Public Works Committee - MINUTES - 11/1/1993PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, NOVEMBER 1, 1993 The meeting was called to order at 7:Ol P.M. by Chairman Dumke. Also present were Committee Members Schneider and Misko, Mayor De Angelis, Supt. Loughney and those per the attached list. The Committee discussed Urban/Rural Drainage. Several affected property owners on Tomar Drive appeared before the Committee to voice their concerns on the retention pond at the Lakeview Highland Subdivision. The Committee discussed alternatives with the engineers for the project, Mr. William Hein and Richard Jahnke (Jahnke & Jahnke Associates, Inc.). Ald. Schneider moved to require a berm to be built in Hy-Y Ranches Subdivision on lots #14, #13 and a portion of #12 and a swale installed between lot #13 and lot #12; with all restoration and sodding to be the responsibility of the Developer and to be completed by November 18, 1993. The Developer will be required to receive written approval from lot owners to access their property. Seconded by Ald. Misko, motion carried. The Committee further reviewed request for enlarging cul de sac on Kurtze Lane and acknowledged petition received from residents stating, "Kurtze Lane cul de sac needs to be the same size as Kurtze Court. Larger vehicles, especially school buses, have a difficult time turning around. For the safety of the children riding on the bus, Kurtze Lane cul de sac needs to be made larger." Ald. Schneider moved to direct the City Engineers to draw a rough sketch for the layout of the cul de sac to the north. Ald. Misko seconded, motion carried. It was noted that Mrs. Debbie Verburgt appeared as the spokesperson and a copy of the City Engineer's sketch will be provided to her upon receipt. Mrs. Helen Andersen, S79 W16087 Bay Lane Place, appeared before the Committee to discuss drainage concern. The Public Works Department will monitor the situation to make sure that the drainage ditch does not become blocked as a result of new construction. Mr. & Mrs. Norman Miller, W191 59860 East Parker Drive, appeared before the Committee to discuss culvert installation and drainage on Parker Drive. Ald. Schneider moved to direct supt. Loughney to have the property owner, Richard Lundin (2871 So. 85th Street, West Allis 53227) of the property addressed S98 W18986 Christopher Lane install a culvert at the street. Seconded by Ald. Misko, motion carried. Mayor De Angelis will research drainage concerns on Christopher Drive and discuss with City Attorney. Public Works Committee - Page 2 November 1, 1993 The Committee reviewed correspondence from Parks Director Peter Theis, dated September 14, 1993, requesting assistance from the Public Works Department to recondition an existing walkway in Denoon Park. This segment of the 4-foot wide walkway extends approximately 1,375' and is made up of l/4" stone. The project is anticipated for this Fall. Ald. Schneider moved to deny request as the Public Works Department does not have the necessary equipment for the project. Seconded by Ald. Misko, motion carried. The Committee reviewed grading plan for Woodview Terrace (Enercon Bldrs.) of Janesville Road adjacent to Bay Lane Road, which was referred from the Plan Commission. Ald. Schneider moved to approve the grading plans with all drainage directed to the east. Seconded by Ald. Misko, motion carried. The Committee reviewed revised plans for Lakeview Highlands-North with the engineers for the project. Ald. Schneider moved to approve paving, storm sewer drainage plans and master grading plans. Seconded by Ald. Misko, motion carried. The Committee discussed with Scott Krause plans for the Country Club Villages. The Committee determined that all siltation ponds must be put on the plans and verification of DNR approvals. This item will be on the November agenda. The Committee reviewed plans for Stoney Creek Turn Lanes. Ald. . Schneider moved to approve turn lanes and updated drainage plans from the City Engineers. Seconded by Ald. Misko, motion carried. The Committee reviewed engineering plans for Apple Tree Estates (Lowe Property) as well as correspondence from City Engineers dated September 16, 1993 and deferred action. It was noted that the petitioner did not appear. The Committee deferred action on subdivider exhibits for the Candelwood Creek Subdivision until the November meeting. Mayor De Angelis advised that there was nothing to report on the status of the turn lane at the intersection of Lannon Drive and CTH L. The Committee further discussed drainage alternatives for Lake Ridge Apartments. Mayor De Angelis is working with property owners. The Committee reviewed correspondence from City Engineer on Lake Brittany storm sewer which indicates that it is feasible to connect to the storm sewer across the Lake Brittany park, adjacent to Coventry Lane. supt. Loughney will advise Association, and if the Lake Brittany Association would like to pursue and finance the project, the Committee would not object. Public Works Committee - Page 3 November 1, 1993 0 The Committee reviewed grading requirements for new subdivisions. Ald. Schneider moved to establish a policy whereby all site grading plans must be reverified by the Developer's Engineers and must be within six inches of what is listed on the master grading plan. Seconded by Ald. Misko, motion carried. This policy is to be incorporated by the Plan Office into the Subdivider's Procedural Guide. Supt. Loughney discussed with the Committee the need for a policy for drainage maintenance on private property. The Committee determined that any problem with drainage on private property shall be handled by the property owners unless it causes additional drainage concerns for the surrounding area. The Committee reviewed correspondence from the City Attorney dated October 21, 1993, to the attorney for the F. C. Price Company who were the contractors for the Public Works Garage Expansion. The correspondence explained that the City has been claiming $59,200 as liquidated damages for failure to comply with substantial completion date and final completion date but, upon further review, would be willing to settle for $25,000. The Committee agrees to the $25,000 subject to the leak in the roof being resolved, replacement of damaged ceiling tiles in the office area, and sealing of the outside brick surface prior to final disbursement. 0 The Committee reviewed final adopted Comprehensive Plan No. 8 - Arterial Street and Highway System Map. The Committee deferred action on proposed amendments to the Floodplain Ordinance and will discuss at the November meeting. It was noted that Mr. Kaerek had not responded to the City's inquiry as to when the final grading is scheduled to be completed on the retention area for Lake Point West Subdivision. Mayor De Angelis discussed with the Committee drainage concerns on the Ed Niezgoda property on West Tower Drive. supt. Loughney will work with Parks Director Theis to review the property owner's concerns and report back to the November meeting. supt. Loughney reviewed with the Committee the cost estimate for the evaluation of soil surrounding the Public Works Garage. Ald. Schneider moved to approve the expenditure of $2,785.00 for work to be performed by Key Environmental Services, Inc. Seconded by Ald. Misko, motion carried. The meeting adjourned at lo:55 P.M.
