MINUTES OF MEETING HELD THURSDAY, JANUARY 25, 1996
The meeting was called to order at 8:lO P.M. by Chairman D'Acquisto. Also present were Committee Members Suhr and Misko,
Mayor De Angelis, Public Works Superintendent John Loughney, City Engineer Michael Campbell, and those per the attached list.
The Committee noted that the meeting was posted on l/22/95 in accordance with the Open Meeting Law.
There was nothing new to discuss under Urban/Rural Drainage.
The Committee further discussed segments of CDL Testing Policy and
Appendix E. The Committee felt that the policy was appropriate.
In reference to Employee Assistance Program in Appendix E, Ald. Misko moved to direct the Public Works Superintendent to check
with other municipalities to determine how communities without EAP's manage and to establish the identity of the Substance Abuse
Professional (SAP) through the Mayor and Public Works
Superintendent. Seconded by Ald. Suhr, motion carried 3-O.

(THE FOLLOWING PARAGRAPH REFERRED BACK TO COMMITTEE-NOT APPROVED
Mr. Clark Tabbert, Gary Postman and Dean Olson, Premiere
Development, appeared before the Committee to further discuss
drainage concerns along Spinnaker Drive in the Deer Creek Subdivision. Preliminary plans were presented which demonstrated the placement of a six (6) inch berm to channel water towards an existing manhole to the east, using a fourteen (14) foot concrete
pipe. Ald. Suhr moved to accept the conceptual plans presented by
Premiere Development, subject to the submission of a master
grading plan and notification to the builder of the conceptual
plans. Seconded by Ald. Misko, motion carried 3-O. The Developer
is to present a grading plan at the February meeting.)
There was nothing new to discuss on Groveway Lane right-of-way.
Mr. Randy Schumacher, Department of Natural Resources, appeared
before the Committee to discuss the Big Muskego Lake Dam Shocker. Randy indicated he envisioned the DNR providing the mechanical and electrical barriers. The possibility of berm placement in the
area of the dam was also discussed, as well as the possible hold
harmless agreement in which the DNR held the City harmless from liability. Mr. Schumacher indicated that the DNR was unlikely to
provide a hold harmless agreement, but would have an agreement
drafted as to responsibility for the shocker. A HEC-2 study would
also be needed as to the berm issue. Randy will forward a letter
itemizing the eleven (11) sites in Wisconsin utilizing an electric shocker, as well as providing a model agreement from site
currently using a shocker.
The Committee further discussed Freedom Square project with Mark Paulat, Grant Coordinator. Mark reported that the State would
contribute 50% towards the cost of the project; the City's portion
would be approximately $100,000. Mark will inform the State that
any change in their financing formula may result in further
committee review.

City Engineer Michael Campbell presented a cost estimate and breakdown for the bike path costs, ditching and shoulder costs for the intersection of CTH L and Lannon Drive (north). Ald. Suhr
moved to appropriate $7,700 from Urban/Rural Drainage Account for
1996 for the estimated $7,000 grading costs, plus 10%
contingency. Seconded by Ald. Misko, motion carried 3-O.
Mayor De Angelis reported that he had discussed MS1 drainage
concerns, pond #2, with developers and they are conducting further
studies with additional information anticipated for the February meeting.
City Engineer Michael Campbell presented correspondence of
December 18, 1995, outlining costs and benefits of aerial mapping versus field survey. Ald. Misko moved to direct Ruekert & Mielke
to proceed with an aerial survey. Seconded by Ald. Suhr, motion
carried 3-O.
The Committee reviewed punchlist for Deer Creek Subdivision
(Bridgeport Way) provided by the City Engineers dated January 12,
1996. Ald. Misko moved to require bike path construction by June
15, 1996, and completion of the other items on the punchlist prior to the issuance of occupancy permits. Seconded by Ald. Suhr,
motion carried 3-O.
Mr. Michael Recknagel and Rick Eisbrenner appeared before the
Committee to discuss funding for a Wentland Drive Drainage
Project. Sedimentation entering the channel from storm sewer discharge was noted. Cost estimates of $14,888 for the dredging
project were presented. Ald. Misko moved to appropriate $1,100
from the Contingency Account for restoration of the access point,
contingent upon receipt of the dredging contract. Seconded by
Ald. Suhr, motion carried 3-O.
The road profile for the Deer Creek Subdivision was discussed.
Drainage calculations by Dean Olson, engineer for Premiere
Development, were discussed. Drainage calculations are to be
reviewed by City Engineer Michael Campbell prior to the February
meeting.
Ald. Misko moved to deny Acceptance of Improvements for Plum Creek East road and storm sewers based upon City Engineer's
recommendation of January 15, 1996. Seconded by Ald. Suhr, motion
carried 3-O.
Public Works Superintendent reported that he had received concerns
regarding the amount and placement of salt and sand. RLIP request
for funds has been approved at the the County level and is now
awaiting State approval.
Ald. Suhr moved to adjourn at 11:OO P.M. Seconded by Ald. Misko,
