MINUTES OF MEETING HELD THURSDAY, FEBRUARY 22, 1996
The meeting was called to order at 7:lO P.M. by Chairman D'Acquisto. Also present were Committee Members Suhr and Misko,
Mayor De Angelis, Ald. Rasmussen, Public Works Superintendent John Loughney, City Engineer Michael Campbell (Ruekert & Mielke) and those per the attached list.
The Committee noted that the meeting was posted on 2/19/96, in
accordance with the Open Meeting Law.
There was nothing new to discuss on Urban/Rural Drainage.
Mr. Dean Olson and Clark Tabbert appeared on behalf of Premier Development, along with Scott O'Brien, Bill Kernen and Cathy
Kernen, residents on Spinnaker Drive. Ditching plans behind the
homes of the affected property owners were reviewed and discussed,
including issues regarding the width and the slope of the ditch, the cover used on the pipe (14'long, 12" wide pipe) and the
possibility of ponding. The February 7, 1996, letter from Clark
Tabbert to Mike Oleniczak of Summerfield Homes regarding the
grading of lots in accordance with the master grading plan is to
become an official part of this meeting's minutes. In response to
the residents' concerns, the Committee noted that ditch
construction and pipe installation, was subject to engineering
review. Drainage issues arising from the pipe at the end of
Parkland Drive was also discussed, including concerns as to
flooding along Woods Road. The Committee suggested that Premier
Development work with Ruekert & Mielke to verify flow calculations
and request Ruekert & Mielke to provide a hydrograph to Dean
Olson, Premier Development's engineer.
City Engineer Michael Campbell presented to the Committee cost
information as to aerial survey work for the HEC-2 Flood Model
Cross-Sections for Little Muskego Lake. Mr. Campbell noted that
the cost estimate for aerial survey was $1,200 higher than previously anticipated. Ald. Misko moved to defer to the March
meeting to obtain further cost clarification. Seconded by Ald.
Suhr, motion carried 3-O. Mayor De Angelis reminded Committee of
the need to complete aerial survey in a timely manner due to
length of time required for FEMA approval.
City Engineer Michael Campbell reviewed with the Committee the
Groveway right-of-way status. Chairman D'Acquisto noted a need to
have Mr. Herda and Mr. Gullickson review the documents prior to
action being taken, as well as having them reviewed by the City Attorney. Ald. Suhr moved to request a City Attorney opinion
prior to the next meeting and to request Ald. Rasmussen to notify Scott Krause, Ed Herda and Mr. Gullickson of the Committee's intention to reach a final resolution of this issue at the March meeting. Seconded by Ald. Misko, motion carried 3-O.

0 There was nothing new to review on MS1 Drainage concerns for Pond
#2.
The Committee reviewed Status of all drainage projects. Drainage
concerns as to Moorland Road-south project were discussed. City Engineer Michael Campbell noted that wetlands were inspected with
Liesa Nesta of the DNR. A map depicting alternative Route C3-A was reviewed. Questions were raised by the Committee as to
whether DNR considered the quality of the wetlands or safety issues when reviewing routes. Mr. Campbell noted that DNR felt that routes fell within scope of Dept. of Transportation safety
standards. The Committee also expressed concerns about the radius of the turns in specific areas, as well as the proximity of Moorland Road to the Durham Drive cul-de-sac.
supt. Loughney noted .that a DNR Chapter 30 permit was obtained for Bluhm Court drainage project and that the Boxhorn drainage project
was awaiting DNR Chapter 30 permit and will also require property
owner's approval.

