MINUTES OF MEETING HELD THURSDAY, AUGUST 24, 1995
The meeting was called to order at 7:lO P.M. by Chairman
D'Acquisto. Also present were Committee Members Suhr and Misko,
Mayor David De Angelis, Public Works Superintendent John Loughney,
City Engineer Michael Campbell, Ald. Rasmussen, Ald. Salentine,
and those per the attached list.
The Committee noted that the meeting was posted on 8/21/95 in
accordance with the Open Meeting Law.
Public Works Superintendent John Loughney discussed request for
swale placement on Holly Patch Court (Tadych) and inadequate
drainage. The Committee referred the matter to the Lake Forest
Homeowner's Association for further action.
Public Works Superintendent John Loughney reported on the status
of the Public Works Garage addition and stated that the roof still
leaks. City Engineer will contact Contractor to determine whether
the leak can be located and repaired.
There was no discussion on the status of the drainage concern for
the Ludwig Subdivision.
The Committee continued discussion on the Status of Turn Lane -
CTH L & Lannon Drive. Ald. Misko moved to direct the City Engineer to seek bids for construction of turn lane. Seconded by
Ald. D'Acquisto, motion carried.
The Committee continued discussion on the status of Turn Lane -
CTH L & Durham. City Engineer Michael Campbell reported that
construction of the turn lane at the intersection of CTH L and Durham Drive was proceeding.
City Engineer Michael Campbell advised the Committee that a report
recommending acceptance of Route C-3 for Moorland Road
Extension-South had been forwarded to Liesa Nesta of the
Department of Natural Resources.
The Committee deferred discussion on status of Bellview Detention
Pond to New Business where bids will be discussed.
There was nothing new to report on the dedication of storm sewer
for MS1 General.
The Committee reviewed grades for the drainage concerns on
Woodberry Ct. cul-de-sac in Lake Forest Subdivision. Mr. Jerry
King, Dave Megna, and Lee Kingsbury appeared before the Committee
to continue discussion of their concerns. Engineer Michael
Campbell discussed options as outlined in his letter of August 22,
1995. Ald. Suhr moved to allow City Engineer to provide affected
property owners with a copy of the engineering plans and to allow
the affected property owners to connect to the storm sewer,

subject to approval of work completed by City Engineer and Public
Works Superintendent. Seconded by Ald. Misko, motion carried.
The Committee reviewed memorandum dated August 24, 1995, from Plan
Director Matt Sadowski reporting that on Thursday, August 17, 1995, he had spoke with the contractor for Olson Lawn Tractor,
Janesville Road, and reminded him that the City is awaiting
receipt of a grading plan for the property. Mr. Paul Pinzuti advised that he would like to meet with City Engineer Michael
Campbell at the site to go over concerns before he has plans drawn
up. Mr. Pinzuti was advised that this item will again be placed on the agenda for September.
Mr. Greg Boehm appeared before the Committee to discuss status of
Anderson drainage concern and presented proposed new plans for
alleviating drainage concerns. The Committee rejected plans
proposed by Mr. Boehm as they were insufficient for Committee
review and told Mr. Boehm that all future plans must be submitted
to supt. Loughney and City Engineer Michael Campbell.
Mr. Greg Boehm also spoke with the Committee regarding culvert
installation for Kristin Downs Right-of-way. Mr. Boehm presented
no additional documentation for Committee consideration.
Committee declined to consider Mr. Boehm's request to have City
install ditching and suggested that he contact Wisconsin Electric
Power Company to discuss further pursuit of ditching. It was
noted that the minutes should reflect that Mr. Boehm did state
that he was aware of the two culverts that were installed prior to
his purchase of the property.
Ald. Rasmussen appeared before the Committee requesting to have a
road shoulder asphalted in front of a home addressed W124 S10447
S. 124th Street. Ald. Rasmussen requested that a letter be sent
to the Waukesha County Department of Transportation regarding
required shoulder paving. Ald. Misko moved to direct a letter to
be sent to the DOT requesting shoulder paving. Seconded by Ald.
Suhr, motion carried.
The Committee discussed drainage concerns - Little Muskego Lake
Retrofit Project. Greg and Laura Mecha appeared before the
Committee to discuss drainage concerns on their property (576
W18140 Janesville Ct.) Ald. Misko moved to appropriate $785.00
out of undesignated borrowed funds to alleviate drainage problem
with the City to contract for work performed. Seconded by Ald.
D'Acquisto, motion carried. (Mr. and Mrs. Mecha also discussed
damage to their sprinkler system. Ald. Suhr moved to appropriate
$50.00 for reimbursement to the Mechas for repair of sprinkler
system, noting their efforts in mitigating further damage.
Seconded by Ald. D'Acquisto, motion carried 2-l with Ald. Misko
voting "no".) removed from acceptance of minutes at Common Council
meeting of g/12/95 and will be reconsidered at Public Works
Committee meeting of g/28/95.

