SPECIAL PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO
MINUTES OF MEETING HELD TUESDAY, OCTOBER 14, 1997
The meeting was called to order at 7:02 PM by Chairman Domonic D’Acquisto. Also present
were Committee members Ald. Don Pionek, Ald. Mark Slocomb, Supt. John Loughney, Ald.
Woodard, Mike Campbell (Ruekert & Mielke), Bruce Zellner (Jahnke & Jahnke Associates)
and those per the attached list.
Chairman D’Acquisto noted that the meeting was posted in accordance with the Open Meeting
Law.
NEW BUSINESS
Final review of grading, storm sewer and road plans for Muskego Middle School: Ald.
D’Acquisto after reviewing correspondence received today had four major areas of concern
with the current plan submitted. In short, pond design problems and no water quality
calculations.
1. The sediment calculations for the water quality pond.
2. No water quality calculations were submitted with the trench which was added to act as a
water quality catchment area to trap sediment from the rear of the school
3. The detention pond calculations have been revised to increase the drainage area using a
“pre-development” condition. This calculation is in direct opposition to the recommendation of
using a “pre-settlement” calculation (the lands ability to handle water prior to any use of that
parcel of land) which was outline in a May 14, 1997 letter to Dr. Drury (attached). See bullet 2.
Mike Campbell explained that the current design handles 75 cubic feet per second of water,
using the pre-settlement calculation 30-35 feet per second would be handled.
4. The detention pond size and outlet structure will need to be increased due to the pre-
settlement” calculation.
Bruce Zellner felt that the pre-settlement recommendation far exceed current practices.
Additionally, current standards utilized exceed the ordinances as well.
Discussion regarding current land development projects and the standards used for each of
those developments.
Ald. Slocomb discussed his concerns with respect to run-off issues.
Regarding the 45º radius’s ability to accommodate a bus or large truck at the entrance. Bruce
will be checking with the bus company to find out their requirements. Committee requested
modification, as per R&M letter of October 14, 1997. Mr. Zellner agreed to make appropriate
changes.
The curb on Crowbar Road needs to be stopped at the end of the radius to allow for the
vehicles. The Committee believes that there is no problem granting this request.

Chairman D’Acquisto recommends that the Committee give contingent approval to the plan the
exceptions and conditions noted in the R&M letter of October 14, 1997 (attached). This will
enable the main building, parking lot and other “constants” on the project forward progress
while the technical aspects of the project are handled and modified.
Ald. Pionek moved to accept the plan with the exception of the major items listed and
contingent upon the resolution of each line item in the October 14, 1997 correspondence to
Matt Sadowski. Additionally, Bruce Zellner, Mike Campbell, Ald. D’Acquisto, Ald. Pionek and
other individuals will meet within the next week to go over each line item and come to closure
on those items. Ald. Woodard seconded. Vote 3-0, carried by all. Meeting will be noted in
accordance with Open Meeting Law. Ald. Slocomb also requested to attend.

Being no further business to discuss Ald. Woodard moved to adjourn at 7:40 PM. Ald. Pionek
seconded. Vote 3-0, carried by all.
