Public Works Committee - MINUTES - 11/1/1995l - SPECIAL PUBLIC WORKS COMMITTEE - CITY OF MUSKEGG MINUTES OF MEETING HELD WEDNESDAY, NOVEMBER 1, 1995 The meeting was called to order at 8:05 P.M. by Chairman D'Acquisto. Also present were Committee Members Misko and Suhr, Ald. Salentine, Ald. Rasmussen, Ald. Sanders, Mayor De Angelis, Public Works Supt. John Loughney and those per the attached list. The Committee noted that the meeting was posted on 10/30/95 in accordance with the Open Meeting Law. 0 The Committee further discussed drainage and roadway concerns for the Boxhorn, Ryan, Groveway Sewer Project. Mr. Kevin Bennett appeared before the Committee to discuss drainage concerns. supt. Loughney reported that the total length of the area in question was approximately 675 ft., with approximately 400 ft. requiring a storm sewer. supt. Loughney also reported that some concrete pipe was currently available for the project. The problem of wetland determination was discussed and Mayor De Angelis will contact Liesa Nesta, DNR, to facilitate wetland determination and to inquire if it will be necessary to obtain a discharge permit for the project. Ald. Misko moved to authorize the Public Works Department to install cross culvert, pending DNR approval. Seconded by Aid. Suhr, motion carried 3-O. This item will be placed on the November agenda. The Committee further discussed request for approval of placement of mound system in road right-of-way on Parker Drive for the Godfrey property, W183 59401 Parker Drive. Mayor De Angelis reported that he contacted Waukesha County Representative Alice Slusher and DNR Representative Liesa Nesta and was informed that a conditional variance was acceptable allowing for mound system placement closest to the well, subject to a safe water test. Ald. Misko moved to deny Mr. Godfrey's request. Seconded by Ald. Suhr, motion carried 3-O. The Committee noted that a copy of correspondence from the Department of Industry, Labor and Human Relations regarding petition for variance of mound system location was presented to the Committee and will be placed in the property address file for future reference. Under COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW, Chairman D'Acquisto requested that the Public Works meeting for December be scheduled for Monday, December 18, 1995. Ald. Also present were Committee Members Suhr and Misko, Mayor De Angelis, Ald. Salentine, Public Works Superintendent John Loughney, City Engineer Michael Campbell (Ruekert & Mielke) and those per the attached list. The Committee noted that the meeting was posted on November 22, 1995, in accordance with the Open Meeting Law. Mr. Randy Schumacher, representative of the Department of Natural Resources, appeared before the Committee to discuss attached plans for the fish barrier at Big Muskego Lake. Potential problems arising from the placement of an electrical barrier system were discussed. Mayor De Angelis requested a list of other sites in the State utilizing an electrical barrier system. Ruekert & Mielke were also directed by the Committee to review the plans prior to commencing work on the concrete portion. There was nothing new to report on Urban/Rural Drainage. Mr. Daniel Korotka appeared before the Committee to further discuss his drainage concern on Spinnaker Lane arising from the Deer Creek project, as well as the height of the berm behind his property. The November 30, 1995, letter from Clark Tabbert, Deer Creek developer, was discussed. The Committee recommended that a letter be directed to Premier Development, in care of Clark Tabbert, requiring specific information as to both the height of the berm and the direction of drainage, including the possible placement of a berm and trees along the lot lines, and that this plan be submitted to the Committee at least a week before the December 18, 1995 Public Works Committee meeting. The Committee discussed status of Public Works Garage Addition. City Engineer Michael Campbell presented a memorandum of November 30, 1995, regarding the $5,000 balance withheld from F. C. Price. Ald. Suhr moved to direct that Ruekert & Mielke send a letter to F. C. Price informing them that the $5,000.00 balance was being withheld pending acceptance of work previously performed. Seconded by Ald. Misko, motion carried 3-O. City Engineer Michael Campbell reported that the Lannon Drive Turn Lane project is on hold until February 1996 when the project will be rebid. The Committee reviewed project agreement for Moorland Road Extension from Waukesha County Department of Transportation. Ald. Suhr moved to recommend approval of the agreement. Seconded by Ald. Misko, motion carried 3-O. PUBLIC WORKS COMMITTEE - PAGE 2 NOVEMBER 30, 1995 l