PUBLIC WORKS COMMITTEE - CITY OF MUSKEG0
MINUTES OF MEETING HELD THURSDAY, AUGUST 21, 1997
The meeting was called to order at 7:25 p.m. by Ald. Pionek.
Also present was Committee member Woodard, Public Works
Ald. Slocomb. Ald. D'Acquisto was absent.
Superintendent Loughney, Mike Campbell (Ruekert & Mielke) and
Ald. Pionek noted that the meeting was posted in accordance
with the Open Meeting Law.
Mike Campbell updated the Committee on the following projects:
Freedom Sauare Drainage - Grass growth is insufficient. Will
be reinspected October 1, 1997 for release of remaining funds.
Deer Creek Phase I1 - Preconstruction meeting scheduled for
8/28/97.
Loomis Drive Road Project - Sealing crew has been called off of
done by Payne & Dolan. Sealing to be done week of August 25,
project for a couple of days. Additional patch work has been
1997 weather permitting.
There was nothing new to report on Moorland Road extension.
The Committee reviewed status of drainage problem for Sal
Ferrito. Ald. Slocomb stated that problem seems to have been
corrected, but ditch needs to be seeded.
The Committee discussed Big Muskego Lake project. Sean
McMullen is working on clarifying dump site for dredging
material. Ald. Slocomb advised that Dick Bennett has permit to
accept material.
The Committee discussed fuel tank installation. Supt. Loughney
presented cost estimates from Ruekert & Mielke. For 1998
budgetary purposes it is estimated that tank installation would
cost $260,000.00 and tank removal estimated at $25,000.00. The
1997 budgeted amount of $125,000.00 would be rolled over to
1998. The Committee discussed situation and no consensus was

The Committee reviewed drainage concern for Muskego Regency
with Bob Gassert. Mr. Gassert updated the Committee on the
situation. Ald. Pionek and Supt. Loughney expressed concerns.
Mike Campbell expressed concern with storm sewer plan, and
necessity of having a fail-safe backup system to protect
buildings and sanitary sewer from being flooded. Several
options for storm sewer design were discussed. Two sump pumps,
pumps will be installed. Ald. Woodard moved to approve plan as
two sump crocks, and backup power system to handle two sump

The Committee reviewed drainage concern of Mr. Olson. Supt.
Loughney reported that beehive grate that was requested has not
been installed as yet due to unforseen engineering
difficulties. The problem should be resolved in next 30 days.
The Bluhm Creek drainage project was not discussed since Mayor
was not present.
Ald. Woodard moved to defer til next month's meeting review of
platting ordinances for parcels not covered under subdivision
platting ordinances. Seconded by Ald. Pionek, motion carried
2-0.
The Committee reviewed request for cost consideration for a 21"
driveway culvert that was installed for Patti Zelechowski.
Ald. Woodard moved to deny request based on existing policy.
Supt. Loughney explained the need for a 21" driveway culvert.
Seconded by Ald. Pionek, motion carried 2-0.
The Committee reviewed drainage concern of Northwestern
Aluminum Foundry with Ed Dumke. Mr. Dumke stated that the pond
on his property cannot take any more water due to the lack of
an outlet. The storm sewer system that drained the pond is no
longer functioning, and the pond is increasing in size. Ald.
Pionek and Slocomb expressed an interest in making an on-site
inspection.
The Committee reviewed the following quotes for finishing the
fencing of the City Garage property:

The Committee reviewed drainage concern with A1 Basse with
regard to the Muskego Medical Clinic on Janesville Road. Mr.
Basse stated that the swale was not constructed properly, and
he is requesting that a variation of the swale be allowed to be

The Committee discussed acceptance of improvements for Willow
Pond. Supt. Loughney advised that there is cracked curb that
needs attention. Ald. Woodard moved to accept improvements
subject to correction being made to cracked curbs and storm
sewer basin problems. Seconded by Ald. Pionek, motion carried
2-0.
Acceptance of improvements for Lakeridge Apartments was removed
from the agenda per Matt Sadowski's request.

The Committee discussed grading plan for the Muskego Theatre
Seconded by Ald. Pionek, motion carried 2-0. Approval of storm
sewer and paving plans was deferred, as well as decision on
planting of trees on berm.
Supt. Loughney questioned if unexpended monies left over from
patrol truck. It is planned that the 1967 water truck be
fence quote could be used toward the purchase of the 1997
water tank be installed on an existing truck. If the chassis
traded without the water tank, since it is planned that the
of the water truck does not bring in enough revenue, there may
be a need to use the unexpended monies left over from the fence
quote. The Committee felt there would be no problem.
Ald. Woodard moved to adjourn at 10:35 p.m. Seconded by Ald.
Pionek, motion carried 2-0.
