Public Works Committee - MINUTES - 7/28/1994CORRECTED PUBLIC WORKS COMMITTEE - CITY OF WUSKEGO MINUTES OF MEETING HELD THURSDAY, JULY 28, 1994 The meeting was called to order at 7:15 P.M. by Acting Chairman Misko. Also present were Committee Member D'Acquisto, Mayor De Angelis, Ald. Taube, Michael Campbell (Ruekert & Mielke) and those per the attached list. Chairman Dumke was excused. The Committee reviewed minutes of the June 23, 1994, meeting. Ald. D'Acquisto moved to amend minutes, under Status of Terra Development Projects, to read "L & W to begin paving by July 15, 1994". Seconded by Ald. Misko, motion carried. There was nothing discussed under Urban/Rural Drainage. The Committee discussed status of Terra Development Projects: LAKE FOREST It was noted that a copy of a letter from DNR was received which denied any further berm installation on the Terra property; also, there are asphalt problems on Cedar Hill. PLUM CREEK Bike path to be installed starting July 29, 1994. Property owners adjacent to bike path, whose landscaping will be disturbed, were notified. The City has not accepted Improvements. Mr. Lawrence Schmidt appeared before the Committee to review preliminary drainage plans for his proposed land division on Hillendale Drive. The Committee directed Mr. Schmidt to use 24" pipe and to submit final plans to the City prior to the scheduled meeting in order to allow time for review. Ald. D'Acquisto moved to defer to the August 25, 1994 meeting. Seconded by Ald. Misko, motion carried. City Engineer Michael Campbell reviewed with the Committee a survey which was prepared showing correct road right-of-way on Bay Lane (United Auto Body). It was pointed out that the encroachment was not on the part of the City of Muskego, but on Waukesha County. Ald. D'Acquisto moved to deny request for consideration and to inform Mr. & Mrs. Czaplewski of the findings. Seconded by Ald. Misko, motion carried. The Committee discussed status of turn lane/CTH L & Lannon Drive and Mayor De Angelis advised that the projected start date for the project is August 23, 1994, with a one and one-half week Public Works Committee - Page 2 July 28, 1994 0 completion time, and that Waukesha County has been contacted regarding moving of poles, etc. The Committee tabled further discussion on the denial of claim submitted by Larry Slamann-Meadow Green West Subdivision as the petitioner did not appear. Mr. Doug Eiche and Mr. Wayne Salentine appeared before the Committee to further discuss alternate drainage plans for the Eiche property, part of the SW l/4 of Section 10. City Engineer Michael Campbell reviewed with those present Alternative #5, which is an expansion of the original Alternative Plan #2, that he felt addresses concerns of all parties with pond #l to be sized adequately and costs of the pond to be borne by the City and Lakeridge Apartments. Ald. D'Acquisto moved to direct the City Engineers to prepare plans and specifications and bid the project which will include storm sewer system. Seconded by Ald. Misko, motion carried. Mr. Greg Boehm appeared before the Committee to discuss status of Anderson drainage (SE0 W16902 Woods Rd.). Supt. Loughney advised that the City Attorney has indicated that the City cannot draw on Mr. Boehm's Letter of Credit unless we can show that the lot was improperly graded as per master grading plan. City Engineer Michael Campbell advised that the grade is improper along lot line and is not graded according to master grading plan. Ald. Misko moved to draw monies from Letter of Credit (Meadow Green Subdivision) to correct area that was not done according to master grading plan. Seconded by Ald. D'Acquisto, motion carried. Mayor De Angelis discussed with the Committee the status of retrofit for Little Muskego Lake Dam and advised that preliminary drawings and sketches will be ready by mid-August for submittal to DNR in September. Ruekert & Mielke will have plans done for a special Public Works Committee meeting being scheduled for Thursday, August 11, 1994. supt. Loughney advised the Committee that no action has been taken on the curb and gutter work for the Meadow Green West Subdivision which were installed improperly. Mr. Greg Galetka (W173 57128 Grove Street) appeared before the Committee to discuss drainage concern on his property. supt. Loughney will review and report back to the regularly scheduled meeting on August 25, 1994. supt. Loughney advised the Committee of a request received to park the Mucky 4-H Bus on Municipal Garage property until October 1, 1994. Ald. D'Acquisto moved to approve request subject to receipt of liability insurance waiver. Seconded by Ald. Misko, motion carried. Public Works Committee - Page 3 July 28, 1994 0 Mr. Michael Secula, Institutional Products Corp., Muskego Industrial Park, appeared before the Committee to request concession on the cost of a road opening permit. After lengthy 0 discussion, Ald. D'Acquisto moved to reduce the normal permit fee by 50% as a good faith measure. Seconded by Ald. Misko, motion carried. The Committee discussed funding sources for Moorland Road Extension. It was noted that the allocation for the City of Muskego for Estimated Federal Aid Surface Transportation Program Balances through 1996 is $936,985. Ald. Misko moved to split the available Federal Aid equally between the north extension of Moorland Road and the south extension of Moorland Road. Seconded by Ald. D'Acquisto, motion carried. The Committee reviewed drainage plans for oulots for MS1 (Commercial Area/Janesville & Racine) which showed storm runoff being detained on site for one (1) hour, then discharging to wetlands. Ald. D'Acquisto moved to approve drainage plans contingent upon submission of final calculations. Seconded by Ald. Misko, motion carried. It was noted that grading plans will be submitted and considered separately. The Committee reviewed grading plans for properties in Country Brook Estates with several homeowners who are having water drainage problems in the Subdivision. Ald. Misko moved to amend Master Grading Plan on Lot 5 one foot. Seconded by Ald. D'Acquisto, motion carried. The City will also send a letter to the Utilities (WEPCO, Ameritech & Warner) to advise the need for them to take immediate action regarding proper placement of electrical boxes per variances; copies of letters to be sent to Ms. Karen Rinka (583 W17491 Cedarcrest Lane). Ms. Mary Rupic appeared before the Committee to review grading plans for her property addressed S80 W17761 Brennan Drive as a result of drainage problems. supt. Loughney will shoot grades on her property and adjacent properties to determine compliance with Subdivision's master grading plan. Mr. Greg Boehm appeared before the Committee to discuss culvert crossing at the Recreational Trail exiting Kristin Downs Subdivision/Lot 117 & 118. Mr. Boehm was advised that his issue is a civil matter to be settled between he and adjacent property owner. Mr. Greg Boehm also discussed with the Committee water coming out of city culvert on Woods Road onto his property and requested that the culvert be removed. Ald. D'Acquisto moved to deny request as City Engineer Michael Campbell advised that the culvert is installed properly and is doing what it is intended to do. Seconded by Ald. Misko, motion carried. Public Works Committee - Page 4 July 28, 1994 Mr. Scott Krause appeared before the Committee to review site grading plans and storm sewer plans for Champions Villages (CCV). It was noted that these plans are the fourth submittal to DNR. The policy regarding outlots was clarified. supt. Loughney reported on the oil spill in Kelly estates and advised that the City has cleaned up the area and that it,is not possible to determine the exact source of spill.
