PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD THURSDAY, MAY 25, 1995
The meeting was called to order at 7:07 P.M. by Chairman D'Acquisto. Also present were Committee Members Suhr and Misko,
Ald. Salentine, Ald. Rasmussen, Mayor De Angelis, Public Works
Superintendent John Loughney, City Engineer Michael Campbell and those per the attached list.
The Committee noted that the meeting was posted on 5/19/95 in
accordance with the Open Meeting Law.
There was nothing new to report on the Senior Citizen Housing
(Woods Road).
There was nothing new to report on the proposed Candlewood Creek
Subdivision.
The Committee discussed Urban/Rural Drainage. Mr. Tom Wernette
appeared before the Committee to discuss drainage issues on creek
that flows under Bluhm Drive. Supt. Loughney was instructed to
clean ditch.
The Committee discussed drainage issue in area between Parkland Drive and Lannon Drive, south of Janesville Road. City Engineer
Michael Campbell discussed placement of storm sewer and ditching.
Mr. Michael Plumley appeared before the Committee to discuss a
drainage concern with his property on Audrey Court. Ald. Misko
moved to direct Supt. Loughney to install piping. Seconded by
Ald. Suhr, motion carried 3-O. Mr. Plumley is to have his
engineer determine the grades prior to June Common Council meeting.
There was nothing new to report on the status of turn lane on CTH
L and Lannon Drive.
City Engineer Michael Campbell reviewed with the Committee the
timetable for bidding the turn lane on CTH L and Durham Drive with
bids to be reviewed at the June 29, 1995 Public Works Committee
meeting.
Mr. Gregory Boehm and Ms. Pam Boehm appeared before the Committee
to further present drainage concern for Meadow Green West Subdivision crossing Recreational Trail and also fill on lot 119.
The Committee directed Ruekert & Mielke to contact the appropriate representative of the Wisconsin Electric Company to discuss the
status of easements and culvert placement with City Engineer to
report back to the June 29, 1995 meeting.
City Engineer Michael Campbell presented draft plans for Moorland
Road Extension alternatives. Ald. Suhr moved to recommend
entering into an agreement with R. A. Smith to perform study as proposed in their correspondence of April 27, 1995. Seconded by
Ald. Misko, motion carried 3-O. Aid; Misko moved to allocate
ISTEA funds of $890,740. Seconded by Ald. Suhr, motion carried
3-o.

The Committee reviewed status of May 30, 1995 deadline for compliance with work on drainage ditch on Bay lane & Bay Lane
Terrace (Ludwig Subdivision). Ald. Suhr moved to direct Supt. Loughney to write to Mr. Hintz notifying him that the 60 day compliance period has expired, and that the City will now perform the necessary work and costs will be his responsibility and any
nonpayment of bill will be assessed to his 1995 tax bill.
Seconded by Ald. Misko, motion carried 3-O.
Mr. Richard Anderson and Mr. Greg Boehm appeared before the Committee to further review drainage concern on Mr. Anderson's
property. Discussion ensued regarding Ruekert & Mielke's proposed
storm sewer placement as outlined in their May 24, 1995
correspondence. Ald. Misko moved to approve plan as outlined in
Ruekert & Mielke's correspondence of May 24, 1995, subject to
further presentation of plans by Greg Boehm and overview and
approval by Public Works Superintendent John Loughney and the City
Engineer, with Mr. Anderson to complete ditching and restoration along the Anderson property, and with legal documentation as to
easements to be obtained. Mr. Boehm has agreed to give the City
the easement and pay for all costs of the project as well as any
legal and engineering fees incurred by the City for that
project. Seconded by Ald. Suhr, motion carried 3-O. The
Committee noted that Mr. Greg Boehm submitted a letter from he and
his wife, along with a letter from Mr. William Bentley and Mr.
Jack Verburgt, Jr., stating that the Anderson property addressed
580 W16902 Woods Road has always had wet and standing water on the
property. Mr. Boehm requested that the letters be put into the
address file.
Ms. Lori Borga, W199 51153 Holly Patch Court appeared before the
Committee to further discuss Holly Patch pond and her soil erosion
concerns. Ald. Misko moved to direct Plan Director Matt Sadowski
to determine whether eroded area is part of land dedicated to the
City or actually owned by the Homeowners Association. If it is
determined that is it land dedicated to the City, Supt. Loughney
will proceed with corrective action. Seconded by Ald. Suhr,
motion carried 3-O.
City Engineer Michael Campbell reviewed with the Committee Ruekert & Mielke's Scope of Services for the Tess Corners Creek Hydrologic
Study and HEC-2 analysis. The Committee discussed the feasibility
of using prior HEC-2 data in completing the engineering study.
Mr. Allen Link (?) addressed the Committee regarding the need to
have Hydrologic and HEC-2 studies done in a timely manner. Mr. E. J. Salentine addressed the Committee on behalf of the Tess Corners
Volunteer Fire Department and offered to pay one-half of Phase 2
engineering fees. Ald. Misko moved to direct Ruekert 6 Mielke to conduct engineering studies, with fifty percent of Phase 2 cost study to come from Miscellaneous Engineering Funds and fifty
percent to be paid by the Tess Corners Volunteer Fire Department. Seconded by Ald. Suhr, motion carried 3-O.

Ald. Misko moved to recommend approval of low bid received from
Payne & Dolan for Bituminous Concrete and low bid received from
Wolf Paving Company for Seal Coating. Seconded by Ald. Suhr,
motion carried 3-O.
The Committee reviewed grading and drainage plans for Olson Lawn
Tractor service on CTH L (Janesville Road) with petitioner Paul Pinzuti. The Committee advised Mr. Pinzuti of the necessity to
have plans displaying contours available for Committee review prior to a Committee meeting. Item was deferred until the June
29, 1995 meeting.
Review of invert requirements for the Foxboro North Subdivision
was removed from the agenda at the request of the developer, Mr.
Kent Kosobucki, who notified the Mayor's Office to remove the item
from the agenda as he plans to install the concrete inverts as
originally planned.
Mr. Carl Gratzek appeared before the Committee to discuss need for
placement of a storm sewer on Lions Park Drive instead of the open

ditch that is now present. Mr. Gratzek stated that he will be
responsible for all costs and will obtain further information regarding costs and pipe alternatives. Ald. Misko moved to allow
placement of storm sewers subject to final approval of Supt.
Loughney and subject to all costs being the responsibility of Mr. Gratzek. Seconded by Ald. Suhr, motion carried 3-O.
The Committee reviewed correspondence from Attorney Eric
Schlieter, dated May 23, 1995, regarding the oustanding item on
the Public Works Garage project. supt. Loughney discussed status
of Public Works Garage addition. Ald. Misko moved to reject
settlement, directing F. C. Price to complete the work or
$5,000.00 final payment will be withheld. Seconded by Ald. Suhr,
motion carried 3-O.
