304,865.00 and Paving Mix and Construction, Inc. Bid was $318,497.50. Ald. Woodard moved to recommend approval of the bid from Payne and Dolan in the amount of $304,865.00. Seconded by Ald. Pionek. Carried by all. Review request for approval of installation of a temporary cul-de-sac, Pasadena Drive - Mr. Stan Potrykus of Metropolitan Engineering was present to request a temporary cul-de-sac. The road will not be extended for quite some time since the residents to the north of the area, have no intention of selling or subdividing their property in the near future. Water drainage was a concern with the water sheeting over the pavement. Alternatives for drainage were discussed. Ald. Woodard moved to approve the temporary cul-de-sac contingent upon installation of a swail and storm sewer connection to the catch basin. Seconded by Ald. Pionek. Carried by all. Review requested drainage easement - East Drive - Ald. Pionek presented a Plat of Survey for the parcel in question (Lot 13 Marlan Meadows). A legal description of the parcel will need to be developed and filed for an easement to be approved by Council. Discussion regarding the precedent this easement may set but prior ditching work has been performed on this parcel, and no easement had been obtained at that time. Ald. Woodard moved to approve the easement on East Drive, pending legal description submittal. Seconded by Ald. Pionek. Carried by all. Public Works Committee Minutes April 27, 1998 - Page 3 Review revised grading and drainage - Muskego Cinema - Ald. Pionek requested that this item be removed from this and subsequent agendas, until further notification. Several logistical problems have been found on the parcel that is to house the cinema. Review installation of backyard storm sewer, lot #17, Lakewood Meadows - John Loughney reports that the individual requesting the storm sewer has changed their mind. Review detention pond grading on Spinnaker Way - Mr. Art Pope and three other residents on Spinnaker Way were present to present their grading plan in order to reduce the amount of standing water on their four lots (all four are on the lowest points of the area). Due to a lack of pitch, the water is not draining correctly. Additionally, poor grading in the past has left “humps” of soil which are impeding the flow of the water. By creating a “v” with the addition of soil to the area, flow should improve. Making those changes will raise the flood level by 1/10 of a foot. Mr. Pope has contacted the residents in the area attempting to include them in the project. To-date, the only respondents to his requests were the three other residents. R&M has worked with the individuals on this plan. Jerry’s Landscaping will perform the job, adding approximately 400 yards of fill. A signed authorization from all residents, permitting this work to commence will be required. Ald. Woodard moved to approve the grading plan on Spinnaker Way, contingent upon receipt of signed approvals from all 11 property owners and approved by Attorney Molter. Seconded by Ald. Pionek. Carried by all. Review quotes for road side mower - John Loughney provided the two quotes he received for the requested equipment. Milwaukee Ford provided a $4,960 quote and Tractor Load Sales submitted a $4,815 bid. Both bids include the trade-in of the old mower. Ald. Woodard moved to accept the bid from Tractor Loader Sales for $4,815. Ald. Pionek seconded. Carried by all. Review revised parking lot plans - Tess Corners School - Revisions requested by Plan Commission were performed. Plan Commission requested that Public Works Committee review grading plan. Work will be done during summer. Impact of diverted water into culvert on Durham Drive is a concern. Ald. Woodard moved to defer item until next month’s meeting. R&M to review run off calculations and capacity limits. Seconded by Ald. Pionek. Carried by all. Communication and Miscellaneous Business As Authorized By Law - None HIGHWAY SUPERINTENDENT’S REPORT - John requested an update on the Storm Water Advisory Board. Ald. Slocomb provided a brief synopsis of the groups activities as of late. ADJOURNMENT - Being no further business to discuss, Ald. Woodard moved to adjourn the meeting at 10:29 P.M. Ald.
