PUBLIC WORKS COMMITTEE - CITY OF MUSKEGG
MINUTES OF MEETING HELD THURSDAY, SEPTEMBER 22, 1994
The meeting was called to order at 7:15 P.M. by Chairman Dumke.
Also present were Committee Members D'Acquisto and Misko (arrived at 7:40 P.M.), Mayor De Angelis, Ald. Sanders, Public Works Superintendent John Loughney, Michael Campbell (Ruekert & Mielke) and those per the attached list.
Ald. D'Acquisto noted that meeting was noticed in accordance with
the Open Meeting law on September 21, 1994.
The Committee discussed Urban/Rural Drainage. supt. Loughney 4 discussed concerns of Mrs. Harold Luther (S70 W17837 Muskego Drive) in regard to a storm sewer running across her vacant land.
There is no recorded easement on the property and it appears as if the storm sewer was installed by a developer. The concern is with the location of the storm sewer as to construction of a home.
supt. Loughney also discussed drainage problem with the Kimberly 7'
Estates Subdivision. Ald. Misko moved to direct the City Engineers a to inform the Developer of the Committee's requirement that a
storm sewer be installed in the Subdivision by connecting to existing outlet on Tyler Drive to extend out to Hillendale Drive.
Revised plans showing storm sewer must be submitted to the
Committee for approval. Seconded by Ald. D'Acquisto, motion
carried.
Representatives from Terra Development appeared before the
Committee to discuss status of projects. A lengthy discussion was
held and the Committee determined that no approvals would be given
until Terra brings all Letter of Credits into compliance.
Mayor De Angelis updated the Committee on the status of Moorland
Road Extension. Ald. D'Acquisto moved to recommend that the City accept the option whereby Waukesha County will do the entire
project and bill the City for its portion at conclusion of
project. Seconded by Ald. Misko, motion carried.
The Committee continued discussion on ownership of drainage easement for properties on Bay Lane, part of the Ludwig
Subdivision. Ruekert & Mielke will stake out easement when doing
survey for storm sewer work in the area.
The Committee discussed Anderson/Boehm drainage concern in Meadow
Green West Subdivision. supt. Loughney advised that he had spoke
with the adjacent property owner, Mr. Glen Pellmann, and that no agreement had been met. The Committee requested Mayor De Angelis
to meet with Mr. Greg Boehm and discuss the alternatives.
Mayor De Angelis advised the Committee that the engineer for the Developer involved in the turn lane on Lannon Drive had advised
that Waukesha County received final plans on September 21, 1994.

Approved plans will be submitted to Ruekert & Mielke for their review.
The Committee discussed drainage concern on Woods Road. The petitioner, Mr. Gabor, was not present, but Ald. Sanders was present to represent Mr. ,Gabor. The Committee acknowledged receipt of correspondence from the Corps of Engineers, dated September 1, 1994, which shows the wetland delineation, along with correspondence from Big Muskego Lake/Bass Bay Protection & Rehabilitation District Deputy Commissioner Collette Klenz's
correspondence of September 22, 1994. Deputy Klenz states that as Mr. Gabor's property drains to Big Muskego Lake through the rear
of the property through wetlands that naturally cleanse the drainage, if it is rerouted and directed to be fed into Muskego
Creek without any type of cleansing, that the City is defeating
the purpose of the proposed drawdown. Ald. D'Acquisto moved to deny request to reroute drainage, as well as additional ditching
in the wetlands. Some restoration to the ditch will be done by the Department of Public Works. Seconded by Ald. Dumke, motion
carried.
The discussion on status of curb and gutter requirement for Agenten property was deferred as petitioner did not appear.
The Committee reviewed bids for the Little Muskego Lake Dam project along with the City Engineer's recommendation. Ald.
D'Acquisto moved to recommend acceptance of low bid submitted by Zenith Tech in the amount of $246,565 with the City reserving the
right to accept alternative railing and sheeting for deducts of
$1,500 and $4,500, respectively, contingent upon easements being
in place. Seconded by Ald. Dumke, motion carried.
supt. Loughney discussed with the Committee his feelings that the
City should require a road bond for the proposed Little Muskego
Lake dredging project. The Committee directed Supt. Loughney to
meet with a representative of the Lake District to arrange for a
road bond in the amount of $75,000.
Mr. Lawrence Schmidt appeared before the Committee to discuss
drainage plans for his property. Ald. D'Acquisto moved to accept
amended submittal subject to the following:
1. Access to Lot 2 to be restricted to northerly 50 ft. of
lot.
2. Insulation to be placed over water lateral due to
inadequate depth.
3. When Fireside Lane is built, storm sewer to be installed.
4. 10' Ft. easement on Hillendale.
Seconded by Ald. Dumke, motion carried.
The Committee discussed 'drainage concern for the Knutson property
on Hillendale with standing water. The Committee noted that road

ditch is to be constructed adjacent to that area and berm to be constructed and that any filling needs permits from the Building
Inspection Department.
The Committee discussed revised City Engineer's drainage report
for the SW l/4 of Section 10 with Mr. Norm Hanson (Welch, Hanson & Assoc.) representing the Developer. Several options were
discussed. The City encouraged Mr. Hansen to explore cost sharing alternative.
The Committee discussed pavement for Stoney Creek Subdivision.
Ald. D'Acquisto moved that the City request an additional year of extended warranty. Seconded by Ald. Misko, motion carried.
Mr. Averill, engineer for Champions Villages (CCV) appeared before the Committee to discuss status of changes to intersections as
agreed upon at this meeting with City Engineer Ken Ward.
Mr. Dirk Debbink, MS1 General, appeared before the Committee to
discuss status of required improvement and discuss replacing private sewer pipe from concrete to PVC.
Ald. D'Acquisto moved to defer Acceptance of Improvements for Lake'
Forest Residential (Storm Sewer/Roads). Seconded by Ald. Misko,
motion carried.
Ald. D'Acquisto moved to defer Acceptance of Improvements for Roads for Lake Forest Addn. #l (Roads). Seconded by Ald. Misko,
motion carried.
Ald. D'Acquisto moved to recommend Acceptance of Improvements for
Lake Forest Addn. #2 (Storm Sewers & Roads). Seconded by Ald. Misko, motion carried.
Ald. Misko moved to recommend Acceptance of Improvements for Plum
Creek (Storm Sewers/Roads). Seconded by Ald. D'Acquisto, motion
carried.
Ald. D'Acquisto moved to defer Acceptance of Improvements for Plum
Creek Addn. #l (Storm Sewer/Roads). Seconded by Ald. Misko, motion
carried.
Overlook Bay was removed from the Agenda.
