PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD THURSDAY, APRIL 27, 1995
The meeting was called to order at 7:05 P.M. by Chairman
D'Acquisto. Also present were Committee Member Suhr, Mayor De
Angelis, Public Works Superintendent Loughney, City Engineer
Michael Campbell and those per the attached list. Committee
Member Misko arrived at 7:ll P.M.
The Committee noted that this meeting was posted on 4/21/95 in
accordance with the Open Meeting Law.
The Committee discussed Urban/Rural Drainage projects. Mr.
Agenten and his engineer, Bob Gassert, appeared before the
Committee to discuss status of drainage ditch on the property.
After some discussion, it was determined that all parties should
be present at a Monday, May 1, 1995, site inspection meeting with the DNR, Soil Erosion Inspector Tom Chiconas, and Public Works
Superintendent John Loughney to discuss alternatives to bank
stabilization with final determination of methodologies to be determined by Tom Chiconas and John Loughney.
Mr. Michael Plumley appeared before the Committee to finalize plans for pipe placement in City drainage easement abutting his
property. Ald. Misko moved to defer in order to have easement
inspected by Supt. Loughney and to receive in writing from the DNR
that a Chapter 30 permit was not required as stated to Mr. Plumley
by Liesa Nesta. Seconded by Ald. Suhr, motion carried.
The Committee discussed the Pellmann/Anderson drainage on Woods
Road with affected property owner Richard Anderson and Greg
Boehm. The Committee reviewed minutes of the Public Works
Committee of March 23, 1995, that directed that Supt. Loughney and
Mayor De Angelis were to discuss alternatives regarding swale with
Mr. Gregory Boehm and if an agreement could not be reached, the
City will move ahead and do the project. The minutes specified
that Mr. Boehm would not be allowed to do the work. Extensive
discussion ensued regarding location and elevation of swale. Ald.
Misko moved to recommend that Ruekert & Mielke assess the
feasibility of placement of a swale upon both properties or the
alternative placement of a swale in combination with a storm
sewer, subject to the understanding that a final determination of the drainage issue will be reached at the May meeting. Seconded
by Ald. Suhr, motion carried.
That was nothing new to discuss on the turn lane for CTH L and Lannon Drive.
City Engineer Michael Campbell briefed the Committee on the status of Moorland Road/North & South and intersection alternatives and
the Committee deferred until the May meeting.

The Committee reviewed the status of the Little Muskego Lake Retrofit Project. Zenith Tech will be completing temporary
restoration, and bids for the final restoration will be opened on
April 28, 1995, and be sent to the Finance Committee of May 3, 1995, for their recommendation. Progress also reported in
settling basement repair claims, as noted by City Engineer.
There was nothing new to report on the status of the realignment
of drainage ditch on Bay Lane/Bay Lane Terrace and the Committee
directed Supt. Loughney to contact Mr. Hintz to remind him of the
Committee's action at their meeting of March 23, 1995, where they
directed that this work be performed within sixty (60) days or the
City will take action.
supt. Loughney presented to the Committee the following bids
received for two new trucks which were approved in the 1995 Budget:
Lakeside International Truck (2) $151,512.
Badger Ford (2) $155,238
supt. Loughney noted that both bids all came in over budget but he
expressed a preference for the International Truck rather than the
Ford due to quality concerns. Ald. Suhr moved to recommend
approval of purchase of two (2) International Trucks from Lakeside International for $157,572, with overage to come from Unexpended
Capital Surplus. Seconded by Ald. Misko, motion carried.
Mr. David Castona, W198 510833 Red Oak Drive, appeared before the
Committee to discuss request to install culvert in drainage ditch on Red Oak Court. Ald. Misko moved to recommend approval subject
to supt. Loughney determining actual placement and contingent upon
a letter of approval being received from Mr. Castona's neighbor.
Seconded by Ald. Suhr, motion carried.
Mr. Tom Wernette appeared before the Committee to discuss drainage
ditch on Freedom Avenue. Supt. Loughney supplied the Committee
with a copy of a letter sent to Mr. Wernette dated March 29, 1993,
(attached) which states that it will be necessary for Mr. Wernette to meet the existing grade and ditch slopes of the present
upstream ditch; along with a more defined roadside ditch on the
west side of Bluhm Drive, and that all plans for the above work
need to be presented to the Public Works Committee for approval
before work can commence.
supt. Loughney discussed with the Committee the request received
from the Muskego/Norway School District to replace sidewalk on
CTH L in conjunction with installation of turning lane on CTH L & Durham. The City is requesting a roadway dedication from the
School District in order to proceed with the project. Ald. Misko moved to approve replacement of bad portions of the sidewalks and minimal attorney expenses. Seconded by Ald. Suhr, motion carried.
There was nothing to report on road and grading plans for proposed
business on CTH L & Y - Culver's.

Ald. D'Acquisto discussed a drainage concern in Kimberly Estates with Mr. Fred Washa and Metropolitan Engineering. Metropolitan Engineering assured the Committee that ditch items will be taken
care of as soon as possible.
There were no new exhibits for Champions Villages (CCV).
The Committee reviewed grading, storm sewer and road plans for Deer Creek Subdivision and reviewed correspondence from Ruekert &
Mielke, dated April 14, 1995, listing review concerns. Ald. Misko
moved to approve grading, storm sewer and road plans subject to
final approval of the Public Works Superintendent along with
revisions being made as suggested by the City Engineers. Seconded
by Ald. D'Acquisto, motion carried.
The meeting adjourned at 1:00 A.M.

Dear Tom:
This letter is to confirm what work will be done on your property to alleviate the drainage problem.
The existing field drain tile and the existing storm sewer pipe
will be extended eastward to the twin culvert pipe under Bluhm
Drive. The field drain tile will be plastic corrugated pipe with
a smooth interior bore with the same diameter as the existing tile.
The storm drain will be plastic pipe, the same diameter and quality
as presently installed. These pipes are to outflow onto a 5" thick
reinforced concrete apron along with existing storm pipe which is
outflowing from north and south. This apron will be poured
upstream of the twin pipe under Bluhm Drive.
It will be necessary for you to meet the existing grade and ditch
slopes of the present upstream ditch. The City also requires a
more defined roadside ditch on the west side of Bluhm Drive, near
the area that you have filled.
All plans for the above mentioned work will need to be presented to
the Public Works Committee for approval before work can commence.
Also, please be advised that the drainage ditch you had asked about
had been cleaned out approximately seven years ago.
