Public Works Committee - MINUTES - 11/14/1996PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, NOVEMBER 14, 1996 The meeting was called to order at 7:05 p.m. by Chairman D'Acquisto. Also present were Committee members Suhr and Pionek, Mayor De Angelis, Public Works Superintendent Loughney, Mark Paulat, Ald. Rasmussen, Mike Campbell (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. The Committee reviewed minutes of previous meeting. Mike Campbell updated the Committee on the status of the Lannon Drive turn lane. The Committee discussed drainage concern of Mr. Dan Korotka, 578 W16702 Spinnaker Drive, with regard to the Deer Creek Subdivision. Mike Campbell explained situation. supt. Loughney was directed to discuss situation with Mr. Korotka. Mike Campbell also discussed bike path concerns. Mike Campbell presented map of HEC-2 Study to the Committee. Map is ready for submittal to the DNR. Ald. Suhr moved to submit map to the DNR. Seconded by Ald. Pionek, motion carried 3-o. The Committee discussed the status of Moorland Road Extension. The Mayor explained the additional costs that will be incurred due to the installation of concrete vs. asphalt. The Committee discussed the level of Little Muskego Lake. Ald. Pionek moved to allow one ft. drawdown in Spring, 1997, with DNR concurrence. Seconded by Ald. Suhr, motion carried 3-O. The Committee discussed status of Public Works Garage addition. Due to a persistent roof leak, Holton Bros., Grafton, WI, was asked by Ruekert & Mielke to review problem on site. They estimated $l,OOO.OO would be needed to correct problem. Ald. Suhr moved to approve repairs at a cost not to exceed $l,OOO.OO with work to be done by Holton Bros. upon receipt of their written quote. Seconded by Ald. Pionek, motion carried 3-O. The Committee noted that the road repairs made by WRR with regard to the Little Muskego Lake Dredging Project have been completed, but a bill has not been received to date. The Committee reviewed Boldt Development drainage plans with Mike Campbell, who explained that concerns of Ruekert & Mielke's correspondence of 10/23/96 had been answered. Mark Paulat, Grant Administrator updated the Committee on the status of the ditching permit for Groveway Lane. Ald. Suhr moved to defer. Seconded by Ald. Pionek, motion carried 3-O. The Mayor updated the Committee on the jurisdictional authority question as it relates to Janesville Road. It has been determined that Waukesha County has responsibility for signage on Hwy. L, but the question as to the maintenance of the driving/parking lanes in the center of the City remains to be determined. The Committee discussed the status of the Freedom Square Storm Sewer project with Mark Paulat, and reviewed bid. Ald. Suhr moved to rebid project. Seconded by Ald. Pionek, motion carried 3-O. The Committee discussed status of Muskego Creek/Canal/Streambank Erosion control project. The Committee discussed the need for a road bond for the Big Muskego Lake boat ramp with Mark Paulat. The Committee discussed a drainage concern on Woods Road (Bucek) with Ald. Rasmussen. The Committee discussed the condition of a portion of Loomis Drive, and reviewed letter submitted by Payne and Dolan listing two different options for repair and their cost. Aid. Suhr moved to defer. Seconded by Ald. Pionek, motion carried 3-O. The Committee discussed a request received from National Schoo Bus Co. and the Muskego/Norway School District for purchase of sand/salt from the City. The request from National School Bus co. was denied. However, the request from the Muskego/Norway School District will be discussed at a joint meeting of City officials and the Muskego/Norway School Board on December 5, 1996. The Committee reviewed request for acceptance of improvements for MS1 General for the commercial development on the corner of Janesville Road and Racine Avenue with Jeff Metz. Ald. Suhr moved to accept improvements as requested. Seconded by Ald. Pionek, motion carried 3-O. The Committee reviewed request for acceptance of improvements for Meadow Green West, Addn. #l, #2, & #3. Mike Campbell explained items that remain to be addressed. Ald. Suhr moved to defer acceptance of improvements. Seconded by Ald. Pionek, motion carried 3-O. Mike Campbell updated the Committee on the status of improvements. Ald. D'Acquisto moved to defer. Seconded by Ald. Suhr, motion carried 3-O. The Committee noted that there will be no Public Works Committee meeting scheduled in December. Ald. Suhr moved to adjourn at lo:30 p.m. Seconded by Ald. Pionek, motion carried 3-O.
