Public Works Committee - MINUTES - 2/23/1995*CORRECTED PUBLIC WORKS COMMITTEE - CITY OF NUSKEGO MINUTES OF MEETING HELD THURSDAY, FEBRUARY 23, 1995 The meeting was called to order at 7:05 P.M. by Chairman Dumke. Also present were Committee Members D'Acquisto and Misko (arrived at 7:45 P.M., Mayor De Angelis, Ald. Woodard, City Engineer Michael Campbell and those per the attached list. The Committee noted that the meeting was posted on 2/17/95 in accordance with the Open Meeting Law. There was nothing new to discuss under Urban/Rural Drainage. supt. Loughney discussed with the Committee the sump pump for the property at 583 W19407 Apollo Drive and advised that the Public Works Department has a pipe available from a dam project which will enable them to do the project at a reasonable cost. Ald. D'Acquisto moved to approve the project with the funds to be taken from Urban/Drainage account. Seconded by Ald. Misko, motion carried. City Engineer Michael Campbell discussed with the Committee the status of Moorland Road Extension-South. Proposed Routes Cl, C2, and C3 all have some obstacles involved with isolated natural areas or delineated wetlands. Mayor, Supt. Loughney, and Michael Campbell will meet with DNR and report back to Committee. Mr. William Thompson, W165 S7526 Bellview Drive appeared before the Committee to discuss drainage concern in the Ludwig Subdivision. A discussion was held with Ald. Misko and Ald. Woodard on time line for resolution of this project. Mr. Hints was not present. Ald. Woodard was not aware of meeting held between Ald. Misko, Mr. Thompson and Mr. Hintz. supt. Loughney will survey project and determine if the City can do the job at less cost. Estimates will be reported at the March meeting and further discussion to ensue. Michael Campbell advised the Committee that the Contractor for the Little Muskego Lake Dam Retrofit project is in the process of surveying the reported basement wall cracks in some of the properties in the project. All easements have been signed by property owners, awaiting disposition from lending institutions. The Committee discussed status of drainage concern in the Industrial Park from Plum Creek East. supt. Loughney feels that a tile was broken during construction. Mr. Bill Carity has agreed to have a contractor examine the problem and pursue measures needed to correct. Nothing new to report on the status of the turn lane on CTH L and Lannon Drive. Nothing new to report on the drainage concern on the Anderson property on Woods Road. PUBLIC WORKS COMMITTEE - PAGE 2 FEBRUARY 23, 1995 City Engineer Michael Campbell discussed with the Committee the City's responsibility to implement a Pavement Management System (PMS) as described in the attached letter. The Intermodal Surface Transportation Efficiency Act (1STEA) of 1991 requires that because the City is eligible for federal funding, it must develop a PMS to show how it will manage and maintain its road over time. A discussion was held on the type of computer hardware, software and training required to implement the maintenance program and the Committee determined that Supt. Loughney will advise the Wisconsin Department of Transportation of the program that the City will implement. supt. Loughney discussed with the Committee the status of the turning lane at CTH L & Durham Drive and inquired when the project should be bid. Ald. D'Acquisto moved to direct Supt. Loughney to work with the City Engineers on letting bids for the project. Seconded by Ald. Misko, motion carried. Greg Boehm appeared before the Committee to discuss his concerns on the culvert that is on a WEPCO right-of-way (Kristin Downs to Lot #118 & Lot #119 Meadow Green-West Addn. #2) stating that the cross culvert is draining water onto his lots. Mr. Boehm is requesting the City to install a ditch on WEPCO right-of-way, at the City's expense. The Committee advised Mr. Boehm to consult with WEPCO and the DNR about the possibility of his installing the ditch. The Committee reviewed revised grading plan for the new addition to the Pick & Save complex. The revised plan shows that the drainage basin capacity has been increased to accommodate 100 year storm event. Ald. Misko moved to approve revised plans. Seconded by Ald. D'Acquisto, motion carried. The Committee reviewed the following quotes received for new mower/tractor which is a 1995 Capital Item: Tractor Loader Sales $15,990 Otter $15,599 Milwaukee Ford Tractor $17,997 Ald. D'Acquisto moved to recommend acceptance of low bid from Otter in the amount of $15,599 pending review to see if bid meets requirements. Seconded by Ald. Misko, motion carried. The Committee reviewed boulevard requirements, grading, etc. along with review letter from City Engineers, dated February 23, 1995, and proposed drainage easement for CCV-Champions Villages. Ald. D'Acquisto moved to approve plans subject to minor corrections as noted by City Engineer Michael Campbell and approval of final drainage plans on Ryan Road being approved by Supt. Loughney. Seconded by Ald. Misko, motion carried. The Committee reviewed master site grading plans for Skylark Lane-Agenten CSM. After discussion and review of storm sewer and PUBLIC WORKS COMMITTEE - PAGE 3 FEBRUARY 23, 1995 grade issues, Ald. D'Acquisto moved to approve plans subject to approval by City Engineers, Supt. Loughney, and the Soil Erosion officer, contingent upon additional easement and stabilization of existing drainage with plans being submitted and approved. Seconded by Aid. Misko, motion carried. The Committee reviewed drainage plan submitted by Metropolitan Engineering for the Senior Citizen Complex and discussed various drainage issues with adjoining property owners, as well as alternatives. Metropolitan Engineering will discuss alternatives with owner and property owners will notify Mayor of preferred solution. Ald. D'Acquisto moved to deferred due to numerous issues needing to be addressed. Seconded by Ald. Misko, motion carried. The meeting adjourned at lo:20 P.M. Respectfully submitted, /ca Ald. Demonic R.
