Public Works Committee - MINUTES - 1/27/1997- 0 PUBLIC WORKS COMMITTEE - CITY OF MUSKEGG MINUTES OF MEETING HELD MONDAY, JANUARY 27, 1997 The meeting was called to order at 7:12 p.m. by Chairman D'Acquisto. Also present were Committee members Suhr and Pionek, Mayor DeAngelis, Public Works Superintendent Loughney, Ald. Rasmussen, Mike Campbell (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. The Committee reviewed minutes of previous meeting. Minutes were corrected to reflect that the Mayor was directed to seek approval of the DNR after March 1, 1997 for drawdown of Little Muskego Lake. Mike Campbell updated the Committee on the status of the HEC-2 Study. Mr. Campbell advised that the DNR has accepted the report submitted by Ruekert & Mielke. Mike Campbell updated the Committee on the status of Lannon Drive turn lane. Liquidated damage matter will need to be addressed. Mayor will meet with contractor to negotiate. supt. Loughney questioned if Muskego Creek will be dredged this summer. Mayor advised that study is presently being worked on. The Committee reviewed the status of Moorland Road Extension. Corps of Engineer's permit was set to expire on January 21, 1997, but has been renewed for an additional 12 months at which time it will expire. The Committee reviewed the status of the Public Works Garage Addition. supt. Loughney informed the Committee that a contractor has been hired to repair leaks, but is waiting for favorable weather to perform the work. Final payment to F. C. Price will be held until work is completed. Ald. Suhr moved to defer action. Seconded by Ald. Pionek, motion carried 3-O. The Mayor advised that the Little Muskego Lake Protection and Rehabilitation District did not renew the road bond related to the Jewel Crest Drainage Project. The Mayor advised that the ditching permit for Groveway Lane has not been received, and the Award of Bid and contracts for the boat launch on Big Muskego Lake has not yet been signed. The Committee removed the purchase of City's sand/salt by the Muskego-Norway School District from the agenda. Rasmussen stated residents in area have expressed their desire to lose as few trees as possible, and the road plan proposed addresses that issue. Asphalt gutter vs. concrete was discussed. Project will be bid out with alternate bid for concrete gutter. Ald. Suhr moved to approve road layout as presented. Seconded by Ald. Pionek, motion carried 3-o. The Committee reviewed status of Loomis Drive with Joe Dibb. Mr. Dibb explained his concern with poor condition of road. supt. Loughney confirmed that road is in poor condition, and explained how roads are selected for repair. supt. Loughney read letter from Payne & Dolan explaining options and costs that could be considered in repairing road. Ald. D'Acquisto explained Paser system that will be implemented in 1998 which will prioritize roads for repair. Ald. D'Acquisto and Mayor DeAngelis expressed interest in considering this as a separate project outside of the regular annual road maintenance program. Ald. Suhr moved to defer until next meeting for additional consideration of funding options and to review any additional roads which may need the same type of repair. Seconded by Ald. Pionek, motion carried 3-O. The Committee reviewed grading and drainage plans for Muskego Storage expansion with Tony Zanon, Jahnke & Jahnke. Present owner is looking to expand to the north of existing buildings. Ald. Suhr moved to approve plans submitted contingent on owner meeting conditions outlined in January 24, 1997 correspondence from Sean Sullivan, Ruekert & Mielke. Seconded by Ald. Pionek, motion carried 3-O. The Committee removed drainage concern of Mr. Knudsen from the agenda. Ald. D'Acquisto requested that Supt. Loughney contact Mr. Knudsen to discuss situation. The Committee discussed removal of fuel tank and installation of new tanks at City Garage with Supt. Loughney. supt. Loughney questioned if Ruekert & Mielke would be responsible for writing specifications for new tanks. Ald. Suhr moved to direct Supt. Loughney to work with Ruekert & Mielke and/or other firms to write the specifications for removal and installation of the fuel tanks at the City Garage. Seconded by Ald. Pionek, motion carried 3-O. The Committee discussed re-writing of asphalt paving specifications with Supt. Loughney. supt. Loughney advised that specifications need to be updated, as necessary items are missing. Ald. Pionek moved to direct Supt. Loughney to work with Ruekert & Mielke to rewrite asphalt paving specifications. Seconded by Ald. Suhr, motion carried 3-O. PUBLIC WORKS COMMITTEE - PAGE 3 JANUARY 27, 1997 The Committee discussed drainage concerns regarding Jeff Olson on Elm Street. supt. Loughney explained situation. Ald. Pionek stated he feels that home builders are not given proper grading plans at the time of construction to prevent situations like this. Ald. Pionek questioned to what degree is the City responsible for drainage. Ald. Suhr feels this is a private property matter. Ald. Suhr moved to deny request. Seconded by Ald. D'Acquisto, motion carried 2-l with Ald. Pionek voting "no". Problem with pipe outlet on Earnest Howitt property was removed from the agenda, as Public Works Department will address problem in spring, weather permitting. Request to remove rocks from Sullivan property was removed from the agenda, as Public Works Department will address problem in spring, weather permitting. The Committee discussed drainage concern regarding Mr. Doll on Marybeck Ct. Ald. Pionek explained situation where a neighbor has constructed a berm which may be blocking drainage. supt. Loughney questioned the responsibility of the Public Works Department in this situation. Mayor explained that if berm was improperly constructed, the property owner would need to remove it. If City is responsible for problem, the Parks Department would be responsible since it is their property. Ald. Suhr feels this is a private property matter. Ald. Suhr moved to defer to next meeting in order to have the Planning Department review grades to be taken by the Public Works Department and Ald. Pionek to determine if berm was properly constructed. Seconded by Ald. Pionek, motion carried 3-O. The Committee removed drainage plans for the Muskego-Norway School District from the agenda. The Committee deferred action on Acceptance of Improvements for Plum Creek East and Lakeview Highlands South. The Committee reviewed Acceptance of Improvements - Meadow Green, Meadow Green-West, I, II, and III with Mr. Greg Boehm. There are items that have not been addressed. The Committee deferred action until spring when items have been corrected. The Committee reviewed Construction Plans for Lakewood Meadows Addn. #2 with Bob Gassert. Mr. Gassert was looking for direction as to the City's preference for a turnaround or an extension of the road pavement. Ald. Suhr moved to defer to the next meeting to allow Committee more time to review plans. Seconded by Ald. Pionek motion carried 3-O. PUBLIC WORKS COMMITTEE - PAGE 4 JANUARY 27, 1997 supt. Loughney advised that one employee has been hired to fill one of the vacancies in the Public Works Department. He will be interviewing for the other open position tomorrow. Ald. D'Acquisto complimented the Public Works Department on the fine job that is done plowing and sanding/salting roads. Ald. Suhr moved to adjourn at 9:58 p.m. Seconded by Ald.
