Public Works Committee - MINUTES - 5/27/1997PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF SPECIAL MEETING HELD TUESDAY, MAY 27, 1997 The meeting was called to order at 6:55 p.m. by Ald. D'Acquisto. Also present were Committee members Pionek and Woodard, Ald. Salentine and Sanders (arrived at 7:OO p.m.), Ald. Patterson (arrived at 7:05 p.m.), Ald. Slocomb, Mayor DeAngelis, Public Works Superintendent Loughney, Sean McMullen (Ruekert & Mielke) and Loomis Drive resident Joe Dibb. The Committee discussed Loomis Drive rebuilding and acceptance of bid. The Committee discussed at length how much effort should be expended on the two mile section of Loomis Drive. Pros and cons were discussed regarding the deteriorating concrete base under the asphalt, whether the additional cost of fracturing and sealing this concrete was justified or whether a two inch overlay would be sufficient. Supt. Loughney supplied traffic counts of Loomis Drive, Muskego Drive, and Durham Drive. Joe Dibb questioned the criteria for selecting streets for repair and Supt. Loughney replied that traffic volume on a given street was taken into consideration. Traffic on Loomis Drive averaged 182 cars per day over a one week period. Durham Drive and Muskego Drive, both streets which were overlaid in the previous year, had a daily count of 3,800 and 1,000 vehicles respectively. Mayor questioned the high cost of rebuilding when traffic volume was so low. Ald. Pionek feels he has streets in his district that need attention just as bad as Loomis Drive. (Corrected at July 10, 1997 meeting to read "Ald. Pionek feels there are streets in the Citv that need attention just as bad as Loomis Drive.) Ald. D'Acquisto feels we should expend the money and go all the way with a first class rebuild. Ald. Woodard agreed with Ald. D'Acquisto. Supt. Loughney stated that he was amazed that after spending several nights into the wee hours of the morning with the budget committee last fall to get the budget into an acceptable state that there is even any thought of spending nearly double of what was budgeted for 1997 road repairs. He stated that Loomis Drive would be serviceable for another year and should be addressed in the 1998 budget. Ald. Woodard motioned to approve Payne & Dolan bid of $207,741.03 for complete rebuild of Loomis Drive with three foot gravel shoulders. Seconded by Ald. Pionek, motion carried 2-1, with Ald. Pionek voting "no". Ald. Woodard moved to adjourn at 7:16 p.m. Seconded by Ald. Pionek, motion carried 3-0. 0 Respectfully submitted, John Loughney Public Works Superintendent
