Public Works Committee - MINUTES - 9/23/1996PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, SEPTEMBER 23, 1996 The meeting was called to order at 7:05 p.m. by Chairman D'Acquisto. Also present were Committee members Suhr and Pionek, Mayor DeAngelis, Public Works Superintendent Loughney, Mike Campbell (Ruekert & Mielke), Ald. Rasmussen, Ald. Salentine, and those per the attached list. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. The Committee reviewed minutes of previous meeting. The Committee discussed the drainage canal from Boxhorn Drive to Big Muskego Lake with Ald. Rasmussen. The Committee understands that Mark Paulat was to have applied for the permits for this project, but the status is unknown. Ald. Rasmussen feels the scope of the project may have gone beyond what the Public Works Department should be expected to do. Ald. Suhr moved to instruct Mark Paulat to pursue necessary permits for this project with the help of Ald. Rasmussen. Seconded by Ald. Pionek, motion carried 3-O. Mayor DeAngelis stated meeting has been scheduled for 10/l/96 at the County for final design review of Moorland Road Extension. Acceptance of bid is scheduled for 2/97 with construction scheduled for 4/97. The Committee discussed status of Groveway Lane right-of-way with Ald. Rasmussen. Ald. Rasmussen advised that property owners have not been successful in negotiating a settlement. This item will be removed from next month's agenda. Mike Campbell updated the Committee on the Little Muskego Lake HEC-2 Report. Mike Campbell stated that the plan will need to be sent to the DNR to confirm the hydraulic analysis and floodplain lines. Public Hearing will need to be held to rezone affected properties that will now be included/excluded from the floodplain. FEMA will need to do remapping once the final plan is approved. Ald. Suhr moved to direct that Ruekert & Mielke make the necessary additions/corrections to the plan for submittal to the DNR, and to direct the City Planner to proceed with Public Hearing for rezoning. Seconded by Ald. Pionek, motion carried 3-O. Ald. Suhr moved to defer discussion on the floodplain and stormwater management design (SEWRPC). Seconded by Ald. Pionek, motion carried 3-O. The issue of B. Michaels access driveway is in court. 0 PUBLIC WORKS COMMITTEE - PAGE 2 SEPTEMBER 23, 1996 The Committee reviewed status of Jewel Crest dredging project with Ald. Salentine regarding the road bond posted by WRR. Ald. D'Acquisto explained history of problem. Mayor DeAngelis explained walk thru that was done with WRR representatives recently. Ald. Pionek moved to have roads damaged by the dredging project repaired by the City if not repaired by WRR by 10/l/96 and pursue the obtaining of the WRR road bond to reimburse the City for any expenses related to repair of the roads. Seconded by Ald. Suhr, motion carried 3-O. Ald. D'Acquisto discussed requesting cash deposits instead of road bonds for future projects of this type. supt. Loughney advised that fuel tank testing at Municipal Garage has passed. Ald. Suhr requested that review of the drainage concern on Carolyn Ct. be removed from this and future agendas until further information is received. 0 The Committee discussed date for lowering dam on Little Muskego Lake with Jim Jackley of the DNR and Mark Paulat. Mayor DeAngelis explained that a request has been received from the DNR to not lower the dam on Little Muskego Lake to optimize the drawdown on Big Muskego Lake. The Little Muskego Lake Protection and Rehabilitation District has expressed a desire for a modified drawdown of one foot. Ald. Salentine expressed concerns of residents living on Little Muskego Lake who are concerned with damage to their shoreline if lake is not drawn down. Ald. Salentine and Ald. Rasmussen expressed desire for no drawdown. Ald. Suhr made a motion to recommend no winter drawdown of Little Muskego Lake for 1996/97. Seconded by Ald. Pionek, motion carried 3-O. The Committee discussed acceptance of improvements for Lakeview Highlands South. Mike Campbell stated improvements cannot be accepted because curb repair and final lift of asphalt has not been completed. The Committee discussed acceptance of improvements for Lakeview Highlands North. Mike Campbell explained that the developer has asked that they be allowed to put down final lift of asphalt after 3 years or 90% of homes are built. Ald. Suhr moved to direct Supt. Loughney to send letter to Lakeview Highlands Development stating they may pave after 3 years. The due date for the paving would be June, 1997. Seconded by Ald. Pionek, motion carried 3-O. The Committee reviewed drainage plans for Boldt Development, 574 0 W16700 Janesville Road with representatives of Boldt Development. Mike Campbell explained that present culvert size under Janesville Road is a consideration. On-site retention of l PUBLIC WORKS COWWITTEE - PAGE 3 SEPTEMBER 23, 1996 water was discussed. Mike Campbell reiterated that downstream impacts need to be considered. Ald. Pionek moved to recommend on-site retention pond. Seconded by Ald. Suhr, motion carried 3-o. The Committee reviewed request for fill permit for the Muskego Canal project with Mark Paulat and Jim Jackley of the DNR. Mark Paulat is requesting approval of grading plan for the project and requesting permission for temporary filling of floodplain in the area of the Muskego Canal. Jim Jackley explained plans for restoration. Mike Campbell suggested that potential hydraulic impacts upstream be a consideration. Ald. Suhr moved to approve request for land disturbing permit contingent on the project having no permanent hydraulic impact upstream and approval of the DNR. Seconded by Aid. Pionek, motion carried 3-O. Ald. Pionek moved to recommend to Plan Commission that fill permit be issued for temporary filling of an area adjacent to the Muskego Canal. Seconded by Ald. Suhr, motion carried 3-O. The Committee discussed request to waive sump pump requirement for Mr. Dave Stawski at W198 S6776 Adrian Drive. supt. Loughney explained situation and expressed concern about setting a precedent for other connections. Ald. D'Acquisto explained that the Public Works Committee cannot approve variance as requested, but suggested that Mr. Stawski request waiver from the Board of Appeals. Request in writing should be submitted by Mr. Stawski and response will be given in writing by Supt. Loughney. Ald. Suhr moved to table. Seconded by Ald. Pionek, motion carried 3-o. supt. Loughney reported that paving project should be completed next week, weather permitting. If funds remain in the budget, portions of Freedom Acres may be paved yet this year. Ald.
