Public Works Committee - MINUTES - 3/23/1995PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, MARCH 23, 1995 The meeting was called to order at 7:00 P.M. by Chairman Dumke. Also present were Committee Members D'Acquisto and Misko, Mayor De Angelis, Public Works Superintendent John Loughney, Ald. Woodard, Michael Campbell (Ruekert & Mielke) and those per the attached list. The Committee noted that the meeting was posted on 3/16/95 in accordance with the Open Meeting Law. There was nothing new to discuss under Urban/Rural Drainage. City Engineer Michael Campbell discussed with the Committee the status of Moorland Road Extension/North 6 South. Michael Campbell advised of discussion he held with the DNR for the proposed Moorland Road South Extension and showed new alternatives (C4, C5, C6) as the original alternatives (Cl, C2, C3) are likely not to be acceptable to the DNR. After questions were addressed about the alternatives, Ald. D'Acquisto moved to direct Michael Campbell to submit Cl, C2, C3 and C5 (which will now be known as C4) to the DNR for consideration. Seconded by Ald. Misko, motion carried. Michael Campbell will consider and propose intersection alternatives for the April meeting. Ald. Donna Woodard and Mr. Doug Hints appeared before the Committee to further discuss drainage problem in the Ludwig Subdivision. Mr. Hints agreed that he will perform work on his property, at his expense, with a minimum 3 to 1 slope and will seed to prevent erosion. Mr. Thompson will be contacted by Ald. Misko regarding required shaping and grading on his property. One tree and one bush will be allowed on the Hints lot line. Ald. D'Acquisto moved to direct that this work be performed within sixty (60) days or the City will take action. Seconded by Ald. Misko, motion carried. Consideration will be given if after 60 days, weather conditions have not permitted work to be done. Mr. Richard Anderson, SBO W16902 Woods Road, appeared before the Committee to discuss his ongoing drainage problem. After extensive discussion, Ald. D'Acquisto moved to direct Supt. Loughney and Mayor De Angelis to discuss alternatives regarding swale with Mr. Gregory Boehm and if an agreement cannot be reached, the City will move ahead and do the project. Mr. Boehm is not to do the work. Seconded by Ald. Misko, motion carried 3-O. The Committee reviewed status report on Little Muskego Lake Dam project dated 3/23/95. Construction on the dam structure, spillway and sheet piling is substantially complete. Completion of some minor items will be completed in the Spring. The contractor's insurance carrier is negotiating with five of the homeowners, due to damage to their homes. The contractor and their insurance carrier are responsible for settling with the homeowners. While this item is being resolved, the City is withholding $12,000 for each of the five homes until it is resolved. The bidding of the landscaping and embankment improvements portion of this project is scheduled for April. Construction is scheduled for the month of June with all work to PUBLIC WORKS COMMITTEE - PAGE 2 WARCH 23, 1995 be completed by the July 4th weekend. Mayor advised that only one easement is yet to be completed. Mayor De Angelis updated the Committee on the status of the turn lane on CTH L & Lannon Drive as a result of a recent telephone conversation with Mr. Chris Zillig. The project is out to bid and it is noted that there is only one (1) contractor willing to bid on moving traffic signals. Work is hoped to begin in May of 1995. supt. Loughney advised the Committee that he has met with the representatives from the School District to review plans for the turn lane on CTH L & Durham Drive. The required easement will be reviewed by the School Board. Once approval is obtained, plans will be submitted to Waukesha County and project will be bid. The Committee reviewed request for Acceptance of Improvements for road and storm sewer for Lakeview Highlands-North. Ald. Dumke moved to deny. Seconded by Ald. Misko, motion carried. supt. Loughney reviewed with the Committee a request from Muckey 4-H to park bus on Municipal Garage property. Ald. D'Acquisto moved to approve subject to insurance. Seconded by Ald. Misko, motion carried. The Committee discussed drainage oversizing for Senior Housing. Extensive discussion ensued with affected property owners. Senior Representative was not present. Matter will be further reviewed at April meeting. Possible solution includes storm sewering west property line and ditching to east along the section line. . The Committee discussed road cut for lateral on Woods Road for the Kablitz property as a result of a contractor connecting a lateral to the wrong property. Ald. Misko moved to waive the road opening fee. Seconded by Ald. D'Acquisto, motion carried. The review of estimate for realignment of drainage of ditch between Bay Lane and Bay Lane Terrace was discussed under above item for Ludwig Subdivision. The review of bids on two patrol trucks for the Public Works Department was deferred to April meeting. supt. Loughney advised that he has met the Engineer for Champions Villages (CCV) on site and ditching items were resolved. The meeting adjourned at 9:40 P.M. Respectfully submitted, Ald. Demonic R.
