Public Works Committee - MINUTES - 11/10/1994CORRECTED PUBLIC WORKS COMMITTEE - CITY OF WUSKEGO MINUTES OF MEETING HELD THURSDAY, NOVEMBER 10, 1994 The meeting was called to order at 7:lO P.M. by Acting Chairman Misko. Also present were Committee Member D'Acquisto, Mayor De Angelis, Supt. Loughney, Mike Campbell (Ruekert & Mielke), and those per the attached list. The Committee noted that the meeting was posted on October 9, 1994, in accordance with the Open Meeting Law. Mr. Al Will and Parker Milewski (Terra Development) appeared before the Committee to review status of projects. The following items were discussed: 1. Filter Mound - Okay. 2. Valve Vault warranty - New language is in the hands of Mayor De Angelis. 3. Berm elevation differential discussed. According to supt. Loughney, grade not correct. Alternative proposed by City Engineer Mike Campbell for field retrofit. Items to be discussed at December meeting. 4. Park - Being worked on with roller and rocks removed. 5. Ponds - documentation to be forthcoming. 6. Finance questions. The Committee determined that all remaining issues will be handled and approved by City staff and/or Ald. D'Acquisto for approval of Release of Funds. This item will be removed as a standing item on the agenda. The Committee discussed status of Moorland Road Extension. The Agreement with Waukesha County and State of Wisconsin has been received and will be reviewed by Mayor De Angelis and Supt. Loughney. The Committee discussed status of ownership of drainage easement in the Ludwig Subdivision with Mike Campbell. Survey indicates that the ditch does not align with drainage easement. Both property owners have put fill in the easement, but the property owners to the South has done excess filling. Both property owners are requested to be invited to subsequent meeting to discuss findings and solutions. Ald. Misko will discuss findings with one of the property owners and Ald. Woodard will be requested to notify the other affected property owner. The Committee discussed status of Anderson/Boehm drainage concern. supt. Loughney reported that he is estimating that the project would entail 900 ft. of 6" tile. Mr. Richard Anderson was in attendance and expressed his concerns regarding the effectiveness of the drain tile as well as the potential problems in the future if development were to occur. The Committee directed Supt. Loughney to proceed with installation of drain tile and determined that any future development would have to address the final solution of the drainage problem. 0 0 Public Works Committee - Page 2 November 10, 1994 The Committee discussed status of turn lane on CTH L & Lannon Drive. Mayor advised that Mr. Zillig had contacted his office and stated that Waukesha County has given him verbal plan approval, and he is anticipating receiving written approval shortly. Ald. D'Acquisto moved to have Mr. Zillig present the City with signed contracts for work to be done in Spring of 1995 and that all drainage issues must be addressed as soon as possible. Seconded by Ald. Misko, motion carried. The Committee discussed status of Little Muskego Lake Dam Spillway project. The slab has been poured, and walls are anticipated to be poured on Friday, November 11, 1994. Trees are currently being removed and sheet piling to be delivered in early December to area #2 for immediate installation. Riprap of channel scheduled for early December. There was nothing new to report on the status of pond in Plum Creek East as to runoff on Industrial Park property. Mr. Glen Faes and Mr. Kurt Faes appeared before the Committee to discuss road requirements for a land division on Mystic Drive. They are requesting gravel roads for access to parcels of land; one of which they want to develop. City requirements for street access and land division ordinance requirements were explained. After further discussion, it was the Committee's opinion that existing division does not require road improvements, but proposed redivision would. supt. Loughney discussed with the Committee billing charges for Knutson property on Hillendale Drive. The driveway culvert has been installed and Mr. Knutson has agreed to pay for a portion of the bill. The Committee determined that the the balance of the charges will be billed to Mr. Lowe and, if no response received, it will be placed as a deferred charge against Appletree Estates Developer's Deposit. The Committee selected Wednesday, December 28, 1994, as the date for the December meeting. Mr. Scott Krause appeared before the Committee to discuss plans for Champions village (CCV). The Committee reviewed proposed HWY. 36 entrance without full boulevard developed. Traffic study to be checked. The Committee also discussed easements, drainage drawing plan and feasibility of open ditches in lieu of storm sewer system and will continue discussion at the December meeting.
