Public Works Committee - MINUTES - 10/26/1995PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, OCTOBER 26, 1995 The meeting was called to order at 7:05 P.M. by Chairman D'Acquisto. Also present were Committee Members Misko and Suhr, Mayor De Angelis, Public Works Superintendent John Loughney, City Engineer Michael Campbell and those per the attached list. Ald. Salentine arrived at 11:40 P.M. The Committee noted that the meeting was posted on October 20, 1995, in accordance with the Open Meeting Law. The Committee corrected the minutes of g/28/95 regarding Little Muskego Lake Storage Items to reflect that the City of Muskego will assume no responsibility for the liability of stored equipment of the Little Muskego Lake District with the Lake District assuming full responsibility, along with providing any necessary additional liability insurance. A copy of these minutes will be sent to the Little Muskego Lake District for their files. There was nothing new to discuss under Urban/Rural Drainage. Mr. Gary Gerlach, Ken & Pat Wimmer, and Mike Pisceans, representing the Lakeridge Homeowners Association, appeared before the Committee to discuss erosion problems and the status of incomplete work at the Lakeridge Apartments site. The Committee was informed that $39,576 was left in the original Letter of Credit, prior to subtractions for detention pond work of $24,000, Parkland Drive South paving of $9,425, and watermain work at $1,415., minus 15% for engineering and contingency, leaving a balance of $3,206.00. It was agreed that these items would be done by the City. Ald. Suhr moved to approve release of $3,206.00 from the Letter of Credit to the Lakeridge Homeowners Association for storm sewer outfall and rip-rap. Seconded by Ald. Misko, motion carried 3-O. The Committee agreed to make repairs with Letter of Credit monies to the Public portions of the watermain system. In addition, the Lakeridge Homeowner's Assn. will be responsible for work on the sanitary sewer, storm sewer, Gregory Drive, parking areas, restoration, and any other work on private lands with their private funds. There was nothing new to report on the status of Public Works Garage Addition. There was nothing new to report on status of Turn Lane-Lannon Drive. All work has been completed on the Durham Drive turn lane. City Engineer Michael Campbell provided the Committee with an update on the Moorland Road Extension. He reported that Leisa Nesta, DNR representative, has requested additional information as to why the City has rejected alternative routes in favor of route c-3. Ald. Misko moved to direct Ruekert & Mielke to provide Liesa Nesta with the requested information. Seconded by Ald. Suhr, motion carried 3-O. PUBLIC WORKS COMMITTEE - PAGE 2 OCTOBER 26, 1995 City Engineer Michael Campbell discussed with the Committee the status of Bellview Detention Pond and reported that the contract has been changed to allow for parking lot and soccer field construction to be added to the contract that has been awarded to Sunny Slope Grading. Mayor De Angelis discussed with the Committee the status of acquiring the necessary easements for the project from Mr. & Mrs. Satorius and Mr. & Mrs. Bauer. Mr. Satorius has requested a substitution of tree types. The Committee agreed to allow substitutions as long as no additional costs were incurred. The Committee reviewed Grading Plan for Olson Lawn Tractor. Mr. Timothy Finke appeared before the Committee to discuss grading plan. Ald. Misko moved to accept grading plan, subject to providing to the Plan Office a revised plan showing swale contours along existing property line. Seconded by Ald. Suhr, motion carried 3-O. supt. Loughney reported on the status of the Anderson drainage and stated that Jerry Gorski was to begin work on October 26, 1995. The Committee directed Mayor De Angelis to send a letter to Mr. Gorski advising that if work is not commenced, there would possibly be negative action by the Committee. The Committee discussed status of improved signage on Tess Corners Drive at the Intersection of CTH L. The Committee discussed problems with fading of paint used for striping. supt. Loughney will investigate type of paint used for striping. The Committee discussed status of master site grading plan for Wilkinson Estates. City Engineer Michael Campbell presented the Committee with a letter dated September 19, 1995, and a copy of this correspondence will be sent to the developer by the Plan Director. There was nothing new to report on the status of Little Muskego Lake Dam Hydraulic Shadow. City Engineer Michael