PUBLIC WORKS COMMITTEE - CITY OF MUSKEGG
MINUTES OF MEETING HELD MONDAY, FEBRUARY 24, 1997
The meeting was called to order at 7:09 p.m. by Chairman D'Acquisto. Also present were Committee members Suhr and Pionek, Mayor DeAngelis (arrived at 7:25 p.m.), Public Works Superintendent Loughney, Ald. Rasmussen, Mike Campbell (Ruekert & Mielke), and those per the attached list.
The Committee noted that the meeting was posted in accordance
with the Open Meeting Law.
The Committee reviewed minutes of previous meeting.
Mike Campbell updated the Committee on the status of Moorland
Road Extension. There is a problem with traffic signals planned for Janesville Road at Moorland Road. Ald. D'Acquisto
directed that correspondence be drafted by Ruekert & Mielke,
signed by Mayor De Antelis who will direct to County Executive
Dan Finley with copies to state representatives Mary Lazich and Scott Gunderson indicating discussions that have taken place,
and the lack of response the City has had. Mayor suggested
that copies not be sent to state representatives Mary Lazich
and Scott Gunderson.
Ald. Rasmussen updated the Committee on the status of ditching
permit on Groveway Lane.
The Mayor advised that contracts have been signed today for the
Big Muskego Lake boat ramp. Mike Campbell updated the
Committee on the boat ramp construction plan. Mayor suggested that Ruekert & Mielke discuss with Mark Paulat and that the DNR
be contacted to ascertain what plan is acceptable to them.
The Committee continued discussion on condition of Loomis Drive
from previous meeting with Ald. Rasmussen and Joe Dibb. Due to
deteriorated condition of existing road, entire road bed will
need to be replaced. Ald. Pionek questioned if there are any
other streets in need of this extensive of repair. supt. Loughney advised there are not. Ald. Suhr moved to proceed
with Loomis Drive Rebuilding project, and to forward to the Finance Committee to explore the possibility of a borrowing. Seconded by Ald. Pionek, motion carried 3-O.
The Committee continued their discussion of backyard flooding
problem for Mr. Doll. Ald. Pionek advised that grades have not been taken yet. Ald. Pionek moved to defer indefinitely pending further research. Seconded by Ald. Suhr, motion
carried 3-O.
The Committee discussed the status of engineering specs for
removal and installation of fuel tank at the Municipal Garage.

supt. Loughney advised that Bob Skatrud from Ruekert & Mielke
is working with him on this project. A meeting will be held with the Parks Department and Police Department to coordinate
where and how the tanks will be operated. Supt. Loughney stated that more information will be available next meeting.
Ald. Suhr moved to defer. Seconded by Ald. Pionek, motion carried 3-O.
supt. Loughney advised that work on the asphalt paving specifications is continuing. Ald. Pionek moved to defer. Seconded by Ald. Suhr, motion carried 3-O.
The Committee discussed status of liquidated damages for Lannon Drive turn lane with representatives from Payne & Dolan. Mike Campbell and the Mayor explained the situation. Rick Schmidt, Payne & Dolan, addressed the Committee and asked for
consideration considering the circumstances. Ald. D'Acquisto
questioned what steps were taken to have project completed in a more timely manner. Mr. Scott Batchebr, Payne & Dolan, explained that their sub-contractor as well as other
sub-contractors were requested to begin project, but due to
change of start date, were extremely busy. There was lengthy discussion as to substantial and final completion dates. Ald.
Suhr moved to subtract 14 days from 54 days of liquidated
damages, and to suspend liquidated damges from November 27,
1996, and to set June 30, 1997 as final completion date for
restoration. Seconded by Ald. Pionek, motion carried 3-O.
The Committee discussed the date for lowering Little Muskego Lake. The Mayor advised that the DNR has a concern that the City not lower the lake level until such time as there is a
"black ice" condition or there is significant separation from
the shoreline of any existing ice on the lake. Safety is the
major concern. The DNR has indicated that April 1 deadline may
be compromised. Ald. D'Acquisto stated that safety and
property damage concerns should be considered, and suggested
that Supt. Loughney be given discretion to lower lake level one
ft. at such time as he sees fit, in consultation with the Mayor. Mayor advised that up until April 1, the City has
permission to draw down the lake two ft. Ald. D'Acquisto
advised that due to early thaw last week, the dam was opened on
Friday, February 21. Ald. D'Acquisto advised that property
owner at end of Topaz Drive had water approaching his home last
week. Ald. D'Acquisto moved to direct that Supt. Loughney be
given discretion to lower lake level one ft. at such time as he sees fit, in consultation with the Mayor. Seconded by Ald.
Suhr, motion carried 3-O. Ald. Suhr requested that status
report be provided by Supt. Loughney for the special Public Works meeting to be held March 11, 1997.
The Committee discussed drainage concern for Mr. Hetzel on
Spring Street. Mr. Washburn, a neighbor of Mr. Hetzel whose
property is adjacent to the ditch on the north side, spoke in regards to the problem. He stated he is not interested in an

