MINUTES OF MEETING HELD THURSDAY, JANUARY 27, 1994
The meeting was called to order at I:12 P.M. by Chairman Edwin P.
Dumke. Also present were Committee Member Schneider, Mayor De
Angelis, Public Works Superintendent Loughney and those per the attached list.
The Committee discussed Urban/Rural Drainage. A further
discussion was held on the drainage concern of Mr. Greg Gabor (S83 W17323 Woods Road). supt. Loughney reported that he had went out
to shoot cross culvert on the north side of Woods Road and ditch
across the street on south side of Woods Road. Cross culvert is
pitched to the south and the north ditch is ten (10) inches higher
than the south ditch. The City is still awaiting Mr. Gabor's letter to the City requesting delineation of wetlands. Upon
receipt, the City will forward his request to the DNR.
Mr. Bob Patch and Kalvin Klimeck appeared before the Committee to
discuss status of Terra Development projects. The Committee
reviewed master grading plan, erosion control, storm sewer plans,
and the revised plans for Pond #l. Revised plans for Pond #l
retrofit and weir structure in wetlands. Changes to pond #l and
outlet structure are acceptable with access road not to be
graveled. Plan for weir structure will be presented to the
Committee at their February meeting pending quantity calculations and structural changes after DNR review. The Committee also discussed evidence of structural problems in portion of the
polyethylene (P.E.) storm sewer installed in the Lake Forest
Subdivision as referenced in the City Engineer's correspondence of January 26, 1994. Mr. Patch agreed to televise storm sewer,
provide tape for review and schedule subsequent meeting with City
Engineers, Supt. Loughney and the storm sewer pipe manufacturer to
discuss defects and report back to the February meeting.
The Committee further discussed request for culvert work on
Janesville Road at the Mageske property. supt. Loughney reported
that Waukesha County's position is that if there is a drainage
problem on site, it should be solved by the landowner. supt.
Loughney will contact Mr. Mageske and pass on this information.
The Committee reviewed the City Attorney's opinion on land
divisions creating private roads and placed on file.
Discussion of drainage concerns on Janesville Road and Haven Drive were removed from the agenda at the request of Ald. Taube. Ald.
Taube will put on agenda when information is available.
The Committee further discussed drainage concerns on Tomar Lane
and reviewed correspondence from Jahnke & Jahnke Associates, Inc. suggesting that an on-site investigation be made with City
personnel and the abutting property owners so additional landscaping work, as needed, can be done in early Spring. This

0 item will be put on the February agenda and Mr. Jahnke or a representative will be asked to attend.
Mayor De Angelis updated the Committee that he and Plan Director
Matt Sadowski are working on the proposed amendments to the Floodplain Ordinance.
The Committee reviewed report from Building Inspection Director Chuck Dykstra, dated January 21, 1994, noting results of
inspection of location of sump pumps in the Meadow Green
Subdivision. Ald. Dumke moved to request that the Building
Inspection Director send a letter to the owners at S79 W16988, ,979
W16992 and W169 S8090 Dlynn Court, requiring the removal of the
discharges that lead to the property line instructing them to
relocate the lines so they discharge to grade no more than 15 feet
from the dwelling per Chapter 16, Section 16.20 of the City of Muskego's municipal code.
The Committee reviewed master grading plan for Meadow Green
Subdivision with Developer and it was determined that the City
Engineer will shoot as-built grades for property line swale to see
if it is in compliance with master grading plan. This report will
be available to the Committee for their February meeting.
Mayor De Angelis discussed with the Committee Waukesha County's
outline and timetable for Moorland Road Extension noting financing
0 for construction is still in question.
Exhibits for Champions Village were removed from the agenda at the
request of the Developer's engineer.
The Committee reviewed exhibits for Appletree Estates (master
grading plan, storm sewers and erosion control plans) with the
Developer and determined the following:
1. Developer's request for a temporary cul de sac
was deferred and will be addressed at the February meeting.
2. Developer may install discharge lines under
roadway for sump pumps.
3. Developer will participate in costs of regional storm
drainage plan. The City Engineer will shoot as-built grades of the existing roadside ditch
and downstream culverts. Alternative plans for storm
water management will be developed for the February
meeting.
The Committee noted that the property owner for W208 58241
Hillendale had installed an undersized 15" culvert pipe downstream, without a permit or approval by the City and that this
was contributing to the drainage problems for the above proposed
Appletree Estates Subdivision. The Committee will discuss

distribution of cost of the storm water management plan at the
February meeting.