Campbell discussed with the Committee the required easements for the Freedom Square drainage project and the procedures for acquisition. Ald. Misko moved to have the City obtain a certified survey map. Seconded by Ald. Suhr, motion carried 3-O. Mr. Robert Gassert, Muskego Regency, appeared before the Committee to review Site Grading and Storm Water Drainage Plans for the proposed Senior Housing on Woods Road and Racine Avenue. Mr. Gassert requested a variance from the City's ordinance to allow for an open ditch. supt. Loughney expressed opposition to.a variation from the existing ordinance, as well as concerns regarding possible increased maintenance of ditching by Public Works Department. Mr. Jerome Jaraczewski, W182 SE686 Racine Avenue, also appeared before the Committee, representing the adjacent property, to express his concerns about where water PUBLIC WORKS COMMITTEE - PAGE 3 OCTOBER 26, 1995 runnoff will be discharged. Mr. Gassert also indicated that he would look into the use of piping and concrete inverts or a combination of the two. The Committee reviewed request for surveying Bay Lane Place. Mr. Donald Maas and Scott Lubecke appeared before the Committee to discuss possible encroachment of Bay Lane Place onto private property. Ald. Misko moved to have area of Bay Lane Place surveyed to determine whether an encroachment exists with the monies to come from Miscellaneous Engineering. Seconded by Ald. Suhr, motion carried 3-O. Mr. Maas and Mr. Lubecke are to be contacted upon completion of survey. Mr. Stephen Godfrey, W183 S9402 Parker Drive, appeared before the Committee to request approval of placement of mound system in road right-of-way on Parker Drive. Mr. Godfrey advised that he had contacted Waukesha County and the DNR regarding mound placement, but did not provide any documentation from either as to approval status. Committee deferred action until a special meeting could be held on November 1, 1995, pending receipt of documentation from the DNR as to well test results and Waukesha County as to approval of mound placement in road right-of-way. City representative will call Alice Slusher to discuss status of mound placement. The Committee reviewed request for needed restoration as a result of road extension on Skylark Lane. Ald. Rasmussen appeared before the Committee to discuss alternatives to a mountable curb. The Committee discussed the possibility of utilizing a vertical face curb, as well as the difficulties in restoration as to mismatch of grass. Ald. Rasmussen appeared before the Committee to discuss Drainage 6 Roadway concerns on Boxhorn, Ryan and Groveway, in particular the flooding/standing water problems on Groveway and the north side of Boxhorn, as well as the spoils being dumped at the end of Groveway. Kevin & Ginger Bennett and Donald Doherty appeared before the Committee to discuss flooding problems arising from inadequate ditching. The Committee directed Supt. Loughney to shoot the grades at the areas in question. Mr. Ed Herda appeared before the Committee to discuss the dumping of spoils at the end of Groveway with some hills approaching 12 feet in height. Mr. Herda also discussed with the Committee whether the cul de sac was a dedicated street or a private drive. Ald. Misko moved to conduct a title search to determine status. Seconded by Ald. Suhr, motion carried 3-O. Mr. Norman Hanson, Gary Postma, and Clark Tabbert appeared before the Committee to discuss status of Deer Creek Development and drainage concerns of Daniel Korotka (578 W16702 Spinnaker). Clark Tabbert informed the Committee that the berm at the rear of the Korotka property would be reduced upon completion of grading. Developer suggests placement of a berm along lot line to contain any water that may drain onto the Korotka property. Developer to PUBLIC WORKS COMMITTEE - PAGE 4 OCTOBER 26, 1995 review site further to determine possibility of a swale placement and assured Committee that Mr. Korotka's concerns would be addressed. supt. Loughney discussed change of decel/accel lane at Foxboro North Subdivision. No action was taken by the Committee. Under HIGHWAY SUPERINTENDENT'S REPORT, the Committee discussed with Clark Tabbert the compaction issue in Deer Creek Development and the status of paving within the development. Issue of culverts in Deer Creek Subdivision to be scheduled as an agenda item for the next meeting. Issues Of ADA compliance for the Public Works employees in cases involving alcohol/drug use were discussed by the Committee. The Committee adjourned at 11:55 P.M. Respectfully submitted, . /ca 0 Ald.