easement, and doesn't feel there is a major problem. Ald. D'Acquisto stated he felt that this is a private property
problem in which the City should not become involved. Ald. Suhr moved to defer to next month's meeting with the
understanding that this issue will not be carried forward any
further than next month. Seconded by Ald. Pionek, motion carried 2-1, with Ald. D'Acquisto voting "no".
supt. Loughney advised that County Supervisor Frank DeAngelis requested that widening of Janesville Road be discussed at the
Committee. Acquisition of future road right-of-way width from the Tess Corners area to Racine Avenue has been questioned at the County level. Mayor indicated that the County has identified possibly 28 properties that may need to be
relocated, and that the County is looking for direction from
the City. Final completion is estimated to be in 2004 or
2005. Supt. Loughney was requested to obtain pertinent information from the D.O.T. Ald. Suhr moved to defer to next
month's meeting. Seconded by Ald. Pionek, motion carried 3-O.
Ald. Suhr moved to defer acceptance of improvements for Plum
Creek East til spring, 1997. Seconded by Ald. Pionek, motion carried 3-O.
Ald. Suhr moved to defer acceptance of improvements for Lakeview Highlands indefinitely. Seconded by Ald. Pionek,
motion carried 3-O.
The Committee reviewed Lakewood Meadows Addn. #2 final plat and
construction plans with Bob Gassert of Metropolitan Engineering and attorney Kathryn Sawyer Gutenkunst, representing the
developer. Tans Drive extension was discussed at length.
Cul-de-sac in front of well house vs. extension of pavement to
Bluegrass Drive was discussed. Mike Campbell advised that
wetland detention area questions have not been addressed. The
Committee discussed delineation of the detention/wetland
areas. Mayor expressed concern with amount of water that would
be directed to wetlands, and requested that Ruekert & Mielke
review flow calculations. Ald. Suhr moved to defer and to
direct Ruekert & Mielke to review calculations to report to
next month's meeting. Seconded by Ald. Pionek. Atty. Gutenkunst requested that issue be discussed again prior to
next regularly scheduled meeting. Ald. Suhr amended motion to
direct Ruekert & Mielke review calculations, and to schedule a
special Public Works Committee meeting prior to Finance
Committee meeting on March 11, 1997 at 6:45 p.m. in the event
calculations are completed and ready for review. Seconded by
Ald. Pionek, motion carried 3-O.
supt. Loughney advised that this year the City is purchasing salt through the State Bid. Due to short supply of salt, the
City may not have available the tonnage we thought we had.

Ald. Pionek questioned Supt. Loughney as to roads planned to be
paved and/or sealcoated in 1997, and whether Meadow Drive was
one of the roads selected. supt. Loughney advised that it is
not.
Ald. D'Acquisto discussed permit for dredging on Kingston Bay in
Little Muskego Lake, and the fact that the Committee has not
seen a request for permit for removal of spoils. Mayor
confirmed that he has not seen, and an extension for one year
has been granted.
Ald. Pionek questioned status of B. Michaels driveway problem.
Ald. D'Acquisto advised that the matter is being discussed by the City Attorney and the property owner's attorney, and is
inappropriate for discussion at this time. Ald. D'Acquisto will
follow-up with City attorney to determine status.
Ald. Suhr moved to adjourn at 9:55 p.m. Seconded by Ald.
Pionek, motion carried 3-O.
