CORRECTED PUBLIC WORKS COMMITTEE - CITY OF WUSKEGO
MINUTES OF MEETING HELD THURSDAY, AUGUST 22, 1996
The meeting was called to order at 7:lO p.m. by Chairman D'Acquisto. Also present were Committee members Suhr and Pionek, Public Works Superintendent Loughney, Mike Campbell (Ruekert & Mielke), and those per the attached list. Mayor DeAngelis, Ald. Salentine, and Ald. Rasmussen arrived later.
The Committee noted that the meeting was posted in accordance with the Open Meeting Law.
The Committee reviewed minutes of last meeting, and noted that
the meeting scheduled prior to the August 13th Common Council
meeting was not held, as reported in the July 25, 1996 Public Works Committee minutes. Ald. Suhr moved to delete the motion
on page 3, paragraph 2 of last meeting's minutes. Seconded by Ald. Pionek, motion carried 3-O.
There was nothing new to report on Candlewood Creek, National
Regency, Victorian Villas, Champions Village, Deer Creek
subdivisions, Freedom Square and Gregory Drive drainage. It
was noted that work on the Lannon Drive turn lane will begin Tuesday, August 27, 1996.
The Committee interviewed Triad Engineering, Rust E & I, and
Graef Anhalt 6 Schloemer, engineering firms who had submitted
proposals for the Muskego Creek and Muskego Canal. The firms
made presentations and answered questions asked by the
Committee. Alternatives were discussed. Ald. Suhr moved to
recommend the low bid of Triad Engineering at a cost of
$49,250.00 for this project, subject to verification of the
cost of easements. Seconded by Ald. D'Acquisto, motion carried
3-o.
The Committee discussed with Mr. Greg Boehm his request to
reroute storm water adjacent to his property on Woods Road.
Information that the Committee had previously requested from him regarding his request was not available. Committee
determined that this request is not feasible due to engineering
problems. Ald. D'Acquisto will discuss personally with Mr.
Boehm.
The Committee took no formal action on the Luehring Drive
drainage problem. Mike Campbell stated that Ruekert & Mielke feels that the present drainage system is adequate to handle
flows, but that maintenance of the system is needed. He
suggested flushing culverts and some ditching, and the

rebuilding of two catch basins. This type of work can be accomplished by the Public Works Department.
There was nothing new to report on Moorland Road extension and the Groveway Lane right-of-way.
The Committee discussed the road encroachment problem on Bay
Lane Place. Ald. Pionek moved to move the road the needed
distance and install concrete gutter at an approximate cost of
$12,000.00 to be budgeted for in 1997. Seconded by Ald. Suhr, motion carried 3-O.
Mike Campbell, Ruekert & Mielke reported that the LML-HEC-2
will be complete in two weeks.
The Committee was advised that B. Michaels was issued a
citation on July 1, and fines are accumulating at $100.00 per
day due to non-compliance of parking lot paving and permanent
driveway closure. Atty. Trindl is monitoring situation.
The Committee was advised that the report on the floodplain and
stormwater management design plan is awaiting LML-HEC-2 study
completion.
The Committee discussed the problems with the detention pond
area on Spinnaker Way. Several residents spoke regarding their
concerns. There was discussion on whether the City would
participate in cost sharing for this project. The Committee
felt that the costs incurred should be shared by the affected property owners and the developer, Mr. Kaerek. The Committee
was advised that one property owner is strongly opposed to the
project and incurring any costs related to it. Mike Campbell
advised that Ruekert & Mielke recommends the installation of a concrete invert as part of the project at an approximate cost
of $35,000.00. It was decided that this is not a City matter,
but should be resolved by the affected property owners and the
developer. Affected property owners will pursue a resolution
to the problem with the assistance of Ald. Suhr.
Mr. Giesegh did not appear to discuss his drainage problem on
Hwy . 'L' and Lincoln Drive.
The Committee reviewed drainage concern on Pioneer Drive
(Paepke). Supt. Loughney advised that his department shot
grade at this location and verified that there is no pitch away
from the cross culvert under Pioneer Drive. Ald. Salentine
advised that Delbert Holtz may be doing a land division in the
near future, and perhaps an easement can be obtained at that
time to help correct the problem.
The Committee discussed operational changes and reviewed a
listing of changes as presented by Ald. Pionek, as attached. Aldermen and department heads requesting to have items on
agenda must submit form no later than Wednesday prior to the meeting. The form will be reviewed and determination will be
made as to whether or not item is to be placed on the agenda.
Committee Chairman will notify respective alderman or
department head and explain why item is not to be on the agenda. A section is to be added to form as currently proposed
to indicate disposition of the matter. These forms will be
placed on file for future reference. Chair will reserve the
right to limit discussions to what is on form, with a five (5)
minute time limit. The Committee also set a time limit for
future meetings at 11:OO p.m.
Mr. Mike Morack appeared before the Committee representing WRR
Environmental regarding damage done to City roads during the
Little Muskego Lake Jewel Crest dredging project. Mr. Morack stated that WRR feels that the City is asking for greater
repairs than they are responsible for. supt. Loughney proposed that Ruekert & Mielke look over the streets that were damaged
to confirm or deny that the assessment made by the City of the
damages was fair. Ald. Pionek moved to request that WRR submit
in writing before August 30, 1996 what areas they disagree with
in the road repair inventory. Ruekert & Mielke will review
those areas in dispute and the results of the determination
will be binding on both parties. WRR will be responsible for the cost of Ruekert & Mielke review. If WRR does not agree
with the proposed solution and/or does not respond in writing, the portions of the road repair they are contesting, the Committee directs that the City will extricate funds from road
bond and repair said streets. Seconded by Ald. D'Acquisto,
motion carried 2-O.
Mr. Fred Washa did not appear to discuss his drainage concerns
in Kimberly Estates. No action was taken.
The Committee reviewed the request from the Little Muskego Lake
Protection and Rehabilitation District to store two weed
harvesters, two trucks, and two conveyors at the City Garage.
Ald. Suhr moved to allow equipment to be stored outside at the
City Garage. Seconded by Ald. D'Acquisto, motion carried 2-O.
The resident contesting a weed cutting bill did not appear. The Committee stated the bill will remain as billed.
Committee discussed with Mr. Greg Boehm his fill permit. He
advised that filling is not complete. The Committee advised him of his permitted hours to do filling. Committee advised that future violations could result in a citation to his
contractor.
The Committee discussed the watermain easement at the Kwik Trip
property on Racine Avenue/Janesville Road. The Committee was advised that when the adjoining property owner, MS1 General,
installed their water service they were on Kwik Trip property and needed to acquire an easement. The watermain was not installed directly in the middle of the easement. Aid. Suhr moved to approve the location of the watermain, subject to
approval of the Public Utilities Superintendent. Seconded by
Ald. D'Acquisto, motion carried.
The Committee deferred discussion on the Carolyn Court drainage
issue, as Mr. Witkowiak did not have available in writing what
was requested of him.
supt. Loughney advised the Committee of the problems that are
occuring with the fuel tank testing at the City Garage. The
Committee discussed options available - new tanks vs. the use
of off-site tanks. The Committee made no decision, pending
resolution of the 1996 tank testing problems. Ald. Suhr moved
that the Capital Budget Committee review after a recommendation is made by the Public Works Committee at their next meeting.
Seconded by Ald. Pionek, motion carried.
Ald. D'Acquisto moved to adjourn at 12:15 a.m. Seconded by
Ald. Pionek, motion carried 3-O.
