MINUTES OF MEETING HELD THURSDAY, SEPTEMBER 28, 1995
The meeting was called to order at 7:05 P.M. by Chairman D'Acquisto. Also present were Committee Members Suhr and Misko,
Ald. Salentine, City Engineer Michael Campbell, Public Works Superintendent John Loughney, Plan Director Matt Sadowski and those per the attached list. Mayor De Angelis arrived at 7:45 P.M. and Ald. Rasmussen arrived at 9:00 P.M.
The Committee noted that the meeting was posted on g/22/95 in
accordance with the Open Meeting Law.
The Committee discussed Urban/Rural Drainage. Mayor De Angelis discussed problem with height of Mr. Larry Lossman's (5100 W13497 Loomis Drive) concrete endwall and possible low spot in ditch.
The Committee further discussed requested reimbursement of $50.00
for Mr. Greg Mecha (S76 W18140 Janesville Road) which was removed from the Public Works Committee minutes of August 24, 1995. The $50.00 reimbursement was for repair of sprinkler system. The
Committee voiced concerns whether Contractor was still within limits of contract with the Mayor informing the Committee that the
contractor was still within limits of contract when work was
performed by the Mechas. Ald. D'Acquisto moved for
reconsideration. Seconded by Ald. Misko, motion carried 2-l with Ald. Suhr casting the dissenting vote. Aid. D'Acquisto moved to
deny $50.00 reimbursement. Seconded by Ald. Misko, motion carried
2-l with Ald. Suhr casting the dissenting vote.
supt. Loughney reported on the status of Public Works Garage
Addition. He stated that partial work was done by the Contractor,
with City to perform caulking on roof. Final release of funds to
the Contractor will continue to be withheld to determine if leaks
have been corrected.
The Committee discussed status of Ludwig Subdivision drainage.
Ald. Suhr asked for clarification as to whether any additional work would be done on the Ludwig Subdivision drainage ditch.
supt. Loughney stated that work was completed. Ald. Suhr noted
that Mr. Bill Thompson (W165 S7526 Bellview Drive) had asked for either a refund or a renewal of his fill permit due to prior
revocation. Mayor informed Committee that revocation was the
result of use of improper fill material and that a new permit
would be required.
The Committee discussed status of Turn Lane CTH L & Durham Drive
with City Engineer Michael Campbell. Issue of liquidated damages
due to delay in work completion was discussed.
City Engineer Michael Campbell discussed the status of Moorland
Road Extension and reported that a Public Hearing is scheduled to
for October 12, 1995, at New Berlin City Hall from 4:00 P.M. to

7:00 P.M. Preferred route of Moorland Road Extension-South, C-3, was submitted to the DNR with an answer anticipated shortly.
City Engineer Michael Campbell discussed status of Bellview Detention Pond and reported that contracts were prepared for
signing. Possibility of using excess material from pond as fill
for soccer field and parking lot was discussed, with proposal of
September 28, 1995, from Sunny Slope Grading presented.
The Committee discussed status of dedication of storm sewer-MSI.
Mayor De Angelis reported that dedication for portion of the storm
sewer east of Racine Avenue has been obtained. MS1 has agreed to pay all costs, with dedication to be completed by the end of 1995.
The Committee discussed status of grading plan for Olson Lawn
Tractor (CTH L). Mayor De Angelis reported that the builder, Mr.
Pinzuti, was advised that grading plans were anticipated within
the next two weeks.
City Engineer Michael Campbell discussed with the Committee the
status of Anderson Drainage and presented plans for alleviating
the drainage problem. Mr. Campbell advised that he was waiting
for final plans. Mr. Greg Boehm advised the Committee that work
could begin on the project within the next week upon completion of
plans.
0 The Committee further discussed request for improved signage on
Tess Corners/CTH L. The Committee decided to wait until
effectiveness of possible turn lane was determined prior to
considering signage placement.
City Engineer Michael Campbell reviewed with the Committee the
master site grading plan for Wilkinson Estates Addn. #l and
reported that multiple changes needed to be made to the plan.
Ald. Misko moved to defer. Seconded by Ald. D'Acquisto, motion
carried.