Mr. Mark Paulat, City's Grant Administrator, appeared before the
Committee to present bids for the Freedom Square Drainage
Project. The Committee felt that the bids presented were too high. The possibility of incorporating the Freedom Square project with bidding for either the Woods Road project or the Lannon Drive turn lane project was discussed. Ald. Misko moved to reject the
bids submitted and include the Freedom Square Drainage project with the bidding for the Woods Road project. Seconded by Ald.
Suhr. Ald. Misko moved to amend motion to also request research as to reason for high bids received prior to March meeting. Seconded by Ald. D'Acquisto, motion carried 3-O. Motion, as
amended, carried 3-O.
Mr. Robert Williams, representing Mr. Don Kitten, appeared before
the Committee to review Grading and Drainage Plan for Victorian Village. Chairman D'Acquisto reminded those present of the
Committee's policy regarding a fourteen (14) day advance receipt
of the plans. The Committee also reviewed the February 19, 1996 letter from Rich Eberhardt of Ruekert & Mielke. Ald. Suhr moved
to defer subject to receipt of revised drainage and grading plans. Seconded by Ald. Misko, motion carried 3-O.
Mr. Mark Paulat, City's Grant Administrator, appeared before the Committee to discuss Jewel Crest Dredging Site activity and to
request Public Works Departments' assistance in completing beach
work at Idle Isle, including the installation of pea gravel and a
fiber blanket. supt. Loughney expressed concern about his
Department completing work on private projects, but indicated he
had resources available to perform the work at Idle Isle as requested. Ald. Suhr moved to request that Public Works
Department complete the required work. Seconded by Ald. Misko,
motion carried 3-O.

Mr. Greg Boehm appeared before the Committee to review bid
received from D. C. Burbach, Inc. for curb and gutter replacement for Meadow Green-West Subdivision in the amount of $26.00 per lin.
ft. (approximately 800 lin. ft.) with asphalt repair work not included. The Committee discussed the need for a clarification as to who would perform restoration work and repair asphalt. Ald. Misko moved to approve subject to documentation as to performance of sod replacement and asphalt repair to be reviewed by Supt. Loughney as well as Supt. Loughney specifying areas to be repaired. Seconded by Ald. Suhr, motion carried 3-O. Mr. Boehm indicated that he would provide a revised bid covering the items
to be clarified.
supt. Loughney discussed with the Committee a drainage concern on
Holly Patch Court along with affected property owners John and Belinda Tadyck. supt. Loughney noted that to correct the drainage problem would require reshaping the ditch and possibly using some
additional riprap. Ald. D'Acquisto noted that clarification was needed as to whether the ditch was on a City easement or was on
the Homeowner's property. Ald. Suhr moved to direct Supt. Loughney to address the ditching, including the taking of remedial corrective measures to improve drainage, until such time as the
weather permits, further ditching and subject to clarification as to whether ditching was within a City easement. Seconded by Ald. Misko, motion carried 3-O. Chairman D'Acquisto noted that the Homeowner's Association would also be notified as to the action
taken.
supt. Loughney discussed with the Committee the present Public Works Department Contract and closure of facilities due to
inclement weather. supt. Loughney noted that workers were
released by Acting Mayor D'Acquisto on February 2, 1996, due to
severe cold weather and that due to nature of Public Works
Department, there is no provision in Contract for those employees
as to closure resulting from inclement weather. The Committee
noted that further action regarding an employee who left despite Department Head's request was at the discretion of the Department
Head.
There was nothing new to report on the National Regency project.
Chairman D'Acquisto relinquished chair to Ald. Misko at lo:40 P.M.
supt. Loughney reported on Substance Abuse Policy and that insurance carriers identified were used by other communities for
Substance Abuse Program. Ald. Suhr moved to defer to March
meeting pending receipt of additional information as to policy.
Seconded by Ald. Misko, motion carried 2-O.
supt. Loughney noted that mechanic at City Garage was out with an
illness for an undetermined period of time. supt. Loughney inquired as what account disbursements for engineering expenses
for fish shocker at the Big Muskego Lake Dam would be taken from.

The committee determined that engineering expenses would be taken
out of Dam Account.
Ald. Suhr moved to adjourn at lo:55 P.M. Seconded by Ald. Misko,
motion carried.

Dear Mike:
Enclosed is a copy of the revised grading plan that affects lots 4,5 and 6 Block 2
for the above referenced subdivision. This revision was approved by the City of
Muskego Public Works Board. Per the terms of our purchase contract, you will
be responsible to finish orade these lots in accordance with the master grading
plan on file at city hall. Therefore, the lots must be graded in accordance with the
approved revisions. Please sign below to acknowledge receipt of the revised
plan and agree to finish grade the lots in accordance with said plan. Thank you
for your cooperation.
