MINUTES OF MEETING HELD MONDAY, APRIL 28, 1997

The meeting was called to order at 7:06 p.m. by Ald. Pionek.
Also present was Committee member Ald. Woodard, Mayor DeAngelis, Public Works Superintendent Loughney, Mike Campbell (Ruekert &
Mielke), Ald. Salentine and Slocomb, and those per the attached
list. Aid. D'Acquisto was absent.
The Committee noted that the meeting was posted in accordance
with the Open Meeting Law.
The Committee reviewed minutes of previous meeting.
The Mayor updated the Committee that representatives of
Candlewood Creek Subdivision have indicated that they intend to
submit revised plans some time this year.
Mike Campbell updated the Committee on the HEC-2 Study. A Public Hearing will be held.
Mike Campbell advised that within the next two weeks restoration
will begin on the Lannon Drive turn lane.
The Committee discussed Mr. Olson's concern regarding poor drainage on Boxhorn Drive. Ald. Slocomb will follow-up with
Grant Administrator Mark Paulat as to timetable for dredging
channel to Big Muskego Lake.
Mike Campbell updated the Committee on the status of Moorland Road Extension. County has responded favorably to City concern
regarding traffic signaling at the intersection with Janesville
Road.
The Committee discussed status of boat ramp on Big Muskego Lake.
Ald. Slocomb advised that Mark Paulat has requested the Parks
Department to begin dewatering process. He advised that pile of
Christmas trees located at access site will be used for fish
cribs in lake.
There was nothing new to report on backyard flooding problem for Mr. Doll on Marybeck Court.
The Committee discussed status of reconstruction of Loomis Drive
with Mr. Joe Dibb. Mike Campbell stated the project is out for
bid, and bids have not been received to date. The Committee
will review bids at next month's Public Works Committee meeting.
Mr. Dibb questioned why road counter has been placed on road. supt. Loughney advised that he wanted to know how many cars are using the road. Mr. Dibb advised that many residents avoid
using the road due to its poor condition.

Mike Campbell advised the Committee that Bob Skatrud is working
with Public Works Superintendent John Loughney on the engineering specifications for the removal and installation of a
fuel tank at the Municipal Garage.
The Committee reviewed status of Little Muskego Lake dam with
Ald. Salentine. Supt. Loughney advised that there is no water going over spillway presently. Ald. Salentine requested normal
drawdown of Little Muskego Lake for Fall, 1997. Mayor stated
that he felt direction as to drawdown request should come from
the Little Muskego Lake Protection & Rehabilitation District.
There was nothing new to report on the status of widening of
Janesville Road.
Ald. Salentine advised the Committee that a meeting is scheduled
for Tuesday, May 6, 1997 at New Berlin City Hall regarding the Linnie Lac Dam.
The Committee discussed status of Holz Drive dredging project
with Mr. Gerald Raynor. Neighbors in the area of the project
are looking for reimbursement in the amount of $1,044.00 for
Phase I from the City for dredging that was done in front of a
city-owned parcel. Funding to be taken from the Rural Drainage
account. Ald. Woodard moved to defer to allow review of maps
identifying property. Seconded by Ald. Pionek, motion carried
2-o.
The Committee reviewed grading plan for 7 lot land division on
Hillendale Drive with Mr. Fred Graves. Mr. Graves is interested
in constructing a cul-de-sac as a private road in his PUD
subdivision. Mayor DeAngelis advised that a private road must
meet minimum standards with regard to road construction, and
division can be made under a Certified Survey Map. Ald. Pionek
stated he did not wish to see a road reservation noted on CSM,
with the intent of possible takeover by the City some time in
the future. Mayor stated that he felt road reservation must be
noted on the CSM. Mr. Graves stated maintenance of the, road would be the responsibility of lot owners. Ald. Woodard moved
to defer to next month's meeting. Seconded by Ald. Pionek, motion carried 2-O.
The Committee discussed final payment to F. C. Price for
Municipal Garage Addition. Superintendent Loughney advised that
ceiling tile need to be replaced in the hallway. Ald. Woodard
moved to approve payment to F. C. Price in the amount of
$5,000.00 less $117.00, which was the cost of brick sealing,
provided that ceiling tile are replaced by F. C. Price. Seconded by Ald. Pionek, motion carried 2-O.

The Committee reviewed acceptance of improvements in Lakeview Highlands. Ald. Woodard moved to accept improvements in Lakeview Highlands. Seconded by Ald. Pionek, motion carried 2-o.
The Committee reviewed the following bids received for the 1997
Road Improvement Program:
Payne & Dolan $ 282,340.OO
Paving Mix & Construction $ 297,120.oo
Scott Construction $ 322,694.OO
Ald. Woodard moved to accept low bid from Payne & Dolan in the
amount of $282,340.00 for the 1997 Road Improvement Program,
contingent on a change in subcontractor. Seconded by Ald.
Pionek, motion carried 2-O.
The Committee discussed grading concerns for Muskego Regency with Ald. Salentine. There appears to be a drainage problem on
the property which needs to be corrected. Mayor DeAngelis
stated that a revised site plan is to be reviewed by the Plan
Commission, and a revised grading plan will be resubmitted to the Public Works Committee.
The Committee discussed drainage concern of Mr. Ted Witkowiak,
Country Squire Restaurant. supt. Loughney advised that there is
an area of private property that needs work to alleviate
drainage concern. Ald. Woodard moved to have the Public Works
Superintendent send a letter to Mr. Witkowiak describing what
work he needs to do to correct drainage problem. Seconded by
Ald. Pionek, motion carried 2-O.
The Committee reviewed annual request from Muckey 4H to store
their bus at the Municipal Garage. Ald. Woodard moved to allow
Muckey 4H to store their bus outside at the Municipal Garage.
Seconded by Ald. Pionek, motion carried 2-O.
The Committee reviewed subdivider's exhibit with a
representative from Berg Development for Racine Avenue & Lions Park Drive. Ald. Pionek stated he felt plans were difficult to
interpret. Mike Campbell explained changes that have been made
on plans. Storm sewer concerns were discussed. Ald. Woodard
moved to accept plans as presented, contingent on manhole
correction being made. Seconded by Ald. Pionek, motion carried
2-o.
supt. Loughney advised that his men are extremely busy due to
dry weather. supt. Loughney suggested that a meeting be held
with Mr. Sullivan regarding the picking up of rocks on the back
of his property abutting Martin Drive. Aid. Pionek will
coordinate. Ald. Pionek suggested that Supt. Loughney take a

look at the pipe that leads to Little Muskego Lake on Howitt property. Ald. Pionek expressed dissatisfaction with street
sweeping machine that was rented to sweep City streets.
Ald. Woodard moved to adjourn at 9:40 p.m. Seconded by Ald.
Pionek, motion carried 2-O.