City Engineer Michael Campbell reported on the status of the Bellview Detention Pond project. The Contractor had anticipated beginning work on November 21, 1995, but now anticipates starting work within the next week. Mayor De Angelis advised that he is finalizing work on the amended Exhibit A to the Offers to Purchase for Mr. and Mrs. Bauer and Mr. and Mrs. Satorius. The Committee discussed status of improved signage on Tess Corners Drive. Problems with fading of signage were discussed. supt. Loughney is to look into problem with fading road stripes. This item will be further discussed at the December 18, 1995 meeting. City Engineer Michael Campbell discussed status of Little Muskego Lake Dam Hydraulic Shadow, reporting that the emergency action plan for the Dam was completed. The survey crew had conducted a survey, with differences between map elevations and surveyed elevations noted. Mr. Campbell will present cost data at the December meeting for options of an aerial survey or ground survey. Mark Paulat, Grant Administrator, appeared before the Committee to discuss status of Freedom Square Drainage Project. The availability of the Public Works Department to perform necessary work was also discussed, with the Committee determining that other demands on the Public Works Department prevented it from participating in the Freedom Square project. Ald. Misko moved to request substantial completion by April 1, 1996, with final restoration by May 31, 1996. Seconded by Ald. Suhr, motion carried 3-O. Mark Paulat to submit project to Waukesha County for rebid. City Engineer Michael Campbell presented survey maps of road layout for Bay Lane Place. Ald. Misko moved to defer further action pending a review by the Plan Director. Seconded by Ald. Suhr, motion carried 3-O. Mr. Ed Herda appeared before the Committee to continue discussion on status of title search showing ownership of end of road on Groveway Lane. Property at south end was found to have no rights to access to the private road. The Committee discussed possibility of making the road public. Ald. Misko moved to pursue obtaining the necessary legal and engineering documentation to bring ownership issue to a closure regarding the Gullickson and Herda properties. Seconded by Ald. Suhr, motion carried 3-O. Mr. Mark Schmalz and Roger Krause appeared before the Committee to discuss road bond for the Kingston Bay Dredging Project. The options of placing funds in escrow or letter of credit, or obtaining a road bond were discussed. Ald. Misko moved to require $25,000 surety of any of the above options with a term to end on on June 1, 1996. Seconded by Ald. Suhr, motion carried 3-O. The Committee discussed drug and alcohol testing policy for the Public Works Department and determined that drug and alcohol testing issue should be discussed in Closed Session due to ongoing PUBLIC WORKS COMMITTEE - PAGE 3 NOVEMBER 30, 1995 labor negotiations. Ald. Suhr moved to defer drug and alcohol testing to the December meeting and to note a Closed Session on the December 18, 1995 Public Works Committee agenda. Seconded by Ald. Misko, motion carried. Mr. Robert Gassert and David Koscielniak, representing Muskego Regency, appeared before the Committee to review road, grading & storm sewer plans. Discussion ensued regarding necessity of public drainage easement for the drainage ditch and culvert at the Woods Road entrance. Possibility of addressing easement concerns in the Subdivider's agreement was raised and off-site drainage was reviewed by the Committee, with the Committee requesting that 24" concrete piping is used. Mr. Gassert reported that he would obtain final approval from the DNR as to site grading in the vicinity of the wetlands. Roof drains are to be directly connected by separate storm lateral to the storm sewer. Other issues subject to Plan Department of Plan Commission input include encroachment into the woods, location of walks, location of handicap parking, fire access driveway on the north side of the property and building site and operation plan. Ald. Suhr moved to approve the plans as proposed subject to the preparation of an easement agreement by the Developer, the placement of a triangular piece at the culvert bend, the use of 24" concrete pipe, and review by Ruekert and Mielke, including the resolution of items as outlined in City Engineer's correspondence of November 30, 1995. Seconded by Ald. Misko, motion carried 3-O. City Engineer Michael Campbell presented plans for the Deer Creek culverts and Parkland Drive design grade. Ald. Misko moved to require horizontal elliptical pipe and full length concrete culvert. Seconded by Ald. Suhr, motion carried 3-O. Ald. Suhr moved to adjourn at 11:00 P.M. Seconded by Ald.
