MINUTES OF MEETING HELD THURSDAY, JANUARY 26, 1995
The meeting was called to order at 7:35 P.M. by Chairman Dumke.
Also present were Committee members D'Acquisto and Misko (arrived
at 7:45 P.M.), Mayor De Angelis, Public Works Superintendent John
Loughney, Mike Campbell (Ruekert & Mielke) and those per the attached list.
The Committee noted that the meeting notice was posted on l/23/95
and amended notice was posted on l/25/95 in accordance with the
Open Meeting Law.
There was nothing new to discuss on Urban/Rural Drainage.
The Status of Terra Development projects was removed from the
agenda and will not be a standard item in the future.
Mr. & Mrs. Doug Hintz appeared before the Committee to discuss
drainage ditch on Bay Lane. City Engineer Mike Campbell described
the deviation of drainage ditch from easement area. Ald. Misko spoke on behalf of the Thompson property and stated that the
Thompsons have complied with city policies regarding the removal
of debris, wood chips, etc. After further discussion it was
decided that Ald. Misko and Ald. Woodard will attempt to arrange a
meeting between the two parties to arrive at a solution.
The Committee further discussed the Anderson drainage problem on Woods Road and, due to technical problems encountered, this issue
is unresolved. Further research to be done.
The Committee reviewed a memorandum from Stan Sugden (Ruekert &
Mielke) on the status of the Little Muskego Lake Dam Retrofit
Project. As of January 26, 1995, the Contractor has completed
construction of the dam structure, steel sheet piling installation
and rip rap installation along the spillway channel at approximately $3,500.00 under budget. Complaints as to damage to
basement walls is under review. City Engineer Mike Campbell
reviewed the Floodplain maps from dam failure for the new dam.
There was nothing new to discuss on drainage concern in Industrial
Park from Plum Creek East as Mr. Carity has not advised the City
as to his meeting with Mr. Santi.
There was nothing new to discuss on turn lane on CTH L & Lannon
Drive.
The Committee discussed status of Moorland Road-North Extension
and Supt. Loughney advised that he is currently evaluating
engineering proposals.
The Committee reviewed request received from Miller Engineers
Scientists, dated December 14, 1994, regarding a request to
discharge treated ground water to storm sewer (former Benco Service Station). Mayor De Angelis stated that he had contacted
the company and advised that the City would review the request after they had received a WPDES permit from the DNR. supt. Loughney advised that he has since received a copy of Miller
Engineers Scientists application for the WPDES permit.

The Committee reviewed item referred .from the Plan Department regarding location of sump pump discharge (S83 W19407 Apollo Drive - Plum Creek East). The apartment was approved to be built with a basement, but storm sewer is at least 250' away creating an undue hardship. Ald. D'Acquisto moved to approve a temporary discharge permit. Seconded by Ald. Misko, motion carried. Additional research will be done as to this issue and
further reviewed at the February meeting.
Mrs. Beth Lindberg appeared before the Committee to discuss
proposed Moorland Road-South Extension as it relates to Candlewood
Creek Subdivision and presented the Committee with new wetland delineation. Ald. D'Acquisto moved to direct the City Engineers to examine the new information and access viability on Routes Cl,
C2, and C3, and also to discuss with City Planner. Seconded by Ald. Misko, motion carried. This will be further discussed at the
February meeting.
supt. Loughney reviewed with the Committee correspondence from the
Wisconsin Department of Transportation regarding the State's Requirement for a Pavement Management System. No action was taken at this time.
Mr. Boris Sodos and Roman Berendt appeared before the Committee to discuss plans submitted on intersection detail for Champions Drive
& Loomis Road and Champions Drive 6 North Cape Road submitted on
January 18, 1995. The Committee reviewed memorandum from City
Engineer Ken Ward dated January 26, 1995, regarding recent
conversations with applicants regarding submittal. It was agreed
that CCV will provide emergency storm drainage easement for review
by the City Attorney in response to concerns expressed by the Committee regarding open ditch adjacent to the golf course. supt. Loughney pointed out the continuing request that there be no open
ditch and instead a storm sewer in this area. Ald. D'Acquisto
moved that the area in question must be storm sewered. Seconded
by Ald. Misko, motion carried. The committee also reviewed
correspondence from Wisconsin Department of Transportation, dated
January 9, 1995, agreeing that the DOT will construct a median opening on STH 36 and the Loomis Drive intersection to accommodate the initial 24 foot wide street as part of the scheduled 1997-1998
reconstruction project. When the boulevard is constructed, CCV
will have to apply for a permit to reconstruct the median opening and the Loomis Drive intersection in accordance with DOT plans and
specifications, at CCV's expense (letter attached). Requirements
for boulevard entrance were discussed and to be further reviewed
at the February meeting along with final changes to grading plan.
The Committee reviewed Agenten CSM for Skylark Lane along with memorandum from City Engineers regarding submittal, dated January
18, 1995. Several issues need to be addressed and resubmittal at a future meeting.

Under Communications And Any Other Business As Authorized By Law,
Mayor De Angelis advised the Committee of a meeting held with Gary
Evans of Waukesha Department of Transportation regarding access
dispute on Racine Avenue for Parkside Inn (W191 57690 Racine
Avenue) and he indicated an early June start date.
The meeting adjourned at lo:50 P.M.