Mr. Tom Zahn, representing Tess Corners Volunteer Fire Department
and Todd Weik, City Engineer, appeared before the Committee to
review grading plan for Tess Corners Volunteer Fire Dept. Ald.
Suhr presented concerns from constituents regarding adequacy of
drainage. Ald. Misko moved to approve grading plans subject to
installation of erosion control materials and extension of rip
rap. Seconded by Ald. Suhr, motion carried.
Ald. Misko presented a proposal to the Committee for a left turn
lane on Tess Corners Drive, north of CTH L. A discussion was held
regarding placing signage above Tess Corners Drive denoting turn
lane.
Mayor De Angelis discussed with the Committee the Little Muskego Lake Dam Hydraulic Shadow. Mayor advised of the necessity for
redetermining floodplain area resulting from dam project
completion. Ald. Misko moved to authorize the City Engineers to

send survey crew out to affected properties, with funding to come from Miscellaneous Engineering Account. Seconded by Ald. Suhr, motion carried.
Mr. Gary Gerlach appeared before the Committee to discuss remaining work and repair items for Lakeridge Apartments-North.
Mr. Gerlach questioned whether funds allocated for drainage
ditches on Parkland Drive-South could be rededicated for use in
constructing remaining storm sewer work. Mayor De Angelis was
questioned regarding Lakeridge Apartments and Mayor stated that
the money in escrow is to be utilized for pond construction and
conveyance and that if Mr. Gerlach requested that the money be
released, then there would be a shortfall for construction for the
pond and that the Association would be 'billed for that shortfall.
Plan Director Matt Sadowski presented a summary of the work remaining on the project. Ald. Misko moved to defer in order to obtain further input from the Mayor and City Attorney as to
possibility of fund reallocation. Seconded by Ald. Suhr, motion
carried.
Mr. Michael Dudash, Spinnaker Drive, appeared before the Committee
to discuss second driveway access to Parkland Drive South. Ald.
Suhr moved to approve Mr. Dudash's request for driveway
construction. Seconded by Ald. Misko, motion carried.
Ms. Beth Lindberg, Towne Realty, appeared before the Committee to
review collector street dedication for the proposed Candlewood
Creek Subdivision. Ald. Misko moved to widen streets within project to an 80 foot right-of-way from Janesville Road to
Candlewood Drive, from Riverton Street to Moorland Road, and from
Katherine Drive to the first cross street. Seconded by Ald. Suhr,
motion carried.
Mr. Wil Vidal appeared before the Committee to request storing of LML Weed Harvesters at the Public Works garage during the winter
months. Ald. Misko moved to allow storage of two (2) Weed
Harvesters, two (2) conveyor belts, and two (2) trucks. Seconded
by Ald. Suhr, motion carried.
Ken and Cheryl Fries appeared before the Committee to discuss request for removal of berm which had been submitted by Mr. and
Mrs. Trimboli (Lake Drive). Ald. Misko moved to permit the
Trimbolis to install a driveway three (3) feet off the Fries' lot
line and to allow the storage of a trailer on the Trimboli
property, with the Trimboli's agreeing to waive contesting of strict compliance regarding placement of berm. Seconded by Ald.
D'Acquisto, motion carried. Mayor De Angelis will draft a letter
confirming agreement to be executed by both parties.
City Engineer Michael Campbell reviewed with the Committee the following bids for Meadow Green West Subdivisions Curb and Gutter
Replacement:

Ald. Misko moved to defer until February of 1996, to enable the
City to rebid the project when the bidding climate may be more
favorable. Seconded by Ald. Suhr, motion carried. Mr. Greg Boehm
appeared before the Committee to advise that he could obtain bids
for Committee consideration. The Committee determined that a
signed contract would be needed by February 1996 before the City
would halt direction for rebidding.
City Engineer Michael Campbell advised that there were no bids
received for the Lannon Drive and Janesville Road Turning Lane
project. Ald. Misko moved to direct the City Engineers to rebid
in January, 1996. Seconded by Ald. Suhr, motion carried.
supt. Loughney discussed with the Committee the need for a final
lift of asphalt for Brooke Lane, off of Woodcrest Heights. Ald.
Misko moved to approve directing the Public Works Department to
install a second lift of asphalt on Brooke Lane and to complete
curb restoration with any overages to be billed to developer for
collection.
