Public Works Committee - MINUTES - 6/29/19950 0 *CORRECTED PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JUNE 29, 1995 The meeting was called to order at 7:05 P.M. by Acting Chairman Brian Misko. Also present was Committee Member Suhr, Ald. Salentine, Public Works Supt. John Loughney, City Engineer Michael Campbell and those per the attached list. Mayor De Angelis arrived at 7:25 P.M. and Ald. Rasmussen arrived at 9:00 P.M. The Committee noted that the meeting was posted on June 23, 1995, in accordance with the Open Meeting Law. There was nothing new to report under Proposed Developments or Urban/Rural Drainage. Mayor De Angelis discussed with the Committee a cost sharing proposed by Mr. Zillig to construct turn lane. Mayor De Angelis was requested to send a letter to Mr. Zillig advising that all costs incurred in construction of the turn lane were his responsibility. Mayor De Angelis reported to the Committee that the easement from Muskego/Norway School District for the turn lane on CTH L & Durham has been approved. The Committee further discussed drainage concern for Meadow Green-West. City Engineer Michael Campbell advised that the culverts were located on WEPCO property. The Committee determined that Mr. Greg Boehm is to be sent a letter directing him to contact WEPCO to obtain easements. There was nothing new to report on the Moorland Road Extension. The Committee discussed determination of timeframe for Anderson Drainage project. Ald. Misko moved to direct Mr. Greg Boehm to complete design phase of Anderson drainage project within thirty (30) days from adoption of these minutes (August 10, 1995) and to complete construction of the project within an additional 45 days (September 24, 1995). Seconded by Ald. Suhr, motion carried. The Committee noted that there were no new grading or drainage plans for Olson Lawn Tractor Service on CTH L presented to the Committee and this item was deferred to the July meeting. The Committee discussed proposed storm sewer easement-Bay Lane Terrace. City Engineer Michael Campbell provided information to Jean and Jerome Satorious and Mr. & Mrs. Bauer regarding questions raised as to a proposed storm sewer easement. Cost estimate for replacement of trees was provided by Jerome Satorius (attached). Discussion ensued regarding cost estimates. The Committee directed Mr. & Mrs. Satorious and Mr. & Mrs. Bauer to present PUBLIC WORKS COMMITTEE - PAGE 2 JUNE 29, 1995 0 0 additional cost information as to damaged trees to the Committee for the July meeting. Mr. Jeff Metz, MSI, appeared before the Committee to review dedication of storm sewer. The Committee discussed the material which was used for the construction and deferred action until the July meeting in order to receive more information on actual construction materials. The Committee reviewed the following bids received for the Durham Drive Turn Lane: D. C. Burbach, Inc. $16,295.00 Zenith Tech, Inc. $23,590.00 Ald. Suhr moved to recommend acceptance of low bid from D. C. Burbach, Inc. Seconded by Ald. Misko, motion carried. The Committee noted that the bid is over the 1992 estimate and this is partially due to inflation and partially due to increase in project scope; i.e. retaining wall removal, slurry backfill requirement per County DOT permit. Ald. Salentine appeared before the Committee representing a property owner on Bay Shore Drive who would like the drainage ditch paved. The Committee discussed and determined that the there was no need to pave the ditch and that the property owner was responsible for keeping it maintained. The Committee reviewed Jurisdictional Transfer of former STH 36 through Durham Hill which ~has been drafted by Waukesha County. Ald. Misko moved to recommend approval of transfer. Seconded by Ald. Suhr, motion carried. Mr. Ed Kujawa, Lee Kingsbury, David Megna and Jerry King appeared before the Committee to discuss drainage concerns on Woodberry Ct. cul-de-sac in Lake Forest Subdivision. Grading concerns were discussed with the Committee. Ald. Misko moved to direct the City Engineers to assess the grades and present findings to the Committee for their July meeting, with potential funding coming from the Urban/Rural drainage fund. Seconded by Ald. Suhr, motion carried. Chairman D'Acquisto will present residents with time and date of July meeting. Mr. Mark Paulat, Grant Administration and Soil Erosion Inspector, appeared before the Committee to present a Stormwater Management Plan for their review. The Committee directed Mark Paulat to provide each Council Member with a copy of the plan for their review. Ald. Rasmussen appeared before the Committee to address sump pump discharge and drainage for the Scheffler property on Skylark Lane (Willow Woods Addn. #2). The Committee requested that Mr. Scheffler have his engineer provide "as-built" plans for the City. PUBLIC WORKS COMMITTEE - PAGE 3 JUNE 29, 1995 The Committee discussed drainage ditch on crest of hill on Lannon Drive, which was referred from the Public Safety Committee, with several property owners on Lannon Drive. Alderman Salentine appeared to represent the constitutents. The possibility of placing a covered culvert on the west side of Lannon Drive to serve as an additional right lane was discussed. supt. Loughney provided a cost estimate of approximately $30,000 for the project. Citizen concerns were expressed regarding safety hazards. Ald. Suhr moved to refer this matter to the Parks and Recreation meeting of July 10, 1995, for presentation of bike path cost estimates by City Engineers. Seconded by Ald. Misko, motion carried. Mr. Jeff Metz (MS1 General) and Bob Patch appeared before the Committee to discuss placing a temporary stockpile of up to 10,000 cubic yards of material on Overlook Bay Phase 2 & 3 sites. A memorandum from Liesa Nesta (DNR) dated June 19, 1995, was also reviewed which advised that it would be permitted subject to the following conditions: Phase 2 1. Stockpile must be at least 80 feet from wetland on south and east sides. 2. Two rows of silt fencing must be installed on downslope side of stockpile. 3. All necessary City permits must be obtained. Phase 3 1. Stockpile must be at least 100 feet from wetland on west and north sides. 2. Stockpile must be at least 5 feet back from lot line with commercial site parcel. 3. All necessary City permit must be obtained. No. 30.19 Permit required if above conditions are followed. Ald. Suhr moved to defer to the July meeting in order for Chairman D'Acquisto to have an opportunity to review and discuss further. Seconded by Ald. Misko, motion carried. Discuss excel/decel lane Foxboro-North (Duklas). Aid. Rasmussen appeared before the Committee to discuss excel/decel lane and status of mountable curb on the Duklas property. Ald. Misko moved to direct Kent Kosobucki to install excel/decel lane to the edge of Duklas driveway. Seconded by Ald. Suhr, motion carried.
