Public Works Committee - MINUTES - 10/27/1994*CORRECTED PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MIRUTES OF MEETING HELD THURSDAY, OCTOBER 27, 1994 The meeting was called to order at 7~25 P.M. by Chairman Dumke. Also present were Committee Members Misko and D'Acquisto (arrived at 8:40 P.M.), Mayor De Angelis, Public Works Superintendent John Loughney, Michael Campbell (Ruekert & Mielke) and those per the attached list. It was noted that the meeting was posted on October 24, 1994, in accordance with the Open Meeting Law. The Committee discussed Urban/Rural Drainage. Mr. Stan Potrykus and Mr. Michael Plumley discussed a storm drainage concern on Mr. Plumley's property on Audrey Court. supt. Loughney will review area and determine if extending drainage tile from Mr. Potrykus' property across to Mr. Plumley's property is viable. Mayor De Angelis informed the Committee of possible problem with pond in Plum Creek-East running onto property in Industrial Park Addn. owned by Mr. Joe Santi. The Developer and engineer will meet with Mr. Santi to discuss and further review at November meeting. Mr. Robert Patch appeared before the Committee to discuss status of Terra Developments: 1. Waukesha County letter completed. 2. One (1) year guarantee valve vault Sanctuary Drive completed. 3. Replace short trees (15 trees) completed. 4. Riprap Kingston Bay completed. Lower Sunset Discharge completed. 2: Renew Letter of Credit for 30 more days completed. I. Shoot grades in Park area. At 8:55 P.M., Ald. D'Acquisto and Mr. Bob Simandl, Lake Forest Homeowners Association, discussed with Mr. Patch pond issues, park and fields. The parties were encouraged to and agreed to meet at the site to attempt to resolve these issues independently. Ald. D'Acquisto will monitor and facilitate communications between Mr. Patch and the Lake Forest Homeowners Association. The Committee reviewed status of Moorland Road Extension and are awaiting documents and information from Waukesha County. Further discussion on status of ownership of drainage easement in the Ludwig Subdivision was deferred to November meeting. Mayor De Angelis advised the Committee on the progress of discussions he has had with Mr. Greg Boehm regarding the Anderson drainage problem. No conclusion at this time. Public Works Committee - Page 2 October 27, 1994 0 Mayor De Angelis discussed with the Committee the status of the CTH L and Lannon Drive turn lane that is being installed by Mr. Zillig. Plan were rejected by Waukesha County and new plans were resubmitted. Final revisions to plans are in progress and are to be submitted to Waukesha County on Monday, October 31, 1994. The Committee discussed status of Little Muskego Lake Dam Spillway project and noted that work is moving forward and looking good. The Committee discussed Parks Director Theis' request to open a six foot wide entrance in the fence on Bellview Drive for continuation of the bike path. Ald. Misko moved to approve the project with all costs to be paid by the Parks Department. Seconded by Ald. D'Acquisto, motion carried. Mayor will discuss with Parks Director the possibility of making the opening offset instead of a straight opening. Mr. Jeff Metz, MS1 General, appeared before the Committee to review grading plans. Ald. D'Acquisto moved to approve plans. Seconded by Ald. Misko, motion carried. The Committee discussed curb and gutter requirements for the Agenten property. Ald. Dumke moved to require curb & gutters on Skylark Lane. Seconded by Ald. Misko, motion carried. l Mr. Scott Krause and Mr. Lew Averill appeared before the Committee to discuss paving and grading plans and the Highway 36 entrance to Champions Village. City Engineer's comments in letter of October 26, 1994, (attached, were reviewed and notations of items still outstanding and timetable will be further discussed at November meeting. Mr. Clark Tabbert, Premier Development, appeared before the Committee to discuss drainage plans for the Eiche Property in the SW l/4 of Section 10. Discussion was held on location and design of pond and possibility of joint city/developer effort on storm sewer system. Developer was encouraged to present a proposal for a cost sharing plan. Traffic issues and modifications were discussed as well as a review of issues present at the Plan Commission. The Committee reviewed acceptance of improvements for Lake Point Estates & Lake Point Estates West Subdivisions. Mayor De Angelis has met with Developer to inform him of items needed to be corrected before City will accept. Ald. Misko moved to recommend acceptance of roads for Settler's Creek Subdivision. Seconded by Ald. D'Acquisto, motion carried. supt. Loughney advised the Committee that there are heating system problems at the garage; two (2) cracked heat exchanges. Quotes have been received for repair and/or new unit. Ald. Misko moved to acquire additional quote and then accept low quote and proceed with the project. Seconded by Ald. D'Acquisto, motion carried. Loughney discussed with the Committee information that he had received that the EPA regulations for type of fuel to be used for municipal vehicles has changed effective 1-1-95. As the fuel tanks for the Public Works Garage and the Police Station have just completed a safety inspection, the tanks are filled to capacity. supt. Loughney will discuss with Chief Johnson and they will contact the EPA to determine if there is any chance of using fuel already purchased. The meeting adjourned at 11:OO P.M. On Sheet 3 of the site grading plan. there is an elevation shown for the top of berm and thee weir elevation for both outlot 1 and outlot 2. For outlot 1, the weir elevation is 1 foot higher than the berm elevation. This is obviously not allowable. On outlot 2, the top of the berm is equal to the weir elevation. This is also not allowable as the entire pond can be overtopped at the same time the weir structure is overtopped. It appears that :hc outfall pipe for outlot I has an incorrect clcvation. A general note on storm sewer plans states that Class 5 non-reinforced concrete sewer pipe may be used for all pipes 15 inches or smaller in diameter. According to local manufacturer; there is no Class 5 non- reinforced pipe. Calculations showing that this P larding above the pipe must be prcgcntcd, or C ipe class is suficient for the OSJ V RCP must bc used. A general note has been placed on the plan showing that the storm sewer 18 inches and greiater may all be class III reinforced concrete pipe is incorreot, For any depth of bury less than 3 feet, 18 inch pipe must be a Class V pipe. Please review lill sheets to assure that the proper class type of pipe for each section of storm sewer is correctly identified. A registered professional engineer must sign and seal all sheets of the plans. The radius of ,&de-sacs on the plans show distances of 40.5 feet and 42 feet to the bat): of curb. City of Muskego standards require that the interior radius of all c&de-sacs to the flange of the curb (the pavement) be 45.0 feet. Therefore, all c&de-sacs must be revised. On Sheet 18 ofthe plans, a low point is shown at station 132 f 24, however, ihe catch basin for the low point is shown at station 132 + 12. This must be revised.
