Public Works Committee - MINUTES - 7/10/19970 PUBLIC WORKS COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD THURSDAY, JULY 10, 1997 The meeting was called to order at 7:20 p.m. by Ald. D'Acquisto. Also present were Committee members Pionek and Woodard, Public Works Superintendent Loughney, Mike Campbell and Sean McMullen (Ruekert & Mielke), and those per the attached list. Ald. D'Acquisto left the meeting at 7:25 p.m. Ald. D'Acquisto returned at 7:50 p.m. The meeting recessed at to respond to a fire call. Ald. Pionek assumed the chair until D'Acquisto left the meeting and Ald. Pionek resumed the chair. 10:35 p.m. and reconvened at 10:50 p.m. at which time Ald. Ald. D'Acquisto returned at 11:15 p.m. and resumed the chair. Ald. Pionek noted that the meeting was posted in accordance with the Open Meeting Law. The Committee reviewed minutes of meeting of June 23, 1997. Ald. Pionek moved to correct minutes to reflect the date of Special Public Works Committee meeting as June 10, 1997. moved to correct minutes to state that Ald. D'Acquisto not Ald. Seconded by Ald. Woodard, motion carried 2-0. Ald. Woodard Pionek was excused at 8:45 p.m. Seconded by Ald. Pionek, - - 0 motion carried 2-0. The Committee reviewed minutes of May 27, 1997. Ald. Woodard moved to correct paragraph 3 to delete the words "in his district" and replace with the words "in the City". Seconded by Ald. Pionek, motion carried 2-0. Mike Campbell updated the Committee on the status of the following projects: Candlewood Creek - There was nothing to report. Victorian Villas - There was nothing to report. Champions Villaae - There was nothing to report. Freedom Sauare Project - The Contractor, representatives from Rust Engineering, and Superintendent Loughney will conduct walk thru the week of July 14, 1997. Hec-2 Studv - There was nothing to report. Loomis Drive Road Project - Milling of pavement is scheduled to commence the week of July 14, 1997. Lannon Drive Turn Lane - The restoration at the intersection has been completed. The bike path is under construction. Holz Drive Road Project - There was nothing to report. The bid opening is scheduled for 7/18/97. The Committee discussed the status of the Linnie Lac dam. Ald. D'Acquisto gave a brief summary of what has happened to date. Supt. The Committee discussed drainage concern of Mr. Olson. The Committee explained that the Department of Public Works does not correct backyard drainage problems where there is no easement. Ald. Pionek moved to direct that the Department of Public Works install beehive type grate on Muskego Drive storm sewer inlet. Seconded by Ald. Woodard, motion carried 2-0. Ordinance to be sent to City Attorney for review. The Committee reviewed request to asphalt ditch slope on Tennyson Lane. Ald. Pionek moved to deny. Seconded by Ald. Woodard, motion carried 3-0. The Committee reviewed culvert charge for Mrs. Zelechowski. Mrs. Zelechowski is protesting installation of a 21" driveway culvert and charges for same. Ald. D'Acquisto suggested she go to Board of Appeals for resolution of her concerns. Ald. Pionek moved to table. Seconded by Ald. Woodard, motion carried 3-0. The Committee reviewed drainage plans for the Miller Waukesha County specifications. Ald. Woodard moved to state townhouses. Mike Campbell addressed ditch elevation per parcel 4 on grading plans. Seconded by Ald. Pionek, motion that developer is not required to show northern 500 ft. of carried 2-0. Corrections to be made as directed and forwarded to Ruekert & Mielke and the Committee. Ald. Woodard moved to defer. Seconded by Ald. Pionek, motion carried 2-0. The Committee reviewed quotes for the following Department of Public Works equipment: Asphalt roller and trailer to transDort same: Beuthling model Bt 2 trailer - $14,860.00. This quote includes - Kelbe Bros. Equipment Co. - Beuthling model 8300 roller and