Public Works Superintendent John Loughney discussed with the
Committee a drainage concern at the Eve Pierzchalski residence (586 W19598 Woods Road). Ald. Misko moved to direct Supt. Loughney to contact the Developer of the Plum Creek East Subdivision to correct drainage problem and to have the City's
Soil Erosion Control Inspector, Tom Chiconas, send out a 72 Hour
Compliance Order to the affected property owners advising them to install the proper silt fencing. Seconded by Ald. D'Acquisto, motion carried.
Dennis and Pat Bauerand Jean Satorius appeared before the
Committee to discuss concerns regarding the Bellview Detention Pond bids which were as follows:
C. W. Purpero, Inc. $124,459.00 New Berlin Grading, Inc. $162,221.50 Sunny Slope Grading, Inc. $122,346.00
Ald. Misko moved to approve the low bid received from Sunny Slope Grading, Inc., in the amount of $122,346.00 with $72,340 to be paid from allocated funds of $66,866 with the remainder of
$5,473.94 to be paid out of the 1995 Urban/Rural Drainage, and the balance of $50,006 to be allocated upon passage of the 1996
Budget. Seconded by Ald. Suhr, motion carried 2-1, with Ald. Suhr
voting "no".
Mr. John Davis and Burt Schneider appeared before the Committee to discuss drainage concern on the commercial property addressed S64
W18295 Martin Drive (B. Michael's). Mr. Chris Metcalf was present
to voice concerns arising from excess drainage onto Garnet Drive, as well as Mr. Brushwood, Mr. Knueppel, Frank Kurka, and Mrs.
Georgan Werry who also were concerned about drainage. Ald. Suhr
moved to require B. Michaels to complete the placement of
additional sod and landscaping and the rolling of recycled asphalt
by September 30, 1995, with paving of the entire parking lot by
June 30, 1996, subject to weather conditions and further
stipulation that the lower parking access is to be removed.
Seconded by Ald. D'Acquisto, motion carried. The Committee also
directed Public Works Superintendent John Loughney to complete placement of open ditch and culvert as soon as practical.
Mr. Edward Niezgoda and Ald. Salentine appeared before the
Committee to discuss widening of Horn Field's ingress/egress.
Concerns regarding safety issues within additional parking area and whether park entry constitutes a dedicated road were
discussed. The Committee referred Mr. Niezgoda to the Parks and
Recreation Board.
The Committee reviewed correspondence from R. A. Smith &
Associates, Inc., dated August 10, 1995, requesting a variance
from existing City of Muskego grading specifications for lot pads
on the Champions Village Project. No action was taken.

Public Works Superintendent John Loughney discussed status of
Meadow Green West Addition #1 and #2. Ald. Misko moved to direct City Engineer to let project out to bid with any deficits in
funding to be sought from Mr. Greg Boehm. Seconded by Ald.
D'Acquisto, motion carried.
Public Works Superintendent also requested Committee to consider
improved signage and reflector placement at intersection of Tess
Corners Drive and CTH L (Janesville Road). supt. Loughney was
requested to study signage and turning issues at intersection and
to report back to the September meeting.
Ald. Suhr moved to adjourn at 12:50 A.M. Seconded by Ald. Misko,
motion carried.
