Public Works Committee - MINUTES - 7/31/1995CORRECTED PUBLIC WORKS COMMITTEE - CITY OF MUSKEGG MINUTES OF MEETING HELD MONDAY, JULY 31, 1995 The meeting was called to order at 7:lO P.M. by Chairman Demonic D'Acquisto. Also present were Committee Member Suhr, Public Works supt. Loughney, City Engineer Michael Campbell. Committee Member Misko arrived at 7:15 P.M. and Mayor De Angelis arrived at 7:30 P.M. The Committee noted that the meeting was posted on Thursday, July 27, 1995, in accordance with the Open Meeting Law. There was nothing new to discuss under Urban/Rural Drainage. The Committee reviewed correspondence from Ruekert & Mielke to F. C. Price Corporation dated July 12, 1995 in regarding to final payment for the Public Works Garage Addition. Ald. Misko moved to defer final payment of $5,000.00 to F. C. Price Corporation until leak is repaired at the Public Works Garage Addition. Seconded by Ald. Suhr, motion carried. Committee Member Suhr further discussed the drainage concern for the Hintz and Thompson properties in the Ludwig Subdivision and presented photos of the drainage area and correspondence from the Army Corps of Engineers for Committee review. Discussion regarding status of drainage ensued, and the Committee directed supt. Loughney to send a letter to Mr. Hint-z requesting payment of drainage area work. City Engineer Michael Campbell presented the Committee with the results of the Tess Corners Creek Hydrologic Study and Hec 2 Analysis for the Tess Corners Volunteer Fire Station expansion. Ald. Suhr moved to allow Ruekert & Mielke to provide engineering services to the Tess Corners Volunteer Fire Department, with the Fire Department responsible for all costs incurred for the engineering services rendered. Seconded by Ald. D'Acquisto, motion carried. Mayor De Angelis updated the Committee on the status of the turn lane at CTH L and Lannon Drive. The Committee noted that clarification of financing for this item will be discussed with Mr. Zillig at the August 16, 1995 Finance Committee meeting. Mayor De Angelis advised the Committee that easements have been obtained from the Muskego-Norway School District for the turn lane at CTH L and Durham Drive and project is let out to bid. City Engineer Michael Campbell updated the Committee on the status of Moorland Road Extension. The Committee directed Mr. Campbell to forward Moorland Road Extension plans to the DNR for review, with recommendation of Route C-3, and second alternate C-4. Public Works Committee - Page 2 July 31, 1995 Dennis and Pat Bauer and Robert and Clara Satorius appeared before the Committee to review cost estimates for tree replacement on Bay Lane Terrace. Ald. Suhr moved to direct that the City of Muskego draft the appropriate easement documents and issue relocation order for subject properties along with the considerations for repair/replacement as presented. Seconded by Ald. D'Acquisto, motion carried. City Engineer Michael Campbell updated the Committee on status of MSI's storm sewer dedication for the commercial site on CTH L & CTH Y. Ald. Misko moved to accept storm sewer dedication based on verification that it is of concrete construction. Seconded by Ald. D'Acquisto, motion carried. Jerry King, Lee Kingsbury, Ed Kujawa and Dave Megna, representatives of the Lake Forest Subdivision appeared before the Committee to discuss their drainage concerns on Woodberry Court. Options to address drainage concerns were discussed. Ald. Misko moved to obtain cost information on the installation of catch basins prior to the next meeting. Seconded by Ald. Suhr, motion carried. Committee determined that final resolution would be resolved at August meeting and that Mr. Robert Patch will be requested to attend the meeting. Mr. Robert Patch appeared before the Committee, along with Attorney Deborah Tomczyk, to discuss temporary stockpile of material at Overlook Bay. Ald. Suhr moved to approve based upon plan review by Liesa Nesta, DNR, and Soil Erosion Inspector Tom Chiconas. Seconded by Ald. Misko, motion carried. Chairman D'Acquisto excused himself due to possible ethics conflict on advice of City Attorney. The Committee deferred action on the status of grading plans for Olson Tractor as no additional information has been presented. The Committee reviewed revised grading plan for Lakeview Highlands-North. Ald. Misko moved to approve City Engineer Richard Eberhardt's recommendations. Seconded by Ald. Suhr, motion carried. Mr. Pat Zimmer and John Burnhart appeared before the Committee to discuss revised grading plans for Champions Villages. The Committee directed representatives to present diagrams for further Committee review regarding request for variance on pad height. Ald. Suhr moved to approve revised site grading plan. Seconded by Ald. Misko, motion carried. Ald. Misko moved to accept City Engineer Ken Ward's recommendation of July 24, 1995 and allow the alterations for storm sewer piping. Seconded by Ald. Suhr, motion carried. The Committee reviewed correspondence from Richard Eberhardt, Ruekert & Mielke, regarding the Woods Road Right-of-Way for the Woods Road Water Main and Sanitary Sewer project. Misko moved to direct that a letter be sent to Chicago Title requesting that they prepare the appropriate documentation for recording at their expense. Seconded by Ald. Suhr, motion carried. Public Works Superintendent discussed with the Committee the request from the City of Franklin to exchange maintenance jurisdictions for STH 36. Ald. Misko moved to deny request and to send a letter to the City of Franklin stating that the City of Muskego will only plow the abandoned section of STH 36 in the City of Franklin and that the City of Franklin will be responsible for the maintenance and plowing of the section of STH 36 of Ryan Road to "00". Seconded by Ald. Suhr, motion carried. Ald. Misko advised the Committee of constituent concerns regarding signs placed on road right-of-ways. Ald. Misko to contact Public Works Superintendent John Loughney with any complaints. Ald. Suhr moved to adjourn at 11:20 P.M. Seconded by Ald. D'Acquisto, motion carried.