the trade in of a used Raygo roller. - Miller Bradford E, Risberg - Bomag B W 90 AD articulated roller and towmaster t 5 T trailer to transport same - $23,650.00. This quote includes the trade in of a used Raygo roller. Supt. Loughney pointed out the advantages the Bomag roller has over the Beuthling - articulated steering, double drum drive, single drum and double drum vibratory control, full hydrostatic drive, and pressurized water system. The Committee and Supt. Loughney concurred that the Bomag meets the City's requirements, while the Beuthling does not. Ald. Woodard moved to purchase the Bomag roller and towmaster trailer for $23,650.00. Seconded by Ald. Pionek, motion carried 3-0. It was noted that $24,500.00 was budgeted for this purchase. It was noted that $7,000.00 was budgeted for this purchase. The Committee reviewed subdivider's exhibits for Deer Creek. Mike Campbell and Ald. Pionek questioned engineer Dean Olson about subdivision run off to existing homes on Spinnaker Way. grades. The Committee discussed type of storm sewer inlet Supt. Loughney and Mike Campbell will walk site to verify grate to be used on Parkland Drive. The Developer was instructed to provide documentation as to feasibility of his proposed alternate grate. Ald. Pionek moved to defer due to correction needed on drainage plans. Seconded by Ald. Woodard, motion carried 3-0. The Committee reviewed subdivider's exhibits for the Muskego-Norway Middle School. Ald. D'Acquisto questioned who will review plans at Ruekert & Mielke. Mike Campbell responded that he and Sean Sullivan are reviewing plans. Bruce Zellner, the engineer for the Muskego-Norway School District answered questions from Mike Campbell and the Committee. Ald. Pionek asked why the buildings were located so near the park to the south, and also indicated that he thought additional detention capacity should be considered. The School District hopes to utilize the park for overflow parking during special events, etc. The following people voiced concerns about quality of water that would enter Lake Denoon from the site - Ray Christenson, Mike Bruch, Kim Gabrhel, and Robert Banner. Supt. Loughney questioned the use of the brush fence line at east side of property for detention/siltation purposes. Ald. Pionek moved to defer. Seconded by Ald. Woodard, motion carried 3-0. The Committee reviewed subdivider's exhibits for the Muskego Theater. Bob Gassert from Metropolitan Engineering discussed grading plans and water detention ponds. Ald. Woodard moved to defer. Seconded by Ald. Pionek, motion carried 2-0. Mike Campbell had questions about drainage. Will Hein, The Committee reviewed subdivider's exhibits for Park Estates. discharge for lots 13-17. Ald. Pionek questioned height of engineer for Metropolitan Engineering, discussed sump line building pads in regard to lot grades. Ald. Pionek moved to defer. Seconded by Ald. Woodard, motion carried 3-0. Under "Communications And Any Other Business Authorized By Law", the committee discussed procedure for subdivider's September 1997 Public Works Committee meeting, a new policy exhibit approval. The committee determined that as of the will be implemented whereby "NO PLANS WILL BE REVIEWED BY THE PUBLIC WORKS COMMITTEE UNTIL THEY HAVE BEEN SUBMITTED TO THE Public Works Committee - Page 5 July 10, 1997 PLAN OFFICE. THE PLAN OFFICE WILL TAKE THE RESPONSIBILITY TO SUBMIT THEM TO THE CITY ENGINEERS. THE CITY ENGINEERS WILL THEN ALL ENGINEERING AND TECHNICAL CHANGES MUST BE COMPLETED PRIOR SEND THEIR COMMENTS TO THE PLAN OFFICE AND THE DEVELOPER AND TO THE ITEM BEING PLACED ON THE PUBLIC WORKS AGENDA. ITEMS THAT NEED POLICY DECISION OR VARIANCE MAY BE SUBMITTED TO THE COMMITTEE". The above policy is being implemented to assist both developer's engineers as well as staff and committee as far as achieving the most cost-effective approvals. Ald.